    Chief Executive Officer

    Roles and Responsibility:

    • Lead the development, management and execution of the approved CETA’s overall strategy and lead the conceptualization of the overall strategy, policy and decision-making direction of the organisation to ensure the successful execution of the CETA mandate.
    • Oversee the development and execution of all Operational Plans to meet capacity and requirements in line with the overall delegated framework and deliverables and ensure the conversion of divisional operational plans into business activities and objectives to attain growth targets and performance standards.
    • Lead the establishment, review and monitoring of key performance indicators related to the strategy and business plans, recognize and identify areas for internal improvement and develops plans for implementation.
    • Drive the implementation of remedial measures on all audit findings and deficiencies.
    • Oversee all initiatives across the CETA to ensure that their conception and implementation support the organisation’s strategic objectives and mandate.
    • Lead the development of market segments and prioritise actions to achieve the set agenda.
    • Ensure that the organisation is change-ready to deliver on the CETA strategy industry skills requirements.
    • Provide leadership and develop a strong team environment committed to the organisation’s mission, values, and objectives in a manner that instills trust and credibility within internal and external stakeholders.
    • Ensure business growth by driving the development of key partnerships that will support the CETA strategy.
    • Spearhead overall organisational development in line with industry expectations and strategic directions of CETA.
    • Lead and drive the building and positioning of a credible brand and image of CETA nationally.
    • Provides leadership to the Executives/senior management team in support of CETA’s commitment to creating a culture of ethical conduct and integrity.
    • Leads and guides Executives/senior management team in the attainment of CETA’s performance targets.
    • Oversees optimal performance of CETA stakeholder relationship management capability.
    • Oversees the development and implementation of Operational Plans of senior management within CETA.
    • Consults the strategy and senior management’ operational plans to determine the outputs required them.
    • Reports to the Board on the strategic performance of the operations of CETA in accordance with policies, procedures and legal requirements.
    • Enhances internal systems, controls and capabilities to allow CETA to deliver on its mandate.
    • Lead the development of a Risk Management Strategy, tools, practices, and policies for the CETA to analyze and report risks in line with the overall risk strategy.
    • Ensure the management of risks according to the Risk Management Framework and lead the effective monitoring and evaluation of risk related activities.
    • Lead the application of fraud controls and risk prevention principles and implement sound governance and compliance processes and tools to identify and manage risks.
    • Lead the coordination and maintenance of quality risk management in line with the relevant set requirements.
    • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements across all divisions.
    • Lead the development, maintenance and enforcement of related Service Level Agreements, policies and procedures to minimise business risk and ensure business continuity.
    • Ensure adherence across the organisation to all relevant laws, policies and Standard Operating Procedures.
    • Lead compliance with national legislation and CETA specific policies and procedures, including the Code of Ethics.
    • Reviews policies and makes recommendation to the Board for amendments and approvals.
    • Reports timeously to the Board and Treasury on all relevant information relating to CETA’s operations and recommends alternate courses of action for consideration where required.
    • Oversees and inputs into the strategic budgeting process to ensure alignment with CETA’s strategic objectives.
    • Provides input into the capital expenditure budget needed for macro projects.
    • Presents draft budgets to the Board, DHET and Treasury.
    • Oversees the implementation of cost-effective programs while maintaining an acceptable level of quality.
    • Ensures that an effective financial performance measurement system, proper internal controls, sound financial management practices and administrative systems are in place to ensure efficient and effective utilisation of CETA’s financial resources.
    • Oversees financial reporting for board consideration.
    • Serves as the chief spokesperson for all CETA matters and actively builds the credibility and reputation of the organisation by promoting collaborative cooperation towards achievement of a collective vision.
    • Represents CETA at all levels including Government and Community level as well as at legislative sessions, committee meetings and formal functions to enhance the organisation's profile and reputation.
    • Acts as a liaison between the Board, DHET, Treasury, organisation and other relevant stakeholders with specific reference to strategic partnerships, performance delivery, capacity building and organisational environment.
    • Provides detailed and accurate information to the Board and DHET to ensure that they are properly informed to enable sound and swift decision making.
    • Effectively communicates CETA initiatives to employees, government authorities, other stakeholders and the public in relation to skills development in the sector.
    • Establishes and maintains positive and productive collaborative partnerships with the media, industry and industry representatives, recipients, government organisations and communities to ensure sustainable implementation of CETA Programmes.
    • Ensures services to stakeholders are delivered timeously and accurately as prescribed in stakeholder agreements.
    • Maintain constant communication with all interested parties within and outside the sector.
    • Leads and guides Executives/senior managers in the achievement of set objectives within respective areas of responsibility.
    • Ensures Executives/senior management roles and responsibilities are clarified in order to achieve performance objectives.
    • Conducts performance reviews in accordance with policies and procedures and takes corrective action where necessary.
    • Builds a pro-active environment where senior managers can take responsibility for results.
    • Ensures identification of critical skills essential for sustainability of service delivery and development of succession plans within CETA.
    • Ensures a succession plans are in place for senior managers and other direct reports.
    • Build and lead an effective and cohesive team through the effective management of departmental resources.
    • Lead the implementation of talent acquisition, succession planning, development, and retention strategies for the department.
    • Lead the enhancement of relevant knowledge and skills through continuous coaching, mentoring and nurturing of departmental talent.
    • Lead and drive a high-performance culture by translating and communicating the annual performance goals and measures based on agreed upon objectives.
    • Drive a working environment that augments employee engagement, recognition and productivity.

    Minimum Job Inherent Requirements:

    • Masters (NQF 9) in Business Administration or Equivalent
    • 10 years minimum experience of which 5 years at executive management level
