    General Manager Regulatory Strategy & Policy

    Mission/ Core purpose of the Job

    The General Manager: Regulatory Strategy & Public Policy is responsible for defining MTN’s position, developing and executing its advocacy strategies on key regulatory developments. The role will be responsible for leading an integrated global regulatory and public policy strategy and proactively aligning business initiatives with policy trends and public policy objectives.

    The role requires an expert with broad and comprehensive understanding of international laws and regulations including in respect of digital, Technology Telecommunications, & financial Regulation across the various jurisdictions in which MTN operates. The incumbent would lead sensitivities involved in reconciling business needs and opportunities with risk minimisation and proactive engagement with regulatory and other industry Stakeholders. The ideal candidate would be required to provide thought leadership and manage a team of public policy and regulatory professionals across the Opcos.

    Additionally, the role will monitor and analyse the political, economic, and social environment for developments and risks and manage MTN’s Regulatory strategy. Through research, they will provide innovative strategies to effectively address policy and legislative developments across the MTN ecosystem

    MTN is entering a new phase in its lifecycle where operational and commercial excellence has become critical for success. The urgency for change has become more heightened amidst increased competitive intensity across all markets in which MTN operates. The Regulatory Affairs unit must therefore ensure the successful delivery in context of:

    Rapidly changing ICT environment
    The geographic complexity of MTN’s footprint across Africa and the Middle East
    Management of executive and local shareholder expectations across all 22 OpCos
    Management of customer and supplier expectations
    Enhance MTN position as a leading network and system provider
    Constant dynamics and local challenges in the economic, regulatory, and legal environments

    Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

    The General Manager Strategy & Public Policy will be responsible to achieve the following objectives:

    1. Define MTN’s position, develop and execute value accretive advocacy strategies on key regulatory developments and defining MTN Regulatory risk Appetite and internal policy position on various specialist aspects of regulations in conjunction with various control functions within MTN.
    2. Environmental scanning and development of strategy to meet future and current needs of MTN in relation to industry positions and advocacy of MTN’s position.
    3. Collaborate with Risk & Compliance to develop Risk Management Plans
    4. Identify, monitor, and analyse policy and regulatory issues affecting MTN operating companies. Devise proactive strategies to solve existing challenges and drive business growth.
    5. Develop and implement a Regulatory strategy, policy and framework that supports MTN Group’s strategy.
    6. Manage the Group’s advocacy strategy towards Regulatory and Policy issues, ensuring a consistent Regulatory and Policy approach to key issues across the MTN Group.
    7. Advising the Group and Opcos on external regulatory issues that have an impact on the regulatory environment and providing the necessary support.
    8. Harnessing MTN-wide experience, on various issues to assist Opcos in responding to regulatory matters such as external benchmarking exercises, ensuring consistency across MTN’s ecosystem.
    9. Develop policies to contribute positively to regulatory decisions and industry issues.
    10. Support M&A activities and geographic expansion with the Proactive identification of relevant policies and legislative requirements, including scenario planning, impact analysis & businesses cases.
    11. Informing the Group of policy cycles and identifying potential areas that may require amendments to existing legislation or policies, including the analysis of new or amended policies and legislation.
    12. Provide strategic insights into international industry trends that have a Regulatory impact on the MTN business.
    13. Support the business in managing Regulatory risks that emanate from global developments including but not limited to advisory support in respect of competition and anti-trust laws, sanctions & exports controls Data Privacy,
    14. Protection & cybersecurity as well as new and emerging issues in relation to MTN Ambition 2025 etc.
    15. Proactive stakeholder management to keep stakeholders informed of regulatory developments and provide continued relevant strategic guidance.
    16. Monitor and track developing political, economic, and social issues that may have Regulatory or Policy implications.
    17. Timeous monitoring and analysis of pending legislation and regulations that may impact the company’s operations.
    18. Prepare and/or compile periodic performance reports on all legislation and external regulatory matters.
    19. Support of the individual Opcos in the fulfilment of their public policy and regulatory responsibilities (e.g., through research, establishment of virtual teams to support Opcos on specific policy & regulatory issues e.g., Economic regulations, Legislative and Regulatory Amendments etc.)
    20. Supporting training of local executives and regulatory affairs professionals with strategic public affairs management
    21. Make MTN’s public policy positions, research, tools and reports broadly accessible by helping develop and evolve the team’s knowledge management platform
    22. Help coordinate MTN-sponsored symposiums and other forums, in partnership with academic partners, to promote MTN’s thought leadership and industry dialogue on key public policy issues
    23. Provide counsel and advice on regulatory and public policy opportunities and risks facing MTN Group operating companies.
    24. Proactively manage public policy and regulatory risks by influencing outcomes through engagement with regulators and industry bodies and as an advocate for public policy.
    25. Champion Collaboration with Legal & Regulatory and Compliance functions.
    26. Establish and maintain strategic relations with regulatory stakeholders across MTN’s operating companies and with multilateral bodies, at regional and sub-regional levels, such as SADC, EAC & AU to mention but a few

    Key Deliverables

    1. Develop a co-ordinated group/Opco strategy and plan for engagement with respective stakeholders on regulatory and public policy issues
    2. Leverage synergies available within MTN Group and affiliated companies.
    3. Lead an integrated global regulatory and public policy.
    4. Manage MTN’s external regulatory strategy.
    5. Provide innovative strategies to address policy and legislation effectively across the MTN ecosystem.
    6. Group awareness of Public Policy.
    7. Build and implement monitoring tools
    8. Develop a global risk matrix that will allow MTN to track every public policy risk in real time.
    9. Develop critical skills and Talent.

    Job Requirements (Education, Experience and Competencies)

    Education:

    1. Legal Degree or any other relevant field Degree. LLB or PPE preferred. Degree in Public Affairs, Politics, Law and/or Economics will also be considered
    2. Postgraduate Qualification is an advantage
    3. Relevant certification / accreditation / membership with professional body as required for role
    4. Fluent in English and language of country preferable

    Experience:

    1. 10-15 years’ experience Technical and Operations experience, in telecommunications, banking or related industry (i.e., similar socio-economic and security features dealing with regulation, government / public sector relationship building, etc.)
    2. Emerging Markets experience will be advantageous and working across different geographies across which MTN operates.
    3. Experience in senior leadership and management operating in a matrix organisation working with specialized experts.
    4. Significant experience and track record of managing strategic outreach with a diverse set of stakeholders (including regulators and industry bodies).
