Job description
Office Management & Administration -
- Provide effective managerial support relating to the prioritisation of work, document production, meetings management, governance and quality assurance; Manage and ensure the smooth and effective running of the office of the Head; Ensure accurate record keeping; Capture data, maintain confidentiality, and ensure safekeeping; Manage the receipt and processing of ATS staff training requests, ensuring that all required documents reach Human Capital; Process staff licences, ACSA permits and medicals for staff as required; Provide assistance with the completion of ACSA permits applications for contractors as required;
- Draft letters, memorandums, submissions and other written communication, collate relevant information and prepare/type all requested documents accurately and timeously; Oversee the ordering, distribution and control of stationery and refreshments as per policy stipulations; Oversee the processing of the medical claims of Air Traffic Controllers; Ensure that monthly overtime for ATS Staff is captured timeously as per Payroll Process and that it corresponds with actual time worked; Compile the departmental budget as directed by the Head, and monitor expenditure accordingly.
- Prepare basic expenditure reports for the Head including variances to the budget on a monthly basis, monitor the flow of funds, and keep the Head updated and informed; Establish and maintain an effective and secure e-filing and document management system for fast retrieval of data and information required; Ensure efficient use of technology, optimisation of available equipment, and effective functioning of all systems and equipment on an ongoing basis; Respond to e-mails on behalf of Head of Operations where possible or forward to the relevant party to ensure correct response;
- Receive and distribute all Aeronautical Information such as AIPs, Charts etc. to stations; Respond to queries on behalf of the Head where possible; Provide relevant or required business information as required by the Head of Operations to ensure meetings are efficient and effective; Facilitate audit processes by preparing relevant documents timeously.
Secretarial Services
- Plan, manage and maintain the Head’s schedule with due consideration of business priorities and relevant Operations events, and the impact thereof on business operations; Coordinate travel, accommodation and subsistence for the Head when required, including currency and account reconciliation; Ensure that all meetings are arranged on time and that participants are properly informed of agenda, venue and time; Distribute all documentation for meetings timeously, namely agenda, minutes of the previous meeting, presentation, etc. to participants;
- Ensure that meeting packs are professionally prepared; Arrange for minutes to be taken in meetings when required and distribute minutes within seven working days to attendees; Ensure that documents are typed accurately and timeously; Process mail, and receive and dispatch couriered packages; Ensure submission of staff subsistence and travel (S&T) claims to Payroll timeously.
Procurement and Finance Management -
- Ensure submission of the procurement requisitions of the ATS Operations in accordance with the Procurement process; Follow-up on official orders with suppliers; Ensure that all source documents are sent to creditors timeously for payment; Ensure that all monthly contract payments are done; Assist Creditors department with updated monthly statements from suppliers and or any other information needed.
Quality Management -
- Manage the implementation of ISO procedures as per the Quality Management manual; Facilitate the review of QMS procedures, directives and instructions; Publish QMS procedures, directives and instructions on the ATNS portal; Update notification of changes to filing indexes; Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.
Stakeholder Relations Management -
- Develop and maintain sound working relationships with key relevant internal and external stakeholders; Liaise and interface with relevant internal and external stakeholders such as suppliers, clients, representatives from regulatory authorities, internal support departments, and staff as required, conveying information accurately and competently whilst maintaining the required level of confidentiality and discretion; Maintain effective communication channels at all times to keep the Head informed of important issues whether in the office or travelling.
People Management -
- Manage employees in accordance with HC policies and processes; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report to the Head and Human Capital; Participate in the conclusion of performance management contract(s) and monitor performance; Coach employee(s) to ensure ongoing development of their skills sets.

- Facilitate the execution of the Air Traffic Service Unit's business plan to support achievement of strategic Operations business objectives.
Comprehensive Oversight and Resource Integration -
- Continuously monitor the performance of all operational positions within the Air Traffic Control Centre, using real-time data and feedback to assess and ensure consistent adherence to required standards and regulations. Identify potential areas of synergy between different units, encouraging cross-unit collaboration and knowledge sharing to enhance overall Centre performance. Regulatory Compliance and Quality Assurance -

Operations Supervision and Training -
- Provide continuous operations supervision over air traffic services, assisting with oversight in various ATS areas of the ATSU. Lead and oversee operational training within the ATSU, recommending personnel for Designated Examiner certification and ensuring high standards of proficiency and knowledge.
- Develop, maintain, and review the air traffic service’s Station Standing Instructions, policies, procedures, service level agreements, and procedural documents, ensuring they are up-to-date and in compliance with current regulations. Conduct regular, detailed briefings with representatives from all operational units, ensuring everyone is informed about current operational statuses, imminent changes, or notable events.

