    Chief Ground Validator

    Job description

    • Flight Procedures and Airspace Design - Design safe, efficient, effective and environmentally considerate (NEMPAA) Instrument Flight Procedures and Airspace, ensuring compliance with ICAO Standards & Recommended Practices, the SACAA Manual of Procedures, and any other relevant criteria. Ensure adherence to the South African Civil Aviation Regulations. Produce / design / validate Instrument Flight Procedure drawings, detailed reports, tabulations, textual descriptions and supplementary information as stipulated in the SACAA Manual of Procedures. Consult, co-ordinate and liaise with stakeholders / clients. Keep abreast of all ICAO Instrument Flight Procedure developments, aeronautical information management (AIM) and ATM operational concepts. Provide advice to internal and external stakeholders regarding new, existing, amended or suspended instrument flight procedures as part of the stakeholder engagement process. Conduct airspace design function. Prepare information regarding flight procedure design activities for workshops, etc. Maintain documentation as per ISO standards and ATNS filing system.
    • Flight Procedures Data Input and Management - Provide technical advice in preparation for and during the URS consultation process. Facilitate the sourcing of data relevant to procedure design and process raw data for incorporation into the design environment. Initialize and prepare the design environment, utilizing correct and verified data. Assist in the preparation of base drawings for charting purposes. Produce conceptual design procedures for stakeholder consultation, as stipulated in ICAO Doc 9906. Collate and document all relevant information/data associated with the design of flight procedures as part of the preparation of the Procedure Design Package in accordance with SACAA MOP’s. Ensure timeous delivery of projects through monitoring and updating to project managers.
    • Internal and External Client Interaction - Communicate Flight Procedure services available to existing clients. Liaise with internal stakeholders and external clients regarding proposals and associated information. Advise and participate in technical work groups and committees. Provide input concerning the establishment of committees and work/task groups
    • Validation of Flight Procedures, Aeronautical Charts and Obstacle Assessments - Ensure compliance with ICAO Standards and Recommended Practices, and the Manual of Procedures & Standards (MOPS). Ensure the maintenance of relevant QA standards in compliance with ISO 9001/2000. Manage and maintain the Flight Procedure QA checklist that is in AP020 to ensure alignment with ATNS Safety Management System. Contribute to the continual updating and development of the Ground Validation Operations Manual in line with the ICAO Standards and Recommended Practices (SARPS). Prepare for the annual SACAA audit process. Regularly produce procedures in line with the AIRAC dates for publication into the SACAA AIP and other publications. Produce detailed Instrument Flight Procedure Charts accompanied by tabulation pages, textual descriptions, and supplementary information for submission to the external clients. Provide specialist technical advice regarding Aeronautical Charts in terms of ICAO and the SACAA Requirements. Create Annex 14 assessment and evaluation report including decision to recommend obstacle/s or not.
    • Research & Development - Conduct research into new technology, publications, advancements and developments in PANS OPS and in the related software used in the creation of charts. Identify and undertake research and development projects where required that will advance the corporate safety objectives of ATNS. Proactively research and develop the specific proposals for standards to be applied in the design of flight procedure charts and airspace charting.
    • Management of Operations - Lead and manage the validation of Flight Procedure Design, charting and Obstacle assessment ensuring compliance to regulatory requirements of the Flight Procedure Design (PART 173), Charting (PART 177), Obstacle Evaluations (Part 178) and Aeronautical Information processes and output. Manage key performance areas of the section to ensure achievement of defined goals and objectives. Provide OJT training oversight to internal and external FPS trainees. Maintain training records of FPS trainees. Amend, maintain and provide input to internal Quality Assurance concerning flight procedure design in accordance with ISO Standards. Complete projects in line with defined projected timelines. Facilitate and assist with FPS software related matters, including software support. Ensure effective office Management and management of employees. Provide input on the development of relevant Civil Aviation legislation. Implement new ICAO developments and SARPS within the Flight Procedure Design and Cartography scope. Establish and maintain training manuals as required, including progress tests, reports, and training logs as per the South African Civil Aviation Authority Regulations and all relevant ICAO Annexes and Documents for in-house and external training.
    • Governance, Compliance, Risk Management & Reporting - Identify risks related to effective flight procedure design, verification and validation and develop and implement effective mitigation. Ensure compliance of flight procedures with South African Civil Aviation Authority Regulations, the Manual of Procedures & Standards (MOPS), all relevant ICAO Annexes and Documents, and ISO 9001/2000 Quality standards.
    • People Management - Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly onboarded prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report to management and the Human Capital. Manage the formal and informal training requirements of the team. Maintain Flight Procedure Design competency through a detailed training plan / program. Manage performance by promoting high levels of discipline and performance standards to achieve required performance targets and objectives. Evaluate the performance of all members of the Flight Procedure Design team in relation to their key performance areas. Conduct talent reviews of staff as required by the HC Talent Management process. Mentor and coach staff as required to ensure continuous development and availability at all times. Ensure the transfer of knowledge and skills to enable sustainability within Capacity Planning from a succession management perspective.

