    Manager, Strategic Workforce Planning

    Job description

    PURPOSE:

    • To assess Exxaro’s workforce needs in line with the business strategy.
    • To manage the workforce planning requirements in terms of capability, capacity and competence to deliver current and future strategic goals and objectives To compile and analyse Exxaro’s workforce needs linked to the organisations strategy and business plans.
    • To compile the base line people requirement drawing on all internal processes and resources available and taking all the possible people factors into consideration.
    • To compile the Exxaro strategic workforce plan to ensure that the right people are appointed in the right place at the right time.
    • To develop and grow internal relationships required to deliver on the strategic workforce plan.
    • To influence and engage all other functional HR areas in the business based on the SWP results and outcomes and market related trends and information To act as custodian of the SWP system for Exxaro.
    • To manage the internal talent pipeline by ensuring a consistent flow of suitable young professionals into the Company, taking into consideration the Employment Equity targets of the various employers in the Group of Companies

    MAJOR CHALLENGES:

    Working across departments and divisions to ensure coordination of solutions and projects Having a good understanding of both the human resource and financial impact of strategic workforce solutions or projects Dealing with strategic workforce solutions within the constraints of the South African labour market.

    QUALIFICATIONS:

    • BComm (Hons) HR Management ( Essential/Minimum )
    • BEng Industrial Engineering ( Recommended/Desirable )
    • Management Development Programme ( Essential/Minimum )

    EXPERIENCE:

    8 yearsBusiness unit experience in Human resources Relevant industry experience (understanding of the business, commodity, industry and competitors) Understanding of talent management, organisation design, business planning cycle, projects environment and business strategy - Essential/Minimum - Operational

    REQUIREMENTS:

    • Certificate of Fitness ( Essential/Minimum )
    • Psychometric Assessment ( Essential/Minimum )

    POSITION OUTPUTS:

    The incumbent will inter alia be responsible for the following:

    • Audit Management
      • Conduct an appropriate workforce audit within Exxaro taking into account skills, costs and growth
      • Ensure that all workforce requirements for both support and operational units are taken into account
      • Manage the HR assurance process on the 1 to 5 year business plans including but not limited to the PCP process.
    • Compliance, Governance and Assurance
      • Ensure that the Exxaro SWP complies with all required legislative and empowerment directives
      • Ensure that all BBBEE needs are addressed within the SWP
      • Manage and monitor compliance to the SWP policies and procedures
      • Implement the SWP across Exxaro and optimise the processes, system and practices across the business
      • Consolidate and ensure that SWP is integrated into all aspects of HR across the business.
    • Customer and Client Relationship Management
      • Develop and foster effective relationships and stakeholder management with group HR Managers and BU HR Managers
      • Participate in and contribute towards relevant industry forums and network groups.
    • Financial Management
      • Assist in compiling pipeline and workforce planning budget by providing information based on operational and resource requirements.
    • Functional Excellence
      • Ensure the overall financial costs of SWP and talent pipeline are accurately captured and included
      • Develop appropriate productivity and workforce effectiveness indicators to measure the success of the SWP
      • Develop and maintain functional policies, standards, guidelines, procedures, end-to-end processes, tools, templates etc. and enforce group-wide adherence to these
      • Standardise, simplify and speed-up functional processes and eliminate duplication/bureaucracy
      • Develop and apply functional best practices and promote sharing of best practices/knowledge
      • Identify and manage critical functional risks through appropriate mitigation plans/actions.
      • Functional Management
      • Engagement/communication: Communicate and engage functional employees, incl. virtuals. Engage with executives, operations and cross- functionally with peers. Represent the function/Exxaro externally as required
      • Governance: Ensure function adheres to Exxaro governance, policies, standards, statutory and legal compliance. Entrench a culture of discipline.
    • Internal Business Processes
      • Align the workforce audit to the Exxaro strategic plan to ensure that an integrated Exxaro strategic workforce plan is produced, covering a 5 year period
      • Ensure that the Exxaro SWP is broken down into implementable and achievable plans and solutions
      • Defining the workforce capabilities (roles and skills) in terms of the supply and demand identified in the business strategy and plans
      • Ensure the incorporation of all dimensions influencing the people requirements in the business (i.e. turnover, skills development, critical and scarce skills etc.)
      • Manage the integration of the strategic workforce plan outcomes with the talent pipeline all other areas of HR
      • Manage the Talent Pipeline in terms of the needs identification and the staffing of the Talent Pipeline in line with the organisation strategy
      • Ensure guidance and input into the Professional in Training Coordinating Committee (PCC forum)
      • Ensure that the Talent pipeline is managed in accordance to standards set by the PCC forum
      • Liaise with relevant Group HR Managers to influence manpower productivity improvements
      • Conduct regular industry analyses of workforce planning and talent pipeline practices and trends
      • Develop workforce predictability indices based on outcomes of strategic workforce plans (availability and staffing levels)
      • Ensure continuous updating and maintenance of strategic workforce plans in terms of system availability, data integrity and business intelligence
      • Liaise and consult with external role players to benchmark and obtain definitions and input for optimal staffing levels
      • Conduct an appropriate workforce audit within Exxaro taking into account skills, costs and growth.
    • People Management
      • Staffing: Select, appoint and on-board functional staff (CC/BUs)
      • Performance management: Clarify roles/responsibilities and expectations. Define individual performance standards, monitor and measure performance, reward and recognise high performance. Apply consistent performance and consequence management, take prompt action against non-performance
      • Talent development: Actively manage talent through regular assessment of employees’ strengths, development needs and development progress. Provide ongoing mentoring, coaching and development feedback to employees. Manage functional succession planning process. Promote a culture of continuous learning. Encourage and empower the team to make decisions
      • Communication/engagement: Encourage open expression of ideas/opinions and foster dialogue. Seek out different opinions. Inform people of decisions, changes and other relevant information. Proactively address conflicts and initiate difficult conversations
      • Team development: Develop effective and high performing team incl. shared team purpose, principles, goals, accountability and effective team player capabilities. Create an environment of accountability and trust.
    • Project Management
      • Manage projects across departments and divisions that arise from the SWP
      • Follow up on actions and provide advice to the business in relation to the results of the SWP.
    • Safe and Healthy Work Environment
      • Maintain and ensure a healthy environment and safe operations practices. Ensure compliance with all applicable SHE policies and procedures in line with set standards
      • Encourage a culture that focuses on safety in all operations.