Governance, Compliance, Risk Management & Reporting -

- Monitor the time and attendance of subordinates, and report absenteeism issues to management and Human Capital. Coordinate and ensure resourcing deliverables in line with the Service Level Agreements. Manage the performance of direct reports in line with the performance management process. Conduct talent reviews of staff as required by the HC Talent Management process.
- Ensure high levels of discipline and performance standards to achieve Air Traffic Management service delivery objectives. Manage performance outputs of the team/pool by using the performance management system and taking corrective action promptly and effectively. - Investigate and analyse human factor problems and aspects within the operations environment as well as during incident investigations:
- Participate in incident investigations; Analyse incident review reports to determine possible human behavioural causes and contributing factors; Research and propose recommendations to address identified shortcomings; Maintain a database of causal factors; Identify aspects to be included in training and awareness programmes;

- Develop training interventions that will assist with human effectiveness in the system’s safety and efficiency performance; Conduct the relevant training identified from research and incident investigations at the ATA and at unit level as well as where the opportunity for external skill transfer has been identified by the ATA; Establish and maintain an awareness and understanding of the impact of human behaviours on work performance and safety management throughout the organization;
- Conduct awareness talks and programmes as requested by unit management; Evaluate effectiveness of training and interventions; Support the design, implementation and facilitation of safety programmes (CISM, TRM, FRM, safety leadership coaching programmes).
Human factors research and improvement recommendations -
- Conduct international best practice and benchmarking activities into human factors within aviation operations; Conduct research regarding human factors and produce recommendations for improvement within the operational environment; Research material from organisations such as ICAO, CANSO, Flight Safety Foundation, FAA, NATS, EUROCONTROL etc.;
- Incorporate relevant concepts and ideas into the ATNS SMS and TRM course; Recommend improvements to the ATM system; actions and procedures to the Operational management team; Implement approved human performance interventions to improve the ATNS SMS; Maintain and analyse relevant statistics of human factors incidents and corrective actions; Measure and document improvements of system efficiency and safety as well as human productivity, performance and well-being as a result of human factor interventions;
- Provide human factors input when new systems / equipment is implemented within the ATM system; Evaluate the current safety culture to determine the gap between current and that of a “just” organizational culture, produce report and present to management); Facilitate the development of solutions to areas not characteristic of a mature safety culture within operations. Produce recommendations and improvements to the organizational culture that is within the sphere of influence of the Safety, Standards and Regulations section.
Human factors and safety surveys/reviews -
- Conduct unit surveys/reviews to identify specific safety & human factors concerns; Compile safety survey reports containing observations identifying systemic failures within the system; Incorporate ICAO Human Factors requirements into surveys; Identify and implement appropriate corrective action in close collaboration with Operations departments;
- Monitor these activities periodically and during follow-up surveys; Conduct data analysis to identify trends arising from safety surveys; Conduct re-assessments to confirm that implemented recommendations were successful/effective.
Produce quarterly lessons learnt reports and periodic articles -
- Liaise with ISS and TSS to identify the lessons to be learned through safety event investigations; Compile articles for the safety-net publication and other relevant safety-learning publications; Compile other material to publish for sharing lessons learnt through other platforms (yammer etc.); Assist Manager Human performance to co-ordinate process for publication of the safety-net publication.
Stakeholder relations management -
- Represent ATNS at relevant human factors fora in South Africa and internationally; Attend national, regional and global aviation industry meetings, forums and work groups on human performance-related issues; Attend meetings with the ATM community; Liaise with HC regarding human factors issues;

