    Monitoring & Evaluation Specialist

    Key Performance Areas:

    Programme Monitoring & Evaluation

    • Implement M & E plans/systems for the coordinated design, planning, management and monitoring of programmes/projects within identified priority areas
    • Review the municipal and provincial business plans with the Medium-Term Development Plan (MTDP) within the identified priority areas to align with the HDA’s strategic plan towards ensuring the achievement towards housing opportunities
    • Review and assess the local and regional Spatial Development Framework/Integrated Development Plans and sector related strategies (sanitation, water, energy, transportation, green efficiency etc.), policies and framework and align to project approaches to ensure Spatial Transformation outcomes
    • Conduct evaluation/ assessment studies of key projects/programmes to ensure the achievement of development outcomes
    • Assess and review the baseline findings of land parcels/projects and formulate recommendations on key actions in line with the HDA land and housing targets,
    • Collect, compile and analyse data from reports submitted by project and programme managers and prepare consolidated progress reports with recommendations
    • Prepare due diligence assessment on land acquisition proposal and technical reports for approval levels
    • Manage the site evaluation and compile the relevant reports of Human Settlement Project and infographics with recommendations
    • Conduct regular site inspections to verify the utilisation of all land that was acquired and released and ascertain the current status of the development
    • Prepare a SWOT analysis for each land parcel monitored and project evaluated
    • Review M&E findings and best practices and disseminate information to stakeholders to facilitate evidence-based planning, learning and informed decision-making
    • Engage with relevant stakeholders in regions, provinces and municipalities to create relationships and track relevant information.
    • Conduct regular site inspections to evaluate how the human settlements development is contributing to the Spatial Transformation Agenda
    • Compile data for on-going reviews and updates of M&E plans/systems within the HDA.
    • Conduct post close-out stage assessments /site evaluations to measure Transformation Targets in terms of land, integration, socio-economic development, transversal alignment, urban management, quality, functional & equitable residential property markets, public safety, and return on investment.

    M & E applications/dashboard development, management and maintenance

    • Design, develop, implement and maintain numerous Monitoring and Evaluation databases, survey tools and dashboards of land parcels, projects, contracts for various business units across the HDA
    • Track project performance delivery in the regions via the HDA’s Artificial Intelligence Capture Solution
    • Ensure that datasets, databases and supporting information adhere to the M & E standards, procedures as well as National Treasury regulations
    • Monitor the performance of the HDA through reviewing system utilization
    • Undertake user experience sessions regularly
    • Ensure that alerts are sent to the relevant people timeously
    • Ensure that all capturing tools and dashboard are available for audit purposes
    • Provide data analyses for performance tracking in the organization
    • Provide strategic analyses to EXCO and Board of the HDA to guide decision making.

    Programme and Project Monitoring & Evaluation

    • Participate in streamlining process and increase efficiency gathering and using performance information to agreed standards and deadlines
    • Develop M&E framework for programmes i.e., PHDA’s
    • Conduct qualitative and quantitative analysis of M&E data findings by following research methodology and good practice
    • Provide technical oversight, quality control and support to project staff in the practice areas
    • Provide technical support to all provinces
    • Provide strategic recommendations to EXCO and Board of the HDA to guide decision making.

    People Management

    • Select, assign, lead and guide people through various tools and M&E outputs.
    • Set clear objectives for self and others and measure achievements against these objectives.
    • Build and manage relationships with staff members.
    • Manage and support staff development in terms of land, project and contracts tracking.
    • Manage risks and address issues as they arise.

    Land parcels / Projects Administrative activities

    • Manage assigned land parcels/projects administrative activities to ensure the effective functioning of the department by:
    • Scheduling meetings with key stakeholders (i.e., Exco, Programme Managers, Project manager, Municipality Official, Community Liaison Officers),
    • Preparation and distribution of meeting and workshop packs, reports, and minutes,
    • Engaging in decision making and resolutions as well as compiling the action list for all various stakeholders.
    • Compilation of technical reports and presentations for promotion of the HDA’s functions and mandate, and
    • Drafting of progress of performance reports against the agreed Annual Performance Plan, targets, and indicators.
    • Compiling the risk register for the monitoring of land parcels and evaluation of HDA led projects.
    • Contributing to the development of the M & E Business Plan for the department,
    • Support the promotion of the Agency’s M&E products through workshops, seminars, and
    • relevant forums.
    • Be able to work efficiently and effectively remotely.

    Qualifications & Experience

    • A relevant qualification (degree or similar) in the Built Environment sector (preferably Architecture or Construction management or Engineering or Development/Property studies or Town Planning) is required
    • Solid experience of ArcGIS enterprise and/or Power BI
    • Excellent report writing and communications skills
    • Minimum 5 years of work experience in Project management, Information systems, Land Management or Housing Development
    • Experience in the human settlements sector will be an advantage
    • Valid driver’s license and willingness to travel
    • Competent at MS Office, AutoCad, Sketchup, Tableau ETC.

    Assistant Engineer

    Key Performance Areas:

    Building Inspection

    • Complete inspections according to schedule and plan.
    • Check building is being constructed on correct erf.
    • Check layout of unit/ house is according to the approved plan and is orientated correctly.
    • Ensure foundation is laid out correctly.
    • Ensure foundation is cast according to specification and that contractors Engineer signs off the foundation.
    • Inspect house/ building to ensure it has been constructed according to the required specification e.g. Brick force used correctly, roofs tied down correctly, two coast of specified paint applied correctly.
    • Check all walls, windows and doors are installed straight and meet specifications.
    • Check all plumbing and electrical work is installed as per approved plan, works and is compliant.
    • Ensure houses/ units meet all quality standards as agreed by Project Managers an NHBRC.

    Civil Works

    • Performs inspections of road works, storm drains, water & sewer mains and other services.
    • Ensure that work complies with standard specifications, detailed plans and standard practices.

    Service Provider Liaison

    • Identify issues and proactively resolve these with relevant contractors and service providers.
    • Coordinate with NHBRC regarding non-compliance of issues identified by them.
    • Resolve non-compliance and quality issues with contractors in a proactive and effective manner.
    • Monitor and ensure service provider integrity in all issues and matters.

    Administration

    • Schedule and plan inspections in conjunction with project managers.
    • Conduct inspections according to schedule.
    • Input information from inspections accurately and completely.
    • Complete comprehensive checklists for each house/ unit inspected.
    • Prepare and keep accurate records for preparation of regular weekly and monthly reports.
    • Draft reports as required.
    • Plan and participate in meetings.
    • Develop and maintain an appropriate filling system of all inspection documentation.
    • Investigate and report on complaints and enquiries as required.
    • Recommend for works to be signed off by Project Manager as complete.

    Snagging

    • Establish and monitor deadlines for completion of work.
    • Complete final snagging of units prior to sign- off.
    • Complete de-snagging of units.
    • Sign off completion of handover documents once all snags and issues are resolved.

    Qualifications and Experience

    • Matric or equivalent qualification.
    • Civil Engineer Diploma or equivalent.
    • Ability to read, interpret, understand and manage building plans to ensure construction is aligned and compliant.
    • Knowledge and ability to ensure compliance of plumbing and electrical requirements in building.
    • Construction/ inspection related qualification is recommended.
    • Having a working knowledge of health and safety legislation.
    • 5-10 years’ experience in large scale low cost housing construction environment. A minimum of 3 years of this experience must be in a quality construction management capacity.
    • Driver’s license.
    • Computer literacy in Micro Outlook, Excel and Word.
