    Employment Equity and Skills Development Specialist

    Job Purpose

    The Employment Equity and Skills Development Specialist will be responsible to lead, manage and deliver strategic plans, policies, frameworks and tools and provide consulting advice and services to Sun International business operations on employment equity and skills development legislation, plans, and reporting. This will include numerical and non-numerical goals, analysis and compliance around fair people practices; the development and implementation of Affirmative Action interventions; and delivering the planning on scarce and critical skills planning for the SI Group as part of the Mandatory Grant Plans and Reporting. The role should be committed to aligning this work with legislation, BBBEE targets, CATHSSETAs Sector Skills Plan and related requirements and Company standards; with the ultimate aim of promoting an environment and culture that values Employment Equity, and skills development in the spirit of transformation.

    This role will be required to ensure all practices are in line with policy, frameworks and tools based on researched leading and industry practice, technical solutions, specialised projects and innovation, and legislative support to advise, enable and support business operations in achieving their objectives.

    Education

    • 3-Year Degree in HR Management, Law or Business Management
    • Certification as a Skill Development Facilitator

    Experience

    • Minimum 8 years experience as an Employment Equity and Skills Development Facilitator working with teams at all levels
    • Extensive exposure to transformation, skills development and Employment Equity requirements and interventions

    Key Performance Areas

    • Develop strategic plans, frameworks and tools for employment equity and skills development across Sun International operations to ensure HR initiatives, policies and practices and requirements meet legislative compliance.
    • Create, update and manage governance frameworks, audits, alignment and reporting of all HR processes and practices in line with Employment Equity and Skills Development legislative and regulatory requirements across business operations.
    • Offer expertise and provide leadership on transformation, affirmative action and employment equity and development initiatives; in order to meet business priorities.
    • Be Sun's Subject Matter Expert on EE / SD legislative requirements and REAP and NEAP targets (external benchmarks).
    • Collaborate with internal stakeholders (Operational management; central and Unit HR and central and Unit Learning and Development) to understand and support the implementation of the Employment Equity / Skills Development strategies within Sun International.
    • Research and benchmark Industry trends around new technologies and innovations in employment equity and skills development reporting to ensure the function remains cutting edge and reflective of the Sun International brand.
    • Provide strategic leadership on the implementation of Affirmative Action and transformation interventions.
    • Provide feedback, have crucial conversations and provide support to units to enable them to achieve their transformation objectives.
    • Collaborate with HRIS and remuneration to ensure employment equity and skills development data is accurate and enable consistent and reliable insights and reporting aligned to plans.
    • Perform EE & SD quantitative data analyses and statistics, and qualitative analyses and interpretations across the business at all levels to be used towards reporting and submissions to the Department of Labour.
    • Conduct an analysis of the current status of workforce composition; as well as collect, capture and audit data to be used towards the EE plan and reporting process from a transformation perspective (e.g. hires; promotions; skills development; terminations, etc.).
    • Design tools, graphs and templates for EE and BBBEE SD reporting.
    • Compile quarterly progress reports relative to planned targets and the annual Group Employment Equity report, ensuring that all necessary consultations have taken place with necessary stakeholders.
    • Project manage the consolidation and delivery of the Mandatory Skills Plan and Reporting across business operations.
    • In cases of underperformance, provide recommendations to relevant stakeholders with regards remedial action.
    • Monitor and track the compilation of skills spend and documentation for BBBEE reporting for allocated business units.
    • Provide consultation and upskill HR teams and line management to enable and embed the successful implementation of EE& SD reporting tools, processes and related processes into operations.
    • Actively engage internal and external stakeholders to build relationships and professional thought leadership networks to ensure best practice, representing Sun on all EE and SD reporting initiatives.
    • Oversee the ongoing election (as required) and education of the EE committees and members to ensure relevant representation.
    • Facilitate internal and external audits on barriers to EE, implement affirmative action processes as part of the EE reporting process; as well as SD and BBBEE initiatives and implementation in line with skills development plans.
    • Identify, maintain and protect confidential files, documentation and sensitive information consistent with record handling in line with legislative regulations for auditing purposes.
    • Oversee the EE / SD System architecture ensuring the integration of learning and development regulatory requirements with the recording of learning interventions from multiple business units and translate the business requirements into systems specification requirements to establish a skills development portal / dashboard.
    • Enhance reporting tools, provide performance metrics and analyse data to improve the tracking of employment equity and learning and development data and spend, relative to targets.
    • Liaise with relevant authorities (via CATHSSETA) and BBBEE verification agencies to understand current standards and requirements and help mitigate possible risks to the Group.

    Equity

    • Preference will be given to employees from the designated groups in line with the provisions of the Employment Equity Act, No. 55 of 1998, SISA internal recruitment policy as well as units employment equity plans.