- Provide inputs into the development, maintenance, promotion and continuous improvement of the SMS and related processes to ensure continued efficacy; Provide specialist advice and assistance where required regarding technical safety issues; Maintain a safety management awareness and assist with understanding thereof throughout the entire organization; Conduct safety and/or standards audits as per procedure or on an ad hoc basis, or as required;

Investigation of safety occurrence data -
- Investigate, analyse, process and record safety occurrence data; Verify the accuracy of incoming Technical/Hazard Reports (Hazreps) and external reports; Record and reconcile Technical/Hazard Safety Occurrence related reports; Request Technical/Hazard Safety Occurrence investigations, where relevant; Consolidate Technical/Hazard Safety Occurrences and provide statistical data when requested; Review technical reports received from the field of active and latent failures in ATM/cns systems;
- Source information regarding all reported ATM/cns system failures; Investigate all total equipment failures in ATNS ATM/cns systems; Analyse technical investigations/Hazreps and compile reviews and recommendations for technical-attributed safety events; Provide feedback to Operations and South African Civil Aviation Authority (SACAA) on technical-attributed safety occurrences;
- Provide feedback to clients and stakeholders on technical-attributed safety occurrences and Air Safety Reports (ASRs); Monitor Technical Safety trends in safety incidences and occurrences; Liaise with Human Capital (HC) regarding associated human factors implications; Monitor implementation of recommendations by accurately updating the feedback received on technical safety occurrence investigations and reports;
- Monitor and validate feedback from ATSUs on implementation progress; Provide input into ATS safety occurrences with regards to all technical related matters; Provide recommendations in support of the technical investigation and hazard process; Consult with internal and external stakeholders to develop proactive and preventative measures to eliminate recurring problems;

Provision of safety oversight on the implementation of new ATM/cns systems -
- Consult with CNS Planning, Engineering projects and EPMO at all stages of new projects to ensure compliance with all relevant local and international regulations and requirements; Develop, monitor and maintain equipment installation standards in conjunction with Engineering Projects, CNS Planning and Technical Support departments;
- Participate in safety assessment and system safety assessment endorsement; Ensure that operational safety risk and hazards is effectively managed regarding aspects of system change in order to provide independent safety assurance to ATNS;
- Conduct technical quality standard inspections and equipment site acceptance test (SAT) visits after project implementation in accordance with ATNS Directives, Procedures and Instructions, and ICAO, SA-CAR/SA-CATS and OHAS Act 85 of 1993; Monitor and evaluate new projects during Period of Beneficial Use (PBU);
- Verify maintenance management transfer of CNS equipment and logistics to technical support field operations; Track and ensure that recommendations are implemented, and escalate in the case of non-compliance.

- Ensure that meeting packs are professionally prepared; Arrange for minutes to be taken in meetings when required and distribute minutes within seven working days to attendees; Ensure that documents are typed accurately and timeously; Process mail, and receive and dispatch couriered packages; Ensure submission of staff subsistence and travel (S&T) claims to Payroll timeously.
Procurement and Finance Management -
- Ensure submission of the procurement requisitions of the ATS Operations in accordance with the Procurement process; Follow-up on official orders with suppliers; Ensure that all source documents are sent to creditors timeously for payment; Ensure that all monthly contract payments are done; Assist Creditors department with updated monthly statements from suppliers and or any other information needed.
Quality Management -
- Manage the implementation of ISO procedures as per the Quality Management manual; Facilitate the review of QMS procedures, directives and instructions; Publish QMS procedures, directives and instructions on the ATNS portal; Update notification of changes to filing indexes; Monitor and ensure that Continuous Improvement Reports (CIRs) are continuously followed up on.
Stakeholder Relations Management -
- Develop and maintain sound working relationships with key relevant internal and external stakeholders; Liaise and interface with relevant internal and external stakeholders such as suppliers, clients, representatives from regulatory authorities, internal support departments, and staff as required, conveying information accurately and competently whilst maintaining the required level of confidentiality and discretion; Maintain effective communication channels at all times to keep the Head informed of important issues whether in the office or travelling.
People Management -
- Manage employees in accordance with HC policies and processes; Ensure that new employees have been properly on-boarded prior to commencing work; Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report to the Head and Human Capital; Participate in the conclusion of performance management contract(s) and monitor performance; Coach employee(s) to ensure ongoing development of their skills sets.
