  • Dannhauser Local Municipality (LM) (KZN 254) is located north in the Kwa-Zulu Natal Province in Amajuba District with Newcastle Local Municipality and eMadlangeni Local Municipality as part of its family. It is the smallest of three local municipalities within the District; with area coverage of approximately 1516 square kilometers.


     

    Manager: LED

    REQUIREMENTS        

    • Matric, A National Diploma/ bachelor's degree in Economics, Development Economics, Business Management, a relevant postgraduate qualification or equivalent. Five (5) years relevant experience to Planning and Economic development Department - LED Unit. Valid Driver's Licence. Honours Degree will be an added advantage.

    KNOWLEDGE AND SKILLS

    • Good management, human relations, interpersonal and communication skills.
    • Computer literacy (Ms Office) with good presentation skills.
    • Knowledge of procurement function
    • Good understanding of Local Government legislation
    • Knowledge of Municipal Finance Management Act
    • Knowledge of the Preferential Procurement Policy Framework
    • Knowledge of the Public Finance Management Act and related legislation
    • Strong analytical skills and attention to detail
    • Knowledge of municipal applicable legislations
    • Reasonable understanding of linkage between IDP and Corporate Plan
    • Budgeting, Reporting and Annual Planning context in Municipal Context
    • Personal credibility and professionalism
    • Marketing skills and fundraising and negotiation skills
    • Strong Supervisory skills

    RESPONSIBILITIES

    • Manages and Controls the critical key performance areas of the functionality and provides input into the broader Local Economic Development objectives
    • Identifies with key dimensions and opportunities with regards to Local Economic Development
    • Manages and Co-ordinates and executes specific projecU programme requirements and monitors application and outcomes.
    • Attends to the administrative recording, reporting and recordkeeping requirements/ procedures.
    • Controls the key perfonnance areas and critical outputs of personnel within the Department.
    • Identifies with key dimension and opportunities with regards to Agriculture, Agro-processing, Manufacturing, and Forestry Development.
    • Developing proposals and business plans appropriate for agribusiness sector

    Manager: Inter-Governmental Relations (IGR)

    REQUIREMENTS        

    • Matric, 3-year National Diploma/Diploma/Degree in Public Administration or Public Management/Communications/Political Science (NQF LEVEL 6/7) or relevant qualification in Local Government Intergovernmental relations. A minimum of 5 years relevant experience in Intergovernmental Relations/Public Participation. Valid driver's licence.

    KNOWLEDGE AND SKILLS

    • Knowledge of local government legislation and policies.
    • Excellent communication skills, innovation & reporting.
    • Legislation and Policy Analysing skills;
    • High level of responsibility;
    • Ability to give attention to detail;
    • Computer literacy (Ms Office) with good presentation skills.
    • Work after normal working hours, during emergencies and planned overtime;
    • Ethical Conduct; and Ability to maintain high level of confidentiality;

    RESPONSIBILITIES

    • Facilitate and strengthen relationships between the municipality and provincial and national government departments.
    • Coordinate participation in intergovernmental forums (e.g. district, provincial and sector forums).
    • Ensure alignment of municipal programmes with provincial and national priorities.
    • Monitor and ensure compliance with applicable legislation, including the Intergovernmental Relations Framework Act and other governance frameworks.
    • Contribute to the development and alignment of the Integrated Development Plan (IDP).
    • Provide advisory support to municipal departments on intergovernmental matters

    Manager: Land Use Management Systems

    Task Grade 15 of a Grade 2 Municipality (R613 976.88 per annum) plus normal fringe benefits. Subject to Job evaluation outcomes.

    REQUIREMENTS

    • Matric, a 3-year National Diploma/Diploma/Degree in Urban/Town and Regional Planning, Registered with professional body South African Council for Planners (SACPLAN). A minimum of 5 years relevant experience in Land Use Management Systems or Spatial/ Town Planning. Valid driver's licence.

    KNOWLEDGE AND SKILLS

    • Computer literacy (MS Office Applications).

    • Knowledge of Geographic Information Systems (GIS}, CAD software, and spatial modelling.
    • Creative approach to addressing urban & rural challenges.
    • Developing innovative solutions for spatial and land-use problems.

    RESPONSIBILITIES

    • Analyse building plans, rezoning applications, and site plans for compliance with the municipal, local, and national regulations.
    • Contribute to the creation and implementation of land use policies, comprehensive plans, and strategic infrastructure projects.
    • Support the planning team with project tracking, resource allocation, and budget management to meet urban development goals.
    • Coordinate with developers, investors, community stakeholders, and government department to facilitate public consultation and approvals.
    • Conduct research on demographics, infrastructure, and environmental factors using GIS to support planning decisions
    • Responsible for the intersection of strategic planning, policy formulation, and the regulation of land development, often aligning with the Spatial Planning and Land Use Management Act.
    • Review and process land use applications, including subdivision, rezoning, and township establishment. Develop, implement, and monitor spatial plans, such as Spatial Development Frameworks (SDFs) and precinct plans.
    • Draft and implement spatial planning and land use management policies in accordance with national and provincial legislation (e.g SPLUMA)
    • Ensure compliance with land use legislation and environmental policies, and manage reporting on agrarian or spatial interventions.
    • Coordinate with municipal departments to align Spatial Planning and Land Use Management with the Integrated Development Plan (IOP).
    • Oversee projects, manage human resources, and manage financial resources within the section.

    Manager: Operations And Maintenance

    Task Grade 15 of a Grade 2 Municipality (R613 976.88 per annum) plus normal fringe benefits. Subject to Job evaluation outcomes.

    REQUIREMENTS

    • Matric,a 3-year National Diploma/Diploma/Degree in Civil Engineering (NQF LEVEL 6/7) or relevant qualification in Engineering. Must be registered with ECSA. A minimum of 5 years relevant experience in Civil Engineering or related engineering Field. Valid driver's licence.

    RESPONSIBILITIES

    • Identifies and defines the immediate and short team objectives/ plans associated with road and storm-water maintenance in order to ensure critical performance indicators are identified and specific measures established to enable and guide the department to plan, manage and or prioritize outcomes accordingly.
    • Responsible for proper departmental personnel Management.
    • Prepares capital and operating estimates and controls expenditure against the approved budget allocations in to contribute positively towards meeting maintenance objectives and sustaining the quality and standards of service delivery.
    • Analysis ,Monitors and evaluates progress with regards to repair, construction, installation and maintenance of urban, gravel road and installation of stormwater pipes.
    • Perform administrative and related functions to compile and submit monthly and quarter1y reports to provide input to the operational plan.
    • Monitor and evaluate the performance and appraisal of the employees.
    • To liaise with relevant board/ councils on engineering related matters.
    • Attend audit queries and monitor compliance to audit corrective measures.
    • Control the professional, technical and operational outcomes associated with the functions related to civil servicesconstruction or maintenance in order to ensure the activities, projects and assignments associated with the section are monitored deviations addressed and corrective measures introduced to curb non­ conformance, poor quality and performance enabling the departmentto deliver in accordance with the laid down objectives, procedures and cost parameters