    Minimum Qualifications:

    • Grade 12 plus BASIC PANS-OPS Course
    • On-The-Job Training and an ADVANCED PANS-OPS Course in line with ICAO requirements
    • Must have completed the on-the-job training program for Flight Procedure Specialists

    Minimum Years of Experience:  

    • At least 8 years’ experience in flight procedure design
    • Procedure Design knowledge utilizing ICAO criteria is essential
    • Advanced Procedure Design software experience
    • Sound knowledge of data quality requirements and quality assurance processes in aviation

    Job description

    • Activity-based Costing (ABC) - Develop, implement and manage a fully costed, activity-based financial evaluation model to assess the profitability of products and services, and to perform target costing, product costing, service pricing and profitability analysis Review and further develop the activity-based costing model to enable: Costing of activities and processes. Process analysis – primary and secondary. Value analysis of processes. Ensure changes in business processes are integrated into the costing model. Ensure that the assumptions used in the tariff structure reflect revenue earned in activity-based costing results (ABC) results. Analyze cost expenditures and purchases within the organization, and review goods and services, record data, and make recommendations about cost efficiency and financially feasible cost options. Assign overhead and indirect costs to products and services based on specific activities and cost drivers. Analyze development costs and prepare regular reports comparing standard costs to actual production costs. Provide estimates of new and proposed product costs. Provide management with reports that specify and compare factors that affect prices and the profitability of products and services. Produce and enhance costing and business reports that support optimal decision making which include the extraction, processing, manipulation and cleaning of data, to produce profitability by region, sector, and customer. Project profit margins for upcoming quarters and analyze trends of highs and lows. Prepare cost forecasts for monthly, quarterly and annual operating schedules. Analyze month-end and year-end reports to identify and recommend cost effective improvements. Ensure that reports produced for financial planning exercises, benefits for projects, and other ad hoc requirements, adequately integrate operational and financial information and can be relied upon for decision-making purposes.     • Permission - Assist in the planning and preparation of the permission. Assist in preparation of the required reports.
    • Financial Analysis and Forecasting - Conduct analysis and Forecasting: Economic analysis and forecasting. Traffic movements data statistical analysis and forecasting. Compile financial benchmarks through data collection, calculation, reporting and analysis.     • Assist in the Budgeting process - Participate in budget planning and prepare reports for various departments across ATNS. Assist to drive the annual budgeting process across the organization, communicate the budgeting policies and guidelines to be followed by Cost Centre managers, and assist them in collating their budgets: Actively assist managers in using the budget system for developing budgets as well as monthly departmental expense reports, ensuring compliance with budgeting policies and procedures. Assist Cost Centre managers with budget queries and provide relevant advice. Assist in the capture and import of the approved budgets. Monitor and ensure the accuracy of the approved budget and the budget in the system.\

