    DREAMS Area Manager

    Purpose of the position

    • The DREAMS Area Manager is a member of the district-level management team and will be the lead technical expert on delivery of comprehensive HTS, PrEP, SRH and AYFS services to targeted AGYW and OVCs as part of the larger DREAMS package of Interventions. The DREAMS Area Manager will also provide guidance on appropriate technical and programmatic approaches for scale up of PrEP, AYFS and other SRH services for AGYW and OVCs, including the development and implementation of bidirectional referrals for GBV mitigation and post-violence care. DREAMS Area Manager will recommend improvements in delivery of services and engage in mentoring of clinical staff on the DREAMS core package of interventions. The DREAMS Area Manager supports the District Director to deliver the DREAMS Project within the district achieving the DREAMS, AGYW and prevention programme targets in district focus areas.
    • With responsibility for the success of the DREAMS program in the district, the DREAMS Area Manager delivers, with fidelity, the goals, objectives, and activities in the District; manages and develops program staff; coordinates with DREAMS, OVC Partners and Stakeholders; maintains good working relationships with the funder (OGAC & USAID), host government, stakeholders, and local partners; manages donor reporting; ensures compliance with all funder and host country requirements; and ensures high-quality cost effective delivery of services. At all times the DREAMS Area Manager must be a leading brand ambassador, adhere to the highest ethical and legal standards, and create a fair, positive and equitable work environment.

    Key Accountabilities (included but not limited to)
    In Your Role As DREAMS Area Manager You Will

    • Achieve the required results
    • Attain the District DREAM/PrEP targets, goals and objectives (overall and on a monthly, quarterly and annual basis)
    • Ensure operational plans are in place and aligned to achieving the targets within specified timeframes Provide effective transformational leadership and management in the district
    • Provide District leadership in DREAMS, AGYW, AYFS and SRH project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual DREAMS budgets and quarterly reports
    • Provide effective project and program management and coordination across departments, units and teams including sub-awardees, vendors, other PEPFAR DREAMS, OVC and GBV implementing partners, government, PEPFAR agencies and other stakeholders in the district
    • Provide effective stewardship and accountability over DREAMS Project financial resources
    • Implement the performance management system and drive the district DREAMS team to continuously improve
    • Ensure compliance with USAID rules and regulations, local country laws and BroadReach policies and procedures
    • Fulfil DREAMS program District reporting requirements
    • Proactively identify any risks within the DREAMS Program across the district and ensure mitigation plans are developed and executed accordingly Build and sustain a strong, competent, informed and enthusiastic district teams
    • Ensure that the best and most competent talent is hired in the DREAMS District team.
    • Lead, manage, mentor and supervise key team members
    • Create and foster healthy, positive, collegial safe and motivating work force and work environment
    • Documents challenges, best practices and success stories in the implementation of DREAMS/AGYW programmes across in the district.

    Support and strengthen the BroadReach brand and reputation

    • Represent BroadReach in District and provincial forums to share the successes and experiences from the DREAMS Program
    • Participate in key communications internally and externally
    • Serve as a brand ambassador and inculcate brand ambassadorship throughout the organisation

    Qualifications
    Essential qualifications

    • A nursing qualification or a Bachelor’s or Master’s degree in a relevant field, such as public health, health management, or business/public administration

    Experience & Skills

    • Minimum 5-7 years of professional experience in health or international development
    • Strong understanding of the district health system
    • Experience in Management of Personnel
    • 3 or more years of experience with donor-funded development programs/ PEPFAR-funded HIV/AIDS initiatives, preferably within public health in South Africa would be advantageous
    • At least 3 years’ experience with the delivery of AGYW/Prevention/SRH services at scale
    • Demonstrated experience in youth-friendly services, SRH/HIV integration, and GBV services, in high prevalence settings.
    • Prior experience with clinical training of health personnel for improved service delivery in resource-challenged settings.
    • Demonstrated experience in successful program start-up, program close out and establishment of sustainability which goes beyond the period of the donor funding
    • Proven ability to establish strong working relationships with a variety of stakeholders including government representatives, non-profit associations, donors, media, academic and research institutes, and other stakeholders
    • Strong Microsoft Word, Excel, and Outlook skills
    • Excellent written and verbal communication
