    Construction Project Engineer – Infra

    Main Purpose:

    Lead the engineering, procurement and construction phases of the Projects. Create and maintain an attitude of leadership towards the project teams with respect to overall management activities (including quality assurance, engineering, procurement, planning and controls, construction management, pre-commissioning and safety). Ensure the quality of the delivered projects, while respecting the established budget and schedule objectives.

    KEY RESPONSIBILITIES:

    PROJECTS IMPLEMENTATION:

    • Accountable for the successful completion of the   Construction Projects for Infra East – upgrades/expansions of Petroleum Terminals, Offshore Mooring Systems and Jetties -  Greenfield or brownfield projects .
    • Ensure compliance of codes, standards, regulation and practices applicable to the design and construction (e.g. API, NFPA, ASME, ANSI, AGA, ISA, etc.)
    • Manage resources and equipment to achieve contract completion within budget and time
    • Participate in regular meetings to identify problems, target dates, issues, delays execution of work to ensure timely project completion

    PROJECT FINANCING:

    • Be responsible and follow up the CAPEX and budget of the Projects.
    • Review proposals; Proposals Adjudication

    MANAGEMENT AND SUPERVISION:

    • Coordinate project execution activities to ensure that projects are implemented within budget and schedule.
    • Through project coordination meetings and other means, monitors progress against project schedules and budgets; recommends allocation of resources as required in accomplishing goals.
    • Represents Puma Energy in construction contract dispute resolution meetings.
    • Coordinate and direct projects, making detailed plans to accomplish goals and directing the integration of technical activities.
    • Determine and assess need for additional resources and/or consultants and make the appropriate recruitments if necessary during project cycle
    • Develop best practices and tools for project execution and management
    • Oversees construction and commissioning in order to ensure completion of projects efficiently and effectively

    SAFETY , QUALITY CONTROL AND REPORTING

    • Ensure compliance of codes, standards, regulation and practices applicable to the design and construction
    • Develop and deliver progress reports, proposals, requirements documentation, and presentations, present and explain project proposals, reports and findings to Puma Energy Management
    • Good knowledge of International Codes and Standards applicable to Petroleum Industry

    PROJECTS DEVELOPMENT

    • Perform Feasibility studies for potential future projects and examine their constructability

    SKILLS AND EXPERIENCE:

    Experience: 

    • Minimum of 8 years of proven and progressive project management experience , preferred in Oil & Gas
    • A degree in Engineering from a recognized institution
    • Experience in contractor management, and EPC contracting – experience in FIDIC will be considered a plus
    • Experience in working in ‘difficult’ and emerging market countries
    • Cost estimation experience
    • Experience in using Auto Cad
    • Experience in preparing report/documents in English
    • Mechanical  Engineer is preferred;
    • Good knowledge of International Engineering Standards : API, NFPA, ASME, ANSI, ISGOTT

    Skills:   

    • Fluent English,
    • Advanced knowledge of Microsoft Office applications, excellent in Power Point, MS Project and Excel.
    • Project management: Capable of managing and executing multiple projects on time and within budget
    • Successful track record in achieving tasks and managing people

    Key Relationships and Department Overview:

    • Internal –  Regional Ops manager , Regional Ops team , Country Ops teams , procurement , finance   
    • External – Design companies, Contractors & Consultants, government institutions related to the grant of construction permits.
