    Demand And Acquisition Specialist - Supply Chain Management

    Purpose of the Job

    • The successful applicant will drive the sourcing of goods and services for the FSCA through the application of the total cost of ownership  approach in compliance with legislation and detailed procurement policy in order to optimise supply chain variables of cost, quality,  service and reliability. The person appointed in this role will report to the Departmental Head: Supply Chain.

    Key Performance Areas

    • Build and maintain relationships with end-users and service departments, follow up on escalated invoices and FSCA adheres to the National Treasury  rules with respect to payment of invoices.
    • Analyse past procurement information to understand historic sourcing trends and end user activities.
    • Provide advisory service to internal clients on planning and sourcing matters.
    • Provide feedback on technical issues and complex interventions in sourcing related matters.
    • Conduct systematic assessment of suppliers, assets and capabilities with respect to overall business strategy and ensure effective implementation  of the sourcing plan in order to meet project timelines.
    • Review, consider and approve new service providers on the vendor relationship management system.
    • Conduct industry and market analysis of goods and services to be procured (e.g. EME, SMME, QSE, etc.) and implement preferential procurement/ BEE     objectives during quotations processes.
    • Manage and monitor supplier relationship and performance and engage suppliers on poor performance with relevant stakeholders.
    • Analyse specifications to ensure clarity, weighting and scoring of criteria, and compliance with legislative requirements.
    • Monitor compliance to internal processes with SCM policy and prescripts and advice internal stakeholders.
    • Assist to ensure that the Terms of Reference (TOR) or Specifications are in accordance with the relevant prescripts, policies and procedures.
    • Provide relevant information and reports to SCM Management regarding sourcing matters.
    • Draft, update and manage the department’s risk register.
    • Continuously monitor risks and threats that affect the supply chain management processes and systems.
    • Assist in other duties as requested by the Departmental Head: SCM and Senior Manager: SCM.

    Requirements

    • The applicant must hold a Matric certificate plus a National Diploma or Bachelor’s degree in Logistics, Finance/ Accounting/ Supply Chain Management or equivalent qualification with at least 3 to 5 years’ relevant experience in Procurement.
    • Must also have solid knowledge of the Public Finance Management Act, Preferential Procurement Framework Act and Treasury Regulations, including National Treasury SCM Instructions.
