    International Relations Officer

    OVERALL PURPOSE OF THE JOB

    • To support the planning, coordination and implementation of international relations initiatives, diplomatic engagements and global partnerships with relevant international and local stakeholders.

    Planning and Coordination             

    • Support the implementation of the International Relations Strategy and Plan.
    • Coordinate international relations activities, engagements and related initiatives.
    • Promote the adoption and implementation of global regulatory standards and best practices to advance South Africa’s civil aviation agenda.
    • Support the implementation of the Regional Cooperation Programme.
    • Monitor and track progress against relevant plans and programmes.

    Administration

    • Compile briefing documents for international missions and bilateral engagements.
    • Coordinate, source, distribute and draft responses to State Letters on a daily basis.
    • Update the Focal Point list as and when required.
    • Coordinate, track the submission of, and retain trip reports.
    • Compile and route report outcomes and recommendations.
    • Coordinate the Regional Assistance Programme.
    • Schedule preparatory meetings.
    • Prepare itineraries, welcome packs and meeting materials for international guests or delegation

    International and Stakeholder Relations

    • Support and assist in the development and implementation of international programmes.
    • Support the organisation of international visits, conferences, workshops, and diplomatic events
    • Work closely with the DoT's Bilateral, Multilateral and Civil Aviation Branch to ensure seamless policy integration and provide technical expertise on international civil aviation matters.
    • Coordinate international meetings (e.g., ICAO Assemblies, AFCAC Summits).
    • Support collaboration with stakeholders to ensure international safety oversight obligations are met and to represent South Africa's safety record and protocols accurately abroad.
    • Manage the relationship with the International Civil Aviation Organization, including preparing for and participating in audits (USOAP, USAP), attending panels and working groups, and submitting required State reports.
    • Support the key point of contact for the African Civil Aviation Commission (AFCAC), promoting regional cooperation, supporting the implementation of the AFCAC Single African Air Transport Market (SAATM) initiatives, and representing South African interests within the African aviation landscape.

    Reporting       

    • Collate information for the production of monthly, quarterly and annual reports.
    • Ensure reports are submitted timeously

    Compliance and development of policies and procedures    

    • Ensure that policies, procedures and processes are adhered to
    • Ensure that the section does not attract findings and that all findings are addressed and closed

    Protocol Management         

    • Ensure compliance with applicable government or related protocol requirements.
    • Coordinate Protocol management initiatives

    Requirements

    EDUCATION

    MINIMUM

    • National Diploma in International Relations, Political Science, or relevant equivalent qualification.

    ADDED ADVANTAGE

    • Bachelor’s degree in international relations, Political Science, or equivalent qualification.

    EXPERIENCE        

    • 3  Years experience in International Relations, Political Science, Stakeholder Relations or related fields.

    Compliance Officer: PAIA & POPIA

    Handling Requests for Access to Information

    • To ensure timeous processing of all applications for requests for access to records / information as per the strict statutory requirements and timeframes.
    • Liaise with internal stakeholders to retrieve the requested records.
    • Review the records /information to be released legally, make a recommendation on the release by drafting outcome letters for review by the Assistant Company Secretary and ensure all applications are appropriately filed as per filing schedule (electronically and physical).
    • Maintain weekly PAIA Dashboard to be reviewed by Assistant CoSec
    • Assist in drafting of monthly reports on PAIA matters 
    • Assist with the reporting on compliance with the PAIA and POPI Act.
    • Draft representations to the Information Regulator (South Africa)

    Annual Reporting

    • Collation of accurate PAIA monthly and quarterly statistics for submission to the Executive Report.
    • Collation of accurate PAIA quarterly statistics in preparation of submission of the SACAA PAIA Annual report to the Information Regulator (South Africa) by 30 June.
    • Assisting with investigations and managing disputes of enforcement actions.

    Maintenance of the PAIA Manual

    • Assist in the review of internal procedures, the annual review of the PAIA Manual(s) as required by section 51 of PAIA, ensuring the Manual (s) lists records held and how to access them for submission to the Company Secretary
    • Research PAIA/POPIA related matters and keep Team abreast of legislative updates on PAIA/POPIA regulations and processes
    • Training and Awareness: Assist in conducting internal training sessions to ensure employees understand PAIA requirements.
    • Tracking changes to PAIA and POPIA
    • Assist in encouraging compliance: Promoting a culture of compliance within the organisation regarding access to records.
    • Drafting of memos and legal opinions

    Governance

    • Assist with governance related matters
    • Updating and maintaining a resolution register for the Board,
    • Conduct research on various governance topics as requested.
    • Conducting desktop benchmarking on various governance topics as requested.
    • To draft material to educate staff on corporate governance
    • Prepare minutes, agendas and packs for meetings
    • Assist with Board Members & Exco
    • Assist with reviewing governance instruments

    Legal Compliance

    • Assist with creating awareness on Legal Compliance as required.
    • Ensure all employees are educated on the latest regulations and processes as required.
    • Assist with CRMPS and populating CRMPS for the divisions
    • Assist with any other tasks within the mandate of the office

    Ethics

    • Assist with Ethics initiatives and training

    Requirements

    EDUCATION

    Minimum Requirements

    • Grade 12
    • Bachelor of Laws (LLB or B Proc) Degree
    • Admitted Attorney

    Added Advantage

    • Served Articles
    • Compliance Certificate or PAIA certificate
    • Knowledge of compliance within the public sector

    Experience

    • 4 years’ post articles work experience (of which 2 years must have been in governance and /or legal compliance function).
