    Financial Accountant

    Required Experience, Qualifications and Skills

    1. Degree in finance from a recognised tertiary institution equivalent to a minimum of NQF Level 7 and preferably NQF Level 8.
    2. Completed SAICA or SAIPA articles.
    3. At least 5 to 8 years post article experience as a senior accountant, finance manager or equivalent managing a finance unit.
    4. At least 5 years’ experience in preparing annual/interim financial statements.
    5. Understanding of public sector financial reporting including the financial reporting framework (GRAP)
    6. Proficient in Microsoft excel, power point and word.
    7. Ability to work independently with minimum supervision and under pressure.

    Main duties/responsibilities  

    Financial Reporting

    1. Preparation of annual financial statements
    2. Preparation of monthly and quarterly internal financial reports
    3. Preparation of external statutory quarterly financial reports.
    4. Preparation of ENE and MTEC for submission to the National Treasury annually.
    5. Perform monthly variance analysis budget against expenditure. 

    Financial accounting

    1. Manage accounts receivable
    2. Manage accounts payable
    3. Manage fixed asset accounting activities
    4. Manage inventory accounting activities
    5. Review monthly reconciliations and to ensure accuracy and maintenance of the general ledger and trial balance.
    6. Ensure billing and collection of revenue.
    7. Ensure timeous and accurate payment to suppliers including VAT.
    8. Ensure annual assets verifications are conducted, and all reconciling items are cleared.
    9. Review journals for adjusting of asset register from the asset management consulting.
    10. Ensure monthly and annual inventory verifications and the clearing of reconciling items.
    11. Maintain a valid accurate, accurate and complete General Ledger and Trial Balance.
    12. Manage the performance of a small team of accountants.
    13. Draft submissions and memorandums for the approval transactions and events by management.
    14. Assist with the review and development of policies and procedures.
    15. Assist with ad hoc projects and participate in Bid Committees.
    16. Coordinate the annual external audit process.
    17. Ensure timeous updating of the asset register

    SCM Practitioner

    QUALIFICATIONS AND EXPERIENCE

    1. Degree/B-Tech in: Finance/ Supply Chain /Logistics NQF 7 or NQF 6 and 2 - 3 years’ experience in Procurement / Supply Chain Management in the public sector, Computer literacy and Driver’s license (Code B) is required.

    SCM Practitioner will be responsible for the procurement for Overberg Water undertake and will be reporting directly to the Procurement Accountant. The successful candidate will be required to perform the following functions but not limited to: 

    1. Compile bids/quotations in accordance with SCM policies and procedures and legislative framework.
    2. Administer contracts in accordance with SCM policies and contract management framework. Maintain the contract register and update the status of the contracts.
    3. Prepare necessary documentations and conduct briefing sessions for tenders and quotations. Process purchase requisitions from the end users within the stipulated timeframes.
    4. Create purchase orders for goods and services and also assist Accounts Payable to expediate the payment of invoices.
    5. File SCM documentations and ensure the security, accessibility, and easy retrieval of documents when they are required. Publish bid received and awarded on National Treasury E Tender Portal and OWB website. Advertise tender on National Treasury E Tender Portal, OWB website and CIDB(if applicable).
    6. Responsible for ensuring that closing of tender is compliant to SCM policy and applicable legislative requirement. Compile procurement report for request for quotations. Assist with request for information for external and internal audit.