    Investigation and Standards Specialist - Feb 2025

    Job description

    • Regulatory and Governance Compliance - Ensure compliance with Air Traffic Control Standards and Procedures following ATNS Processes (Policies and Procedures), International Civil Aviation Organization (ICAO) - Annexes, documents, and circulars, and Aviation Legislation requirements Civil Aviation Regulation (CAR) & Civil Aviation Technical Standards (CATS);  Ensure ATNS complies with its internal safety processes, procedures, directives, and instructions;  Ensure regulatory compliance for all rating training, operational validations, and assessments by performing practical assessment oversight at the Aviation Training Academy (ATA) and the Air Traffic Service Units (ATSUs);  Mediate disputes raised from unsuccessful rating assessments;  
    • Ensure that ATNS adheres to approved alternative means of compliance, exceptions, and special approvals (designated examiner procedures, and visiting Designated Examiner procedures);  Assist the development, implementation, and maintenance of a Safety Management System;  Lead safety assessments in all change management areas which are subject to the Hazard Identification and Risk Mitigation process;  Monitor and ensure compliance with OHS Act No 85 of 1993 within ATNS;  Represent ATNS at Designated Examiner (DE) workshops;  Distribute all South African Civil Aviation Authority (SACAA) and Accident and Incident Investigation Division (AIID) requests and documents to unit management for actioning;  Facilitate SACAA and AIID enquiries concerning the Safety Management System components and elements;  Conduct investigations when there are identified regulatory and licensing breaches to establish the cause, and provide feedback to the Head of Safety to report to the SACAA.
    • Safety Reports and Safety Investigations - Receive, evaluate and validate Mandatory Occurrence Reports (MORs), Air Safety Reports (ASRs), Hazard Reports (HAZREPS), and Unfavorable Condition Reports (UCRs) daily and ensure that these are actioned accordingly;  Distribute MORs and investigation reports to the SACAA and AIID respectively a required.  Action all received ASRs, UCRs, and HAZREPS and provide feedback to relevant internal and external parties and stakeholders (e.g.  ATS, OT, etc., and airlines or airport authorities);  Conduct safety investigations and/or reviews with the associated risk analyses and determination of causal factors.
    • Collect all the supporting data and materials where relevant for ATNS-attributed safety events and other selected reports (ASR etc.);  Develop safety recommendations based on the findings of investigations;  Conduct safety investigations when requested by AIID (Accidents, Incidents and Investigations Division);  Collect, collaborate, and distribute safety-related data for the AIID and South African Air  Force (SAAF) to assist in accident and incident investigations;  Compile reports and supporting documentation for events which have no Air Traffic Service (ATS) attribution but impact aviation safety; 
    • Compile and distribute investigation reports to ATSU management. Monitor, track and update the associated safety recommendations;  Evaluate recommendations of previous events with similar findings for implementation and effectiveness;  Assess the efficacy of implemented recommendations;  Participate in the peer review process;  Consolidate safety occurrence data for statistical output when requested;  Identify and monitor safety data trends and report to management;  Coach, mentor and guide unit investigators.
    • Coordinate internal and external safety audits - Conduct annual and follow-up safety audits for all areas of safety assurance;  Compile safety audit reports containing findings and observations identifying non-compliance and systemic failures within the system;  Formulate recommendations to support findings and observations and to improve the safety of the Air Traffic Management (ATM) system;  Generate a corrective action plan tracker;  Distribute audit reports for approval and disseminate them along with findings and observation tracker to action owners;  
    • Monitor, track, and update all audit findings and non-conformance corrective action plans, ensuring all recommendations are effectively implemented;  Facilitate the exchange of external audit information between ATNS-controlled ATSUs and the external auditor, namely SACAA;  Facilitate safety audits conducted by external auditors;  Guide and coordinate the population and completion of corrective action plans, submit to the external auditor, and monitor and track the progress of the corrective action plans. 
    • Manage Safety Assessments - Ensure that safety risks and hazards are effectively managed in the event of system change to enable the ongoing provision of safety assurance to ATNS;  Receive safety assessment requests, evaluate the changes required, and register safety assessment on the relevant register;  Ensure the correct and effective composition of the safety assessment team and facilitate hazard and risk identification brainstorming sessions;  
