    Contract duration Two Years

    OBJECTIVESOF THE PROGRAMME

    The objectives of the HumanResources Management Unit are to carry out in an efficient and timely manner,for the WHO Regional Office for Africa (AFR) and offices and sub/offices in 47countries in the African region, all activities related to both strategic andoperational workforce planning, staff/management relations, the development,implementation and assessment of integrated talent management strategies andpractices that support the achievements of short, medium and long-termobjectives as set out in the MTSP and operational work plans.

    Purpose of the Position

    To support the implementation of staff development and learning (SDL)activities within the African Region and to provide advice, guidance andsupport to managers and staff for Performance Management and Development (PMD)activities.

    Descriptionof Duties

    • Provides secretariatsupport to the AFRO Learning Committee and, based on committee recommendations,develops and implements the overall strategy for staff development and learningin the African Region.
    • Guides the AFROLearning Focal Point (LFP) network to identify and collate staff developmentand learning needs across the region, and supports the LFP network, throughtraining of trainers, to facilitate the delivery essential learning activitiesin Regional Office Clusters and Country Offices.
    • Conducts LearningNeeds Analysis across the region
    • Liaises with the WHOCareer Development and Learning team and supports the implementation ofrequired global learning initiatives.
    • Administers the WHOLearning Management System for the Region including learning management,elearning development and publication, targeting of learning and reporting.
    • Monitors, evaluatesand reports on implemented SDL activities.
    • Supports the developmentof elearning programs using Articulate Storyline.
    • Manages the financialresources allocated to staff development and learning in the Region.
    • Provides advice,guidance and training for Performance Management and Development (PMD)activities
    • Reports, at keyperiods in the PMD cycle, to Country Offices and Clusters on completion ratesfor mandatory PMD activities.
    • Perform other dutiesas required.

    Requiredqualifications

    Education

    • Essential: First university degree in human resources management, public orbusiness administration, psychology, organisational development, social scienceor related field.
    • Desirable: Masters level qualification in a related area

    Experience

    • Essential: Five years of experience in planning, developing, organising, conductingand evaluating staff development activities, in an international setting and/ormulticultural environment.
    • Desirable: Experience in the implementation and management of a LearningManagement System.
    • Experiencedesigning and developing elearning

    Skills

    • Ability to conceptualise anddevelop Staff Development and Learning strategies.
    • Excellent knowledge ofinstructional design and facilitation techniques.
    • Ability to provide advice andguidance to managers and staff on the Performance Management and Developmentprocess.
    • Computer literacy.
    • Experience using ArticulateStoryline, WebEx and Cornerstone (or other Learning Management System software)desirable.

    REMUNERATION

    WHO salaries forstaff in the Professional category are calculated in US dollars. Theremuneration for the above position comprises an annual base salary starting atUSD 58,583 (subject to mandatory deductions for pension contributions andhealth insurance, as applicable), a variable post adjustment, which reflectsthe cost of living in a particular duty station. Other benefits include 30 daysof annual leave, allowances for dependent family members, home leave, and aneducation grant for dependent children.
