    Care&Treatment Clinical Services Technical Advisor

    The Care and Treatment Clinical Services Technical Advisor is responsible for planning, implementation and monitoring of clinical activities for the Sustaining HIV/TB Epidemic Control in South Africa under the President's Emergency Plan for AIDS Relief (PEPFAR) project. The incumbent will primarily be responsible for directing care and treatment programs to ensure quality clinical services to support the SAG in providing quality HIV and TB treatment services and targeted prevention services to persons living with or at risk for HIV and/or TB. Key interventions will be those that directly impact the Joint United Nations Program on HIV/AIDS (UNAIDS) 95-95-95 cascade for people living with HIV (PLHIV) and support achievement of the targets for TB elimination described in the World Health Organization (WHO) End TB Strategy. Additional health system strengthening activities will be included to enable the government to provide better HIV/TB services or support the process of transitioning key HIV/TB response activities to the SA National Department of Health (NDOH). The incumbent will guide and ensure that the project’s clinical activities are planned and executed with quality, accountability and measurable impact. The incumbent may represent the project with CDC and other USG agencies, donors and partners. Other responsibilities may include participating in research studies and program evaluations.

    The position is contingent upon availability of grant funding.

    Key Accountabilities (included but not limited to)

    • Set and guide standards which will form the foundation of quality of clinical HIV and TB services to sustaining HIV/TB Epidemic Control in South Africa under the President's Emergency Plan for AIDS Relief (PEPFAR).
    • Provide “state of the art” guidance and leadership on the design and implementation of modalities and “best practices” in clinical-based HIV and TB support services and the sustaining HIV/TB Epidemic Control Project in South Africa
    • Create and monitor the seamless bi-directional referral systems between clinical- and facility-based care and between all stakeholders in the project
    • Design and monitor the seamless integration of clinical services rendered by district-based staff from BroadReach, community-based partners, sub-grantees, project stakeholders and service providers
    • Build relationships and establish foundations for current and future opportunities for BroadReach Healthcare with key stakeholders at national and provincial levels
    • Provide leadership and technical assistance to project on development, implementation and enhancement of HIV and TB care and treatment clinical monitoring and evaluation systems including activities, analyses and use of data with a focus on the clinical cascade.
    • Maintain knowledge management/knowledge sharing practices for HIV and TB care and treatment, including timely and relevant knowledge-sharing through available mechanisms.
    • Identify programmatic successes, challenges and lessons learned, and ensure appropriate flow of information across the organization.

    Qualifications

    Essential qualifications

    • MPH or Master with clinical degree (MD, nursing) or Degree in Epidemiology.

    Desirable Qualifications

    • Master’s in Public Health Clinical and experience in the management of HIV and TB, including children, PMTCT programs and maternal and child health programs.

    Experience & Skills

    • At least 10 years’ experience in implementing HIV/TB programs, with at least 3 focused in care and treatment, including implementation of retention strategies and recency testing.
    • A minimum of five years prior experience managing or supporting the management of international donor-funded health programs, preferably PEPFAR specific;
    • Demonstrated specialized knowledge and expertise in designing and implementing HIV and TB clinical support service delivery activities in developing countries;
    • Demonstrated working knowledge and experience of the health care delivery system, the linkages between facility and clinical services, and the network of clinical based civil society organizations in South Africa;
    • Experience in leading and managing a technical team composed of several technical experts and fostering teamwork; and
    • Demonstrated written, presentation and communication skills in English.