    • Facilitate the estimation and assessment of each identified hazard and associated risks for appropriateness, as well as risk mitigation actions;  Guide the project owner on the population and update the safety assessment hazard log with all identified hazards and risks;  Review and evaluate safety assessment documentation and supporting evidence against all applicable safety objectives, requirements and evidence statements for logic and completeness;  Provide assurance on the implementation of safety risk mitigation.
    • Coordinate Safety Promotion and Training - Conduct safety presentations to internal and external stakeholders as required;  Share lessons learned from safety events via internal safety publications;  Create safety content for distribution on internal media;  Organise and coordinate appropriate annual safety promotion activities;  Present SMS training across all levels of the organisation and to all employees;  Participate in corporate induction activities;  Train and mentor safety investigators and provide continuation training;  Train and mentor safety assessment specialists;  Conduct safety reporting training across the organization;  Manage all safety-related queries arising from the operations environment. 
    • Maintain Safety Documentation - Provide inputs and update safety documentation and templates including:  ATNS safety assessment templates,  Hazard log and unit risk registers,  SMS Manual,  ATNS safety policy,  Safety audit report templates,  S&R policies, directives, and instructions,  Manual reporting templates,  SMS training material for induction, operations, and management policies;  Conduct an annual review of audit checklists against all aviation regulations; company  instructions; directives; and memorandums;  Maintain the training curriculum of the unit investigation training course;  Conduct a review of the ATA course curricula and make recommendations to management;  Configure, review and update electronic reporting templates on the reporting tool;  Maintain and administer the electronic reporting tool database by adding and removing users and assigning roles;  Maintain and administer the Standards and Regulations SharePoint page;  Configure and maintain investigation recommendations and audit trackers on the digital platform;  Configure, review and update electronic continuous improvement feedback forms;  Provide input into the annual budgeting process.
    •  Safety Committees and Work Groups - Participate in relevant external safety-related committees i.e.: Civil Air Navigation Services Organization (CANSO) Africa Safety working group;  Civil Aviation Regulations Committee (CARCom) sub-committees & work groups;   National Airspace Committee (NASCOM) and sub-committees; Air Traffic Service Incident Analysis Group (AIAG); IATA Technical Action Group (TAG); Local RWY safety teams (LRST); and Airlines Association of South Africa (AASA);  Review and provide input to CARCOM's proposed regulations and technical standards;  Conduct research based on proposed regulatory changes, and review and provide input on the sub-committee’s working papers;  Review and provide input to NASCOM proposals;  Conduct tasks assigned by CARCom and NASCOM sub-committee to any relevant work group;  Provide ATNS responses at Tactical Action Group (TAG) to AIAG recommendations;  Attend and participate in all relevant ATNS internal meetings (RRC meetings, SRB, SAG etc.); Prepare reports for the Safety Review Board (SRB) and Safety Action Group (SAG) by reviewing all safety events to extract high-risk events and outstanding recommendations as well as outstanding safety audit data;   Provide input to documentation submitted to the Management Committee (MANCOM), the Executive Committee (EXCO), the Strategic Programmes, Information and Technology Committee (SPITC), and the Board.
    • Manage safety statistics - Update investigation and audit trackers for statistics compilation;  Analyse safety data and produce safety statistics and graphs;  Generate safety reports for various internal committees.
    • Participate in projects - Provide subject matter expertise on safety and regulations to all relevant projects within ATNS;  Conduct oversight and assurance activities on the commissioning and decommissioning of new ATSUs.

    Minimum requirements

    Minimum Formal Qualifications:

    • Validated Approach/Area Surveillance or Aerodrome Controller
    • Validated On-the-Job-Training-Instructor (OJTI)
    • IATA Diploma in Safety Management
    • Formal tertiary qualification in Business Management/Leadership or related field is an advantage

     Minimum Years of Experience: 

    • Minimum 5 years’ experience as a validated Approach/Area Surveillance or Aerodrome Controller with a working knowledge of the  Safety Management System and the application thereof in an Air Traffic Services (ATS) environment
    • Safety event investigation training and experience is an advantage
