- Reporting to the ESARO Regional Staff Counsellor (P-4) in Nairobi, the Staff Counsellor (NO-C) will:
- Providing staff/family members with individual and/or group counselling (i.e. assessment, short-term intervention, referral), following self-referral or referral by the supervisor or another professional. Facilitating the treatment of psychiatric disorders primarily through referrals, including to the medical services division, and through guidance to supervisors and senior management, where appropriate. Identifying competent local resources for referrals whenever necessary.
- Coordinate and further develop the Southern Africa sub-regional network of Peer Support Volunteers (PSV’s) by: Providing regular support and technical supervision to all Peer Support Volunteers. Delivering Basic and Advanced PVS training in the region. Revise and further develop PSV training manuals on the basic and the advanced level. Support Country Offices in recruitment including the nomination process and selection.
- The Staff Counsellor will provide emergency psychosocial support to staff who have been involved in critical incidents by: Contacting the affected staff member(s) by e-mail or phone, offering information about typical stress reactions, stress disorders, support and referral information Facilitating appropriate traumatic stress interventions, following traumatic events. Recommending and arranging for individual and/or group follow-up support to staff and their dependents. Training and awareness raising on stress management issues.
- Through field missions to Country Offices in the Southern Africa sub-region the Staff Counsellor will facilitate regular resilience building training activities to increase staff awareness regarding the manifestations of stress and to promote individual, team and office resiliency building by:
- cooperating with Human Resource and Country Offices in their activities aimed at integrating stress management into their learning strategies;
- developing/revising training modules, as well as assemble other materials for training on stress management issues;
- developing and disseminate information and materials about stress and stress management;
- contributing to effective policies on staff well-being;
- establishing, develop and maintain a resource inventory of stress management information;
- serving as the focal point for the exchange of information between COs on stress management approaches and referral and consultant resources.
To qualify as an advocate for every child you will have…
- Advanced University Degree (Master’s or higher) in counselling, clinical psychology or related mental health profession. Additional training or certification in staff support and traumatic/critical incident stress as well as a broad range of related fields, such as alcohol/substance abuse, family counselling, training, stress management. Additional training in traumatic / critical incident stress as well as a broad range of related fields desirable.
- A minimum of five years of professional experience in staff support, mental health, cross-cultural communications, counselling and related areas, preferably gained within the UN system or international development/humanitarian aid sector. Professional experience with delivering alcohol/substance abuse and family counseling is an advantage.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

How can you make a difference?
The consultant is expected to carry out the following activities:
- Draft an inception report outlining the workplan and approach of the project, to be reviewed by UNICEF for input and adjustments.
- Conduct an assessment of existing youth-owned businesses in the water quality sector and select 8 businesses with proven success or potential to succeed, as well as gender and geographical diversity, to provide support to. This process and the rationale for the selected businesses should be outlined in a report and presentation.
- Provide financial and technical support to certify, strengthen and boost the marketing of the selected businesses, especially for use in schools and ECDCs. This will be documented through a comprehensive implementation plan. Support should include mentoring to scale up and strengthen business, online boosting of products/services and other necessary financial support to strengthen the business.
- Monitoring and evaluation: continuously monitor the progress of the project and in the final stage, prepare a written evaluation report and presentation on the process and impact, including testimonials from young people on how the support impacted their businesses.
All products will be thoroughly reviewed by UNICEF. Feedback must be incorporated, and approval provided before these are considered final.
TASKS AND DELIVERABLES
Inception report (5 days)
- Brief report outlining the workplan and approach of the project.
Assess and identify selected youth-owned businesses in the water sector - ideally 4 women and 4 men from 4 districts (30 days)
- Written report and presentation of process and results of assessment.
Provide financial and technical support to strengthen and certify selected businesses and boost their marketing, especially for use in schools and ECDCs (70 days)
- Comprehensive implementation plan for strengthening and boosting the marketing of 8 youth-led businesses.
- At least 24 mentoring and capacity-building initiatives provided for youth-led businesses.
- Receipts and invoices for expenses related to boosting of marketing and certification of businesses.
