    EMS Administrator

    Overview

    • The Pandemic Fund South Africa Project supports the strengthening of national systems for pandemic prevention, preparedness, and response.
    • Through investments in surveillance and human resources for health, the project aims to enhance early warning systems, improve disease detection and reporting, and build capacity for coordinated emergency response. Implemented in collaboration with the National Department of Health, Jhpiego, and other key stakeholders, the project contributes to building a resilient health system aligned with South Africa’s National Action Plan for Health Security
    • As part of this initiative, the EMS Administrator will support the implementation of IDSR programs, including Community-Based Surveillance (CBS), Event-Based Surveillance (EBS), and Indicator-Based Surveillance (IBS).
    • Responsibilities include assisting with data collection, analysis, and reporting, and ensuring that program activities align with key performance indicators. The role will contribute to the integrity, reliability, and accuracy of surveillance data to support evidence-based public health decision-making. The administrator will also conduct media scanning, generate reports from the DHIS2 system and EIOS, and provide overall administrative support to IDSR project rollout.
    • This position (X2 posts) is supported through a donor-funded project with an anticipated implementation period of three years. The successful candidates will be appointed on an initial 12-month fixed-term contract, which may be renewed or extended subject to funding availability, operational requirements of the organisation, and/or satisfactory performance.   

    Responsibilities

    • Assist with the rollout and day-to-day operations of Community-Based Surveillance (CBS), Event-Based Surveillance (EBS), and Indicator-Based Surveillance (IBS) programs.
    • Maintain data integrity, accuracy, and timeliness to support effective decision-making.
    • Generate and disseminate regular reports from DHIS2 and WHO’s EIOS platform to key stakeholders.
    • Provide overall administrative support for IDSR program activities, meetings, and training sessions.
    • Assist in preparing, meeting agendas, minutes, presentations, briefing notes and fieldwork reports.
    • Organize meetings with NDoH, Provinces and relevant stakeholders.
    • Support coordination communication and information flow between national, provincial, and district teams and other stakeholders.
    • Support necessary logistics and planning for training and mentorship and Provincial and District level.
    • Work closely with the National Department of Health, Jhpiego, and other partners to provide administrative support in the rollout of IDSR activities.
    • Support compilation of drafting and compilation of quarterly reports to funders.

    Required Qualifications

    • Diploma or Bachelor’s degree in Social Sciences, Statistics, Development Studies, Public Health, Public/Business Administration, Public Management or related field.
    • At least 2 years of experience in an administrative support role.
    • Strong attention to detail and organizational skills.
    • Ability to handle multiple tasks and meet deadlines.
    • Good communication and interpersonal skills.
    • Knowledge of the public service or government systems.

    eIDSR Technical Advisor

    Project Overview

    Role Overview

    • Jhpiego seeks a Technical Advisor to be seconded to the Epidemiology and Surveillance Directorate at the National Department of Health (NDoH). The Advisor will support the strengthening and implementation of the Integrated Disease Surveillance and Response (IDSR) system, encompassing Community-Based Surveillance (CBS), Event-Based Surveillance (EBS), and Indicator-Based Surveillance (IBS).
    • This role requires experience in health information systems, particularly extensive knowledge and proficiency on DHIS-2 platforms, strong understanding of IT in the context of API and linking various systems, Additionally, system maintenance and hosting language.
    • Understanding of strategic planning, and monitoring and evaluation. Strong analytical and problem-solving skills are essential, as is an understanding of the One Health approach linking human, animal, and environmental health. The Advisor will play a key role in enhancing NDoH’s capacity for data-driven decision-making, rapid outbreak response, and sustainable health system strengthening.

    Responsibilities

    • Collaborate with service providers to ensure integration of eIDSR into
    • Support DHIS2 functionalities expansion to integrate CBS, EBS, and IBS data streams.
    • Provide training and troubleshooting support for eIDSR (DHIS) rollout at national, provincial, district, and facility levels.
    • Strengthen the NDoH IDSR Monitoring and Evaluation Framework for surveillance indicators.
    • Support strengthening of building and operationalizing of Public Health Intelligence hub, ensuring consistent data availability to PHEOC and oversight structures.
    • Conduct detailed analysis and synthesis of surveillance data to generate public health intelligence.
    • Support the use of surveillance data for evidence-based decision-making and preparedness planning.
    • Support development and expansion of eIDSR.

    Required Qualifications

    • Post Graduate degree in IT, Health Informatics, Health Sciences, Data Science, Public Health, or Statistics or related qualification with at least 10 Years relevant experience in public health, health information systems and Monitoring and Evaluation. OR
    • Undergraduate diploma or degree in IT, Health Informatics, Health Sciences, Data Science, Public Health, or Statistics or related qualification with at least 15 Years relevant experience in public health, health information systems and Monitoring and Evaluation.
    • Proven experience with large-scale health information systems particularly DHIS2 and WebDHIS.
    • Experience with surveillance systems in human, animal, or environmental health.
    • Strong analytical skills with the ability to translate data into actionable intelligence.
    • Demonstrated knowledge of monitoring and evaluation frameworks.
    • Excellent communication, facilitation, and report writing skills.
    • Valid drivers License

    Preferred Qualifications

    • Proven experience in implementing projects with Health Sector
    • Knowledge of software development for health systems in South Africa.
    • Project and stakeholder management skills.
    • Familiarity with One Health implementation approaches.
    • Flexible and adaptable to supporting start up of eIDSR related projects and/or rolling out eIDSR related modules.
