    Chief Executive Officer

    PURPOSE:

    • The ideal candidate will manage the overall operations of the company as well as develop and implement strategies that meet the needs of the customers, the stakeholders, and the employees. They will be responsible for making key decisions and executing the culture of the company. The Chief Executive Officer (CEO) of the Southern African Institute of Government Auditors (SAIGA) accounts to the Council of SAIGA and is responsible for SAIGA’s consistent achievement of its mission.

     

    THE ROLES AND RESPONSIBILITIES OF THE CEO:

    • Report administratively to EXCO and functionally to Council;
    • Effectively execute the duties of the CEO as set out in the SAIGA Constitution, its By-laws and its internal policies;
    • Direct, oversee and supervise SAIGA`s office administration;
    • Ensure that SAIGA`s goals are clearly established, and that strategies are developed and implemented for achieving desired outcomes;
    • Promote the independence and integrity of SAIGA;
    • Proactively seek to build, promote and improve the membership of SAIGA;
    • Build and improve SAIGA’s communication with members;
    • Identify growth opportunities for SAIGA;
    • Perform all duties and functions assigned by the Council and the Executive Committee;
    • Establish policies and procedures for SAIGA and ensure adherence thereto;
    • Manage SAIGA`s organisational structure; and
    • Ensure compliance with related labour legislation.

     

    MANDATE OF THE CEO:

    • Provide an appropriate framework for educating and training properly qualified auditors and accountants for the public sector and for their continuing professional development;
    • Maintain and enhance the Public Finance Management Academy programme overseen by SAIGA;
    • Maintain a register of all members of SAIGA; and
    • Gain knowledge of legislation that governs SAIGA’s business and its members.

     

    FINANCIAL RESPONSIBILITIES OF THE CEO

    • Manage the financial affairs of SAIGA;
    • Ensure that the financial records of SAIGA presents an accurate and complete picture of its financial status; and
    • Ensure that the financial records are audited in terms of the accounting framework prescribed by SAIGA.

     

    APPOINTMENT REQUIREMENTS

    • A minimum of 10 years’ experience in a senior/executive role coupled with strong financial knowledge and skills;
    • A post graduate degree in management and administration;
    • Experience within the Education, Training and Development sector will be an added advantage;
    • Detailed knowledge of public sector legislation;
    • Extensive knowledge of working with committees;
    • Project management experience;
    • Research experience;
    • Computer literacy i.e. MS Office (Word, Excel, PowerPoint);
    • Database experience (Membership, CPD); and
    • Knowledge of Pastel accounting software will be an added advantage.

    • Competent in financial analysis, processes and systems;
    • Strong stakeholder and client orientation skills;
    • Strong communication skills (verbal, written report and proposal writing);
    • Ability to perform under pressure in a complex environment.; and
    • Promote high personal and professional standards that support SAIGA’s vision, mandate and values.

     

    ACCOUNTABLE FOR BUT NOT LIMITED TO:

    • Strategy management;
    • Drive SAIGA to achieve its mandate;
    • Transforming SAIGA to be the preferred supplier of professional government auditors and accountants within Africa;
    • Strategy implementation;
    • Ensure stringent risk management; and
    • Assist Council with the establishment and administration of committees as required and prescribed.

     

    KEY STAKEHOLDER RELATIONS MANAGEMENT:

    • Manage stakeholder relations, including professional bodies, regulators, public sector institutions and members through strong networking and collaboration expertise;
    • Development and implementation of a communication strategy for SAIGA; and
    • Represent SAIGA at formal and informal engage with key stakeholders.
