    Senior Manager: HRIS

    Job description

    Job Specification.

    The incumbent will be expected to provide strategic leadership to the team and ensure continuous systems availability- stability and functioning of all Human Resources and Transformation Information Systems. Maintain Human Resources and Transformation data resources for business continuity. Specialised input for the development and implementation of new modules, integrations and systems.

    Compliance

    • Establish and maintain a compliant HRIS environment by conforming to Legislation, HR&T Policies, UJ policies and Risk Management principles;
    • Instil governance principles;
    • Ensure data integrity through internal audits and quality control interventions;
    • Data analyses and development thereof;
    • Cost saving interventions;
    • Report writing; and
    • Generate reports for:
    • UJ Management and Governance Committees,
    • Statutory reporting, Research, benchmarking and operational purposes,
    • funding & research grant proposals,
    • Organisational re-structuring, and
    • cost analyses to determine and illustrate impact on University resources e.g. compliance with legislation.

    Policies and Governance

    • Provide expert and analytical input in the development of new Polices;
    • Develop new and maintain current HRIS- processes, procedures, SLA's and SOP's; and
    • Apply sound Governance principles.

    HRIS Strategy 

    • Develop Strategic Partnerships with relevant stakeholders in support of the HR&T Operational Plan;
    • Focus on relevant aspects of the Fourth Industrial Revolution;
    • Identify, research, plan, motivate and implement new systems, system enhancements, processes and procedures and projects;
    • Identify, plan, motivate and manage the implementation of new Oraclemodules;
    • Adherence to the HR&T Risk Strategy;
    • Annual Strategic Plan for HRIS; and
    • Development of Team.

    Access strategy

    • Establish and maintain a secure user access and develop an strategy to ensure secure HRIS systems; and
    • Maintain/ enhance HR Oracle modules: Manager Self Service, Service Manager; OLM, OBI, Online Performance Management, EE reporting.

    Manage staff

    • Manage staff in terms of Performance Contract;
    • Engage staff with strategy planning;
    • Manage development, growth and performance; and
    • Manage interdependencies in HRIS, HR&T and UJ such as Payroll, ICS, DIPEM and others.

    Projects

    • Manage projects life cycles;
    • Member of HR&T or UJ related projects; and
    • Manage risks and interdependencies.

    Client training

    • Identify, develop and implement training programmes; and
    • Enable HRIS staff to train users and clients.

    Minimum Requirements...

    • A relevant Degree/Diploma (on NQF 8 level) or an equivalent NQF 8 qualification;
    • Oracle HRMS and other relevant system certification;
    • Six (6) years Oracle HR Information Systems experience;
    • Two (2) years People Management experience; and
    • Two (2) years Project Management experience.

    REQUIRED SKILLS:

    • Exceptional analytical skills;
    • High-level report writing skills;
    • Strong organisational and administrative skills that demonstrate the ability to perform and prioritise multiple tasks seamlessly with excellent attention to detail;
    • Computer literate: Excel Advanced and Powerpoint; and
    • Excellent written and verbal communication skills.

    REQUIRED KNOWLEDGE:

    Thorough understanding and up-to-date working knowledge of Oracle HRMS.

    RECOMMENDATIONS:

    • Project Management Certificate/Diploma NQF 5;
    • Proven management skills with excellent communication and conflict management skills;
    • Exceptional interpersonal skills and the ability to build mutually supportive and trust relationships with stakeholders, including staff and external partners;
    • Proven system development life cycle management skills;
    • Extensive knowledge of a model and document complex environment;
    • Understanding of a Human Resources and Transformation operating model;
    • Understanding of Human Resource processes;
    • Understanding of SQL and PLSQL;
    • Understanding of relevant Human Resource legislation;
    • Impact of policies and procedures on a HR Information System;
    • Ability to manage data;
    • Ability to manage risk; and
    • Best business practice and techniques pertinent to the Higher Education environment.
