Director: Financial Services (CFO) at Overstrand Local Municipality

Requirements: 

• At least a Post Graduate Degree or qualification in the fields of Accounting, Finance or Economics registered on the National
• Qualifications Framework at a NQF level 8 with a minimum of 120 credits or chartered
• Accountant (SA)  Minimum of 7 (seven) years at senior and middle management levels, of which at least 2 (two) years must be at senior management level Sound knowledge of and exposure to local government operations and municipal financial management 
• Solid knowledge and understanding of the relevant policies and legislation and a good understanding of institutional governance systems and performance management  In-depth knowledge of local government legislation and the statutory requirements pertaining to the post
• A high degree of aptitude for strategic/operational planning and management, decision-making, leadership,
• innovation and motivation 
• Excellent management and computer skills Excellent facilitation and communication skills in at least two of the three official languages of the Western Cape 
• South African citizenship 
• A valid Code B driver’s license. 
• Compliance with the National Treasury Regulations on the Required Minimum
• Competency Level in Unit Standards for Chief Financial Officers as laid down in
• Government Notice R493 dated 15 June 2007 (as amended from time to time)
• The required core competencies and minimum competency requirements as stipulated in Annexures A and B of the Regulations on Appointment and Conditions of Employment of Senior Managers as promulgated in Government Gazette 37245 dated 17 January 2014 (as amended from time to time) 
• Good knowledge and understanding of relevant policies and legislation 
• Good knowledge and understanding of institutional governance systems and performance management
• Must have extensive knowledge of the public office environment 
• Excellent communication and facilitation skills in at least two of the three official languages of the Western Cape. 
• An appreciation of the centrality of the IDP for effective service delivery. 
• A high degree of aptitude for strategic/ operational planning and management, decision- making, leadership, innovation, and motivation.#
