The MFMA (Minimum) Competency Training, or will be expected to attain such within a year after appointment
Extensive managerial experience at a senior level (more than 8) and comprehensive knowledge of and experience in policies and procedures applicable to the SCM environmentwithin the public sector
A strong financial background and experience and managing large staff compliment
A good working knowledge of SAP would be an added advantage
Key Performance Areas
Lead and direct the Supply Chain Management (SCM) function in the City of Cape Town, including all the component parts of Vendor Management, Tenders, Procurement, Demand Management, Stores and Inventory Management, Disposals and Bid Adjudication Communication and Support
Lead, direct and drive the immediate, short and long-term strategic objectives/plans associated with SCM, including: Governance, Performance and Risk Management systems; development of Management Information Systems to support strategic business decisions; developmentof all SCM-related policies, procedures, codes of good practice and business control models; providing commercial and SCM specialist direction on all major projects; development of Category and Commodity Strategy for the City; directing Disposal Management strategies, policies and procedures
Facilitate, direct and lead the building of key stakeholder relations
Direct and control outcomes associated with utilisation, productivity and performance of staff within SCM
Manage the finances of the Department
Ensure supplier relationships management and Supply Chain functional management
Management of staff structure within SCM to ensure stability and continuity of the SCM service package.
