Grade 12 A relevant 3 year tertiary qualification preferably in Civil Engineering (NQF Level 6/7), registration with a recognised professional body will serve as an advantage. A valid driver's license
5 - 8 years' experience in Water and Waste Water Management of which 3 years must be at supervisory level.
KEY RESPONSIBILITIES:
Prepare, update and ensure proper implementation of bylaws and policies of water services. Coordinate an inter-governmental sanitation liaison with national and provincial structures. Develop the drinking water quality monitoring programmes for the Municipality. Monitor quality of potable water supplied to consumers samples on.
Oversee the capturing of drinking water quality data into the Blue Drop system for compliance on annual Blue Drop Assessment. Advise operations and maintenance on types of intervention required in all reported drinking water quality failures to ensure compliance to SANS 241. Develop the Water Safety Plans and Risk Abetment Plans followed by annual review and implementation thereof.
Develop the wastewater monitoring programmes for all wastewater treatment works. Monitor wastewater treatment works effluent. Ensure that water & wastewater operations adhere to all standards of the sewer effluent discharge in the water bodies. Provide information and assistance to the Auditor General as and when required.
Grade 12. A relevant 3 year tertiary qualification, preferably a National Diploma or B-com with Internal Audit and Risk Management as a major subject (NQF Level 6/7).
2 to 5 year's functional experience. Computer Literacy. Registration with a recognized professional body will serve as an advantage. A valid driver's license. Governance and Management processes. Knowledge of Global Internal Audit Standards, GRAAP, Code of ethics, King IV and COSO.
KEY RESPONSIBILITY:
Coordinate and control processes and procedures associated with the formulation of the Municipality's risk-based Internal Audit Plan and Program. Ensure that the planning and fieldwork of the audit engagement is conducted in accordance with the Global Internal Audit Standards, approved Internal Audit Methodology and approved Internal Audit Plan. Detailed Analysis of records and paper trails, conduct interviews, test and/or verify information and data. Coordinate processes and procedures to determine the Municipality's exposure to operational and compliance risks.
Ensure that audit observations, information, advice or opinion are accurately formulated and communicated through the provision of adequate, factual and concise explanation and that auditee relations are maintained. Ensure that the audit engagements are prepared within the agreed timelines and timely reporting on progress made and remedial actions thereof. Assist with Risk Management processes and detailed reporting thereof.
Assist the Manager: Internal Audit and Risk with the coordination and administration of Audit and Performance Audit Committee and Risk Management Committee. Perform the review of Financial Statements and comment to the immediate superior on their credibility and compliance to relevant legislations. Provide information and assistance to the Auditor General as and when required.
