    Chief Procurement Officer (Re- Advertisement) - Johannesburg

    Job Advert Summary    

    • Rand Water is looking for a Chief Procurement Officer to drive effective and efficient supply chain governance frameworks and sourcing strategies to ensure adequate and sustainable availability of goods and services to enable Rand Water to carry out its mandate.

    Minimum Requirements    
    Minimum Education:

    • Appropriate NQF Level 8 Qualification/ A Post Graduate Degree in Supply Chain Management or related field or equivalent qualification. (Engineering, Project Management, Finance, Economics) 

    Desired Education:

    • A Postgraduate Qualification NQF Level 9/ MBA, MBL or equivalent qualification will serve as an advantage. SAPICS membership or similar recognition in the community of Supply Chain Professionals (current or eligible for future registration). 

    Minimum Experience:

    • 10 years' relevant work experience and; at least 5 years' experience at senior management level. Track-record of leading strategy for procurement related projects and the overall procurement function to support all the goals of the business.

    Desired Experience:

    • At least 10-15 years' experience at senior management or executive level, leading a multi-disciplinary team from diverse professional backgrounds and technical expertise, proven track record of turning around commodities, managing multiple-disciplinary project and programme delivery.

    Primary Duties    

    • Assume overall strategic and operational accountability for all Supply Chain Optimisation transactions and activities.
    • Ensure sound and defensible Supply Chain Governance Framework and Sourcing Strategies to deliver the right quantity and quality of goods and services to Rand Water.
    • Develop and drive an overall and relevant Sourcing Strategy to balance business requirements against internal and external demands for goods and services.
    • Develop an enterprise-wide Commodity Management and Negotiation Framework to align Supply Chain practices with requirements of the PFMA and related Practice Notes.
    • Roll-out a viable enterprise-wide Sourcing Strategy to deliver an uninterrupted and cost effective Supply Chain delivery model for Rand Water.
    • Develop an overarching Governance Framework for the entire Supply Chain activities in Rand Water in order to comply with legislative and governance requirements.
    • Establish an effective monitoring and accountability matrix systems to track the life cycle of tenders and contracts allocated (before and after issuance).
    • Align Supply Chain deliverables to support organisational Key Performance Indicators, (project schedules and milestones, safety, health, environmental and quality standards).
    • Initiate an end-to-end management system to integrate all tender contracts issued across the business and leading vendor negotiations as well as supplier management.
    • Conduct root cause analysis on all Supply Chain related bottlenecks and identify appropriate interventions to ensure continuous improvement and value added services.
    • Ensure systems integration and seamless Transitioning of existing and future Supply Chain platforms such as SAP, ISS, etc.
    • Align the entire Supply Chain Portfolio to contribute towards BBBEE Sector Charter(s) and monitor spend analysis across the Portfolios.
    • Establish a feeder system into the Central Supplier Database that is suitable for market competition and responsiveness by suppliers.
    • Continuous improvement of Supply Chain processes and systems to optimize business efficiencies.
    • Ensure effective Contract Management.

    Knowledge    

    Minimum Knowledge:

    • Trade Policy and Strategy Framework, BBBEE Sector Charter(s), NT Regulations, PFMA, CIDB and FIDIC compliance requirements, all facets of Contracts, Strategic Procurement Framework, Strategic Sourcing Methodology and Good Practice Guides (commodity pricing & negotiations).

    Desired Knowledge:

    • Proven track record of managing Supply Chain streams and programme delivery within the Water Sector or Built Environment, understanding and application of all water services related legislation and relevant procurement legislation.