Monitoring and evaluation (10 days)
- Written report and presentation on the process and impact of the initiative, including testimonials from young people on how the marketing support impacted their business.
To qualify as an advocate for every child you will have…
- A minimum of a first University Degree in the following fields: Water, Sanitation, Hygiene, Environment, Climate, Disability, Government Policies, Schools or Private Sector
- A minimum of five years of relevant professional experience in the WASH sector
- Experience with business and youth empowerment is highly desirable
- The individual must have a good understanding and familiarity with South Africa’s water sector (water, sanitation and hygiene), both public and private
- Knowledge of policies, strategies, SETAs and other processes currently implemented to guide the process of creating entrepreneurship/youth economic opportunities is an added advantage
- Experience with youth programmes or youth mentoring is desirable
- Experience with UN agencies is desirable
- Developing country work experience and/or familiarity with emergency is considered an asset
- Fluency in English is required. Knowledge of a local language is an asset
- Project management and business management certification will be an added advantage
- Entrepreneurship training/skills will be an added advantage

How can you make a difference?
- Under the supervision of the Nutrition Manager, the consultant will facilitate quality improvement initiatives in two districts in the Eastern Cape Province to scale-up interventions aimed at strengthening early identification of undernutrition and screening of children at household level by caregivers, using MUAC screening as an entry point. A package of services will be anchored on the five pillars of the Road to Health Booklet which are nutrition, love, protection, health care and extra care.
Objectives
- Train the trainers on the package of service based on the 5 pillars of the Road to Health Booklet, using nutrition assessment and counselling as an entry point.
- Building capacity of supervisors and mentors to quality improvement approach in supervising and mentoring community health workers (CHWs) and other frontline workers on nutrition assessment and counselling who are providing supportive supervision, mentoring and monitoring roles in their catchment areas.
Proposed approach
- The primary target groups for the quality improvement initiatives are Outreach Team Leaders (OTLs for Ward-based Primary Health Care Outreach Teams), Community development practitioners and Early Childhood Development (ECD) coordinators. It is proposed that a cascade model be adopted for building capacity and creating an enabling environment for Community health workers and other frontline community workers.
- This will include building capacity of train the trainers at the district level on the technical aspects of the programme, as well as on supportive supervision and mentoring on Infant and Young Child Feeding and nutrition assessment. It is expected that supervisors will cascade the training to frontline workers (i.e. community health workers, ECD practitioners and other cadres) within their catchment areas or districts. Community health workers and other frontline workers will then cascade the training to mothers and other caregivers in their catchment areas. It is anticipated the capacity building of supervisors will take place over a period of 1 day.
Supportive supervision and mentoring
- This component should be designed as an orientation training for supervisors and mentors to prepare them to supportively supervise and mentor community health workers (CHWs), ECD Practitioners and other frontline workers who are providing nutrition assessment and IYCF services, including the counselling of mothers and other caregivers.
- This training also aims to build the skills of supervisors and mentors to monitor the quality and coverage of nutrition assessment and IYCF services and to support improvements in the delivery of community-based nutrition screening and assessment and IYCF activities. It is expected that a one-day orientation training in supportive supervision, mentorship and monitoring will be conducted. Evidence clearly indicates that the capacity of CHWs to deliver quality nutrition counselling is improved by introducing or strengthening health care systems that provide them with supportive supervision and mentorship.
- This orientation training distinguishes between traditional supervision and supportive supervision and mentoring, and it encourages the combination of supportive supervision and mentorship roles. It is anticipated that the orientation session for supervisors and mentors will take place over a period of one day.
Capacity building of Community health workers and other frontline workers at community level through applying quality improvement approach
- Supervisors and mentors are sometimes the actual trainers of CHWs and other frontline workers and may or may not be attached to a health facility in the area to which the CHW/frontline worker is assigned. Other individuals who have completed the nutrition assessment and IYCF Counselling Package training and are themselves skilled counsellors may also be trained to provide supportive supervision and mentoring. In either case, a supervisor or mentor is expected to complete the technical training on nutrition screening and assessment and IYCF Counselling Package training.
