    Head: Talent Management

    Job description

    The purpose of this job is to design, develop and ensure implementation of Talent management, Learning and Development and Performance frameworks, strategies and practices to deliver the HR strategy for the JSE.

    Qualification and Experience Required:

    • Masters Degree in Industrial Psychology
    • 8-10 years Talent Management and Occupational Assessment experience at Senior Management level

     

    Responsibilities:

    • Head up centralised JSE recruitment services, Learning and Development and Talent Management functions for the JSE in defining and delivering on the JSE people agenda
    • Craft Talent Management business plans to ensure delivery of focus areas for the next 3 years in support of the JSE strategy
    • Develop and manage budgets (about R10m) for Talent Management areas and provide input into the formalisation of the divisional budget
    • Ensure talent management team have adequate financial resources to implement talent management strategies.
    • Allocate budgets to team and monitor team budgets for delivery of business objectives . Ensure delivery against the talent management business plans and projects are cost effective, on time, to standard and sustainable.
    • Ensure education of stakeholders through conducting sessions and ensuring HR team communicates on talent methodologies, policies and procedures
    • Assign and manage budgets to departments for delivery against plans to ensure financial resources are catered for
    • Design and develop frameworks, methodologies, standards and policies for elements of the Integrated Talent Management Framework (Leadership philosophy, Job Design, Job Profiling, Workforce planning, Talent Acquisition, Performance Management, Development, Career management, Talent Review, Retention, Off boarding)
    • Ensure Talent Management interventions are communicated and benefits are understood to build the employer brand
    • Define gap in skills requirements and create a 35 year plan to ensure acquisition and building of required capabilities and capacity are available when needed by JSE as defined by business plan
    • Determine JSE wide scarce and critical skills to ensure focus and integration of recruitment and development functions to build or buy skills required for delivery on JSE strategic objectives
    • Ensure JSE Employment Equity (EE) plan is developed, approved and monitored to meet legislative requirements and support the transformational strategy
    • Act as custodian for JSE Competency Framework and ensure constant updating and alignment in implementation Select and implement competency based talent acquisition practices
    • Act as supervising psychologist for assessment centre to ensure fair and ethical practices
