    Manager – Financial Reporting GRADE: D1

    JOB PURPOSE

    • To drive the achievement of sustainable results in the company by preparing budgets and 5 year financial plans and monthly management accounts. Driving and Coordinating the setting of KPI targets, reporting of KPI results, and explanations for variances from budget / plan.

    KEY PERFORMANCE AREAS

    • Prepare the timetable to ensure that the financial plan and budget is produced timeously.
    • Prepare the going concern assessment at year-end.
    • Prepare and consolidate the final budget for approval using profit /cost centres.
    • Prepare monthly departmental financial reports and monitor performance against budget.
    • Manage the organisation's financial reporting needs.
    • Prepare timely monthly management accounts.
    • Prepare timely quarterly reports.
    • Prepare Annual Financial Statement using GRAP template.
    • Prepare & review the accuracy for the reconciliations and financial statement supporting schedules.
    • Produce other financial reports as maybe necessary.
    • Prepare and manage all financial report for the Department of Transport and the National Treasury (using required templates e.g. MTEF, ENE)
    • Manage the audit (internal & external)
    • Assist EXCO in setting key performance indicators for the finance department.
    • Manage the reporting of monthly results.
    • Ensure all under-achievements are explained for each performance indicators with root causes and corrective action taken is taken (only finance department targets).
    • Evaluate feasibility of projects
    • Review & manage the accuracy of General ledger.
    • Resolve audit findings.
    • Identify risk and implement internal controls to improve the control environment.
    • Review payments.
    • Review payroll.
    • Create/update policies and procedures as and when required.

    MINIMUM REQUIREMENTS

    • Qualifications
    • Bachelor's degree in Accounting or Finance (NQF 7).
    • Postgraduate Diploma/Honours degree (NQF 8) would be an added advantage.

    Knowledge and Experience

    • 7 years' experience in Accounting and Financial Management in a multifaceted organisation, of which 3 years' experience should be at a supervisory/management level.

    Required Certification/ Professional Registration

    • Qualified Chartered Accountant.

    Finance Officer (Receievables) GRADE: C4

    JOB PURPOSE

    • To undertake overall responsibility for the achievement of the defined financial results for all regions. Responsible for accurate reporting and governance over the financial performance of the whole organization

    KEY PERFORMANCE AREAS

    • Implement revenue and debtors' management policy.
    • Implement revenue and debtors' management standard operation procedures and enforce the usage of templates that support the policy.
    • Implement a systematic debtors management plan to clear all historical data on debtor's module.
    • Review and provide training to staff working on revenue and debtors' management.
    • Ensure timely collection of outstanding debtors.
    • Identify, document and implement mitigating controls to address all risk, audit findings and root causes that lead to weak internal control environment within revenue and debtors' management.
    • Prepare for audits for revenue and debtors' management.
    • Prepare reports, schedules and provide support for the preparation of annual financial statements.
    • Ensure all revenue transactions are recorded on the system and timely closure of months periods.
    • Ensure accuracy and completeness of revenue and debtors' transactions on the general ledger.
    • Prepare and review monthly reconciliations.
    • Perform other ad hoc task as may be delegated by line manager.

    MINIMUM REQUIREMENTS

    Qualifications

    • National Diploma (NQF 6) in Accounting\Financial Management or any related qualification.
    • Bachelors' Degree (NQF 7) in Accounting\Financial Management of any related qualification would be an added advantage.

    Knowledge and Experience

    • Minimum five (5) to seven (7) years' of related experience, of which two (2) years' experience should be at supervisory/specialist level

    Required Certification/ Professional Registration

    • Accounting accreditation would be an added advantage

    Manger – Receviable GRADE: D1

    JOB PURPOSE

    • To review accuracy of the daily activities on the debtor's module, including new invoices created by the Finance Officers/Clerks, identify captured errors regularly, provide special focus on clearing the historical data on the debtor's module using appropriate procedures. Supervise Finance Officers and enforce timely collection of all the outstanding debtors.
    • Furthermore, identify other root causes that give rise to internal control weaknesses to ensure that there is no future regression on the progress made to clean the debtor's module, and benchmark the SAMSA draft Debtors policy against best practices etc.

    KEY PERFORMANCE AREAS

    Ship Surveyor - Engine GRADE: D3 WESTERN REGION:

    JOB PURPOSE

    • The purpose of this role is to ensure vessels, seafarers and maritime service providers are compliant with applicable maritime legislation and the relevant maritime Conventions. Ship Surveyors are to give effect to the objectives of the South African Maritime Safety Authority (SAMSA) and the International Maritime Organization (IMO) Instruments.

    KEY PERFORMANCE AREAS

    • Ship Surveys and Inspections: To undertake all Statutory Surveys, Audits and Inspections in accordance with applicable legislation and other relevant regulations relating to marine pollution prevention and safety.
    • Engineering Examinations and Accreditations: To give full and complete effect to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978 in accordance with the provisions of section A-I/8 of the STCW Code, whereby all training, assessment of competence, certification, including medical certification, endorsement and revalidation activities are carried out, by applying appropriate domestic legislation.
    • Legislation/Regulations: Initiate and participate in the drafting of regulations and amendments to existing legislation in accordance with the Quality Standards System of SAMSA.
    • Casualty/Incident Investigations: Undertake and report on casualty/ incident investigations as well as make recommendations based on the outcome of the investigation

    Stakeholder Management: 

    • Manage and engage with Stakeholders in accordance with SAMSA Core Values.

    MINIMUM REQUIREMENTS

    • Chief Engineer (Unlimited) STCW Certificate of Competency
    • STCW ancillary courses and any other equivalent training
    • Sailed in rank of Second Engineer (seagoing experience)

    PREFERRED QUALIFICATIONS, TRAINING AND EXPERIENCE

    • STCW Compliant COC - Chief Engineer >3000 kW (STCW III/2 – no limitation)
    • Maritime/Sea going experience for a period of 2-3 years in a management role.
    • Driver's license and own vehicle
    • Preferred Medical Clearance Certificate – obtained from a SAMSA approved medical practitioner.
    • Ability to travel as and when required.
    • Valid Passport
