    Head of Human Resources

    THE POSITION

    • Are you ready to take your career to the next level in human resources? We are looking to hire a Human Resources Head who will be part of the leadership team and work closely with the Country GM and Functional Heads.
    • The position consults with the country GM or assigned Business / Functional Head to establish priorities and HR operating plans in the local country business/functional unit.
    • The position implements standards and defines guidelines for human resources operations. It plans, organizes, and implements all human resources activities including benefits, compensation, staffing, organizational development, employee relations, operations.
    • It provides direct supervision to local internal/external professional and support staffs in HR by setting objectives, managing performance, motivating, training, and coaching.

    Responsibilities:

    Priorities and Operations Plan

    • Consults with GM or Business Unit management team to set short term local HR priorities and operating plans based on defined guidelines/ methods from ROPU (Regional Operating Unit, META, Middle East-Turkey-Africa) HR.
    • Provides GM or Business Unit operating committees with timely information and recommendations.
    • Works closely with GM or Business Unit operating committee as operational business partner.

    Budgeting and Cost Management

    • Works with GM or BU management committee for managing headcounts and manpower cost.

    HR Operations

    • Has responsibility for establishing and enforcing policies and procedures relative to the HR function, including:
    • Protecting the corporation and representing the company at appropriate levels in local business and social communities, as well as internally in BI. Assuring BI values and policies are upheld and complied to, and that BI processes are implemented as appropriate.
    • As the highest HR authority in the assigned business/functional area (s) at the country level, the position ensures compliance with BI Code of Conduct and sets an example of uncompromising ethics. Ensures local legislation is compiled to at all times.
    • Acting as the main contact person with the local government/labor bureau with direct responsibility to ensure full implementation of local HR laws and principles within the relevant business areas, operations and organizations. The position manages conflicts through appropriate and effective communication.
    • Implementing standards and continually reviewing local OPU guidelines for human resources
    • Providing guidance and counsel on human resources development activities and developing strategic plans to address the required critical skills to achieve company objectives.
    • Developing and maintaining a good working relationship with managers to remain current with business/operational changes and demands
    • Implementing corporate compensation and benefits strategy & policies
    • Implementing the day-to-day operations of the human resources department, including the administration of personnel records, payroll, time and attendance, fringe benefits, and government reporting, and advising managers on employee related matters such as grievances, disciplinary actions, and recruitment and selection
    • Ensuring compliance to relevant laws on basic working conditions, safety and health.
    • Providing internal controls for verifying compliance to BI policies and applicable laws governing the collection, use, and disclosure of HR workforce data
    • Exercising discretion in matters of confidentiality

    Problem solving

    • Determines best solutions to issues as relates to Country. Consults with ROPU HRBP (or OPU HRBP) for issues that require unique and complex solutions.
    • Utilizes resources across work areas and departments.
    • Applies knowledge of different techniques and practices to achieve desired results.

    HR team supervision and performance goals setting

    • Sets HR team goals, sets timetables and assigns resources/tasks.
    • Accountable for the activities and results of assigned functional area.
    • Supervises his/her HR team and supports career development of HR talent.

    Requirements:

    • Bachelor’s degree
    • Minimum of 10 years of relevant working experience in HR Management
    • Pharma industry experience would be an advantage
    • Knowledge and experience with the most current/advance theories and practices within multiple related professional disciplines, such as Organization Development, Compensation & Benefits, Performance Management, Talent Management, Leadership Development, Learning Management, Change Management, Labor Law/Industrial Relations
    • Experience in multi-disciplinary projects and corresponding change management
    • General business acumen, good understanding of financial impact derived from HR decision/policies, understanding of complex business issues and strategies
    • Knowledge and experience in managing the resolution of critical individual HR cases
    • Leadership and supervisory skills
    • Ability to build partnerships with internal management & staff and external stakeholders
    • Logical, persuasiveness and able for strong stands to management on HRM principles as when required
    • Communication strategy and messaging skills
