    Programme Head, Pan-African Programme on Transnational Organised Crime

    Job description

    The ISS seeks to appoint a Programme Head for the new Pan-African Programme on Transnational Organised Crime (Pan-Af TOC). The multi-partner programme is funded by the EU and aims to improve understanding of organised crime in Africa and how to respond to it. The programme will have five Regional Organised Crime Observatories in Southern, East, West, Central and North Arica. Together, the observatories will research and analyse transnational organised crime and disseminate results at the regional, continental and global level.

    The Programme Head will be responsible for managing and implementing the programme, and integrating the workplans of all partners with the regional observatory coordinators. The incumbent will be an experienced project manager with excellent skills in ensuring the delivery of: financial management; project outputs; staff management; coordinating and quality control of training; high-level events; stakeholder liaison; research, writing and communication; and monitoring and evaluation.

    Applicants must be able to demonstrate experience and success in managing large-scale multilateral donor projects and grants. Proven senior management competence is essential, preferably in an organisation working on international relations, African politics or a relevant field. The Programme Head will report to the ISS Executive Director.

    Overview of duties

    • Day-to-day financial oversight and management of funds in accordance with approved budgets, policies and procedures
    • Draft financial and narrative donor reports
    • Quality control and timely coordination of all programme outputs
    • Develop programme staff work plans in line with the strategic vision of the ISS and the programme goals
    • Manage and support a team of researchers, regional observatory coordinators, trainers and support staff
    • Ensure well planned, effective, timely and high quality communication of programme activities and impact
    • Design and implement the Planning, Monitoring, Evaluation and Reporting framework that covers programme activities, outputs and outcomes

    Overview of requirements

    • Post-graduate degree in social sciences and/or business administration
    • At least 10 years’ experience managing large-scale multilateral donor projects and grants across several African countries
    • Experience in training and capacity building on human security issues in Africa
    • Experience in managing staff and engaging with senior management on a strategic level within an organisation
    • Excellent financial project management skills
    • A strong team leader with excellent interpersonal skills
    • Excellent English-language skills, both written and verbal
    • French language skills will be an advantage

    The contract will for 3 years, and may be renewed subject to programme requirements, funding and satisfactory performance. A competitive salary is offered.
