Senior Certificate / Grade 12 plus Diploma / Degree (NQF Level 6/7) in Public Administration / Public Management / Development Studies / Health Management / Project Management as recognized by SAQA. At least a minimum of three (3) years’ extensive at supervisory / managerial (Level 7/8) within Strategic Planning, Monitoring and Evaluation Environment.
A relevant postgraduate qualification (e.g. Public Health, Programme / Project Management) will be an added advantage. Knowledge of Strategic Planning, Monitoring and Evaluation mechanisms, Public Service Regulations, Public Finance Management Act (PFMA), Municipal Finance Management Act (MFMA), Treasury Regulations and other local government legislation.
Duties
Coordinate operational planning calendar, templates and processes for developing, consolidating and annually reviewing the Department’s Annual Operational Plans across programmes and districts, per provincial and national timelines and directives. Facilitate translation of Strategic Plan and APP commitments, ensuring coherence and alignment to departmental priorities. Support integration with resource planning, including human resource implications. Track and review implementation through monitoring engagements, consolidated status updates and identification of bottlenecks requiring management action.
Compile analytical planning and implementation reports for management structures, including EXCO, committees and oversight forums, and provide inputs for quarterly and annual performance reporting. Maintain planning tools, templates and systems, ensuring complete, accurate and consistent data. Coordinate alignment with municipal Integrated Development Plan priorities, translating agreed health commitments into implementable activities.
