    Strategic Information Manager

    Job description

    Key Performance Areas:

    • Management of project specific M&E framework and Plan including systems requirements
    • Manage project evaluations including synthesis of information and managing dissemination towards improved knowledge sharing/management
    • Facilitate data utilisation including guiding routine project performance monitoring ensuring provision of analytical data to inform effective QA/QI
    • Develop and adapt M&E system in line with Project priorities and organisational M&E framework
    • Coordinate project operations research & publications portfolio in collaboration with Chief of Party and project team
    • Provision of strategic information for project level decision making in relation to programme performance monitoring, planning, resource mobilisation, strategic positioning and programme design.
    • Lead project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making
    • Oversight & development of M&E technical expertise for project team to ensure adequate capacity to support project activities.
    • Manage project M&E team ensuring adequate staffing and capacity.

    Qualifications and Experience

    • A Bachelor’s degree in public health or related field.
    • Minimum of 8 years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data intensive, performance- based programs funded by PEPFAR.
    • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, and/or Business Intelligence tools and make recommendations.
    • Demonstrated working knowledge of South Africa’s health and social service information systems and monitoring and evaluation processes.

    • Excellent knowledge of M&E systems development, best practices, innovations and international developments in HIV.
    • Cultural sensitivity and ability to effectively engage participants of different cultures and backgrounds.

    • Strategic thinker with strong business and analytical skills.

    Project Manager

    Job description

    Key Performance Areas:

    • Develop project Annual Workplan; including managing compiling of routine District and site level planners
    • Manage project start-up and ongoing implementation in line with project objectives, milestones and targets
    • Monitor and track project milestones and targets in line with Project M&E framework, to ensure achievement of results
    • Lead provision of project routine monitoring and TA support to sites
    • Compile progress reports, including donor reports as required.
    • Ensure routine QA/QI support to project sites, including periodic reviews/quality assessments
    • Adapt and integrate best practices/innovations for ongoing project enhancement
    • Compile relevant annual project budget in line with m2m and donor requirements
    • Maintain sound working partnership with project implementing partners; ensuring collaboration in joint activities towards the overall Consortium project goal
    • Management project staff

    Qualifications and Experience

    • Bachelor’s degree in Public Health, or related field.
    • 8 years of progressively responsible experience in technical and operational program management of large-scale complex development activities in developing countries.
    • 5 years of experience in management of a PEPFAR-funded activity, including program planning, implementation, data use, monitoring and reporting.
    • Demonstrated ability to manage large teams and effectively coordinate with a range of stakeholders
    • Demonstrated working knowledge of U.S. Government program management regulations.
    • Understanding of relevant government policy and public health landscape in South Africa.
    • Applied knowledge of financial management and human resource management.
    • Sound understanding of M&E tools and systems.

    Competencies

    • Good analytical and problem solving skills
    • Ability to work independently
    • Fluency in English essential; fluency in local language is an advantage;
    • Valid and unendorsed driver’s license.
    • Team player, self-motivated, creative, resourceful, flexible, energetic with sound judgment

    • Flexible with ability to work under pressure
    • Excellent written and oral communication skills
