    Appointment requirements

    • T11: Grade 12 with Mathematics and/or Accountancy
    • T12: An appropriate three-year career-related tertiary qualification (national diploma or degree) in Supply Chain Management, Public Finance Management, Accounting, Finance or Economics or National Diploma: Public Finance Management and Administration (SAQA Qualification ID No 49554) or any other financial study field related to the position
    • At least two years’ relevant working experience in a financial environment in a local government environment
    • Compliance with the unit standards of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), as prescribed by Regulation 493 of 15 June 2007, as published in Government Gazette 29967 of 15 June 2007, will be an added advantage
    • A valid Code B driving licence
    • Computer literacy
    • Proficiency in SAP and experience in mSCOA will be an added advantage
    • Must undergo a criminal record check and such a person shall allow their fingerprints to be taken by the Tshwane Metro Police Department at own cost

    Primary functions

    • Prepare and process purchase requisitions, quotations and orders in line with the Supply Chain Management Policy
    • Ensure that procurement processes comply with the Municipal Finance Management Act, 2003 and municipal supply chain management regulations
    • Assist with monitoring supplier performance and contract compliance
    • Maintain and update supplier databases and records
    • Review contracts for accuracy, completeness and compliance with municipal regulations
    • Assist in budget management by ensuring that procurement aligns with approved financial allocations
    • Ensure proper recording of procurement transactions in financial systems
    • Collaborate with internal departments to identify procurement needs and specifications
    • Engage with suppliers and service providers to negotiate terms and resolve issues
    • Provide guidance on procurement procedures to City of Tshwane staff
