    Head: Skills Development

    Role Purpose

    • Provide best practice and thought leadership for Skills Development whilst driving, monitoring, influencing and improving on the Skills Development targets and ensuring the accurate compilation and packaging of reports in line with MMI's strategic objectives.

    Responsibilities and work outputs

    • Keep abreast of trends, legislation and best practices within the skill development field in order to optimise service delivery.
    • Provide best practice guidance and guidelines for Skills Development.
    • Develop Skills Development strategies, policies and practices for MMI that support the business achieve Skills Development and strategic objectives.
    • Maximize funding opportunities via implementation of discretionary grant projects in support of skills pipe-line development and growth.
    • Manage and maximize the use of the MMI College internally.
    • Provide accreditation for service providers and internal training programmes.
    • Collaborate with HR team and business stakeholders to determine MMI learning requirements and gaps.
    • Analyse the National Skills Development Strategy (NSDS) and INSETA sector skills plan (SSP) and collaborate with the HR teams to develop plans that address the requirements of the NSDS and SSP.
    • Determine an appropriate skills audit system to identify the skills needs of the business and support the execution of the skills audits for the group.
    • Oversee the needs analysis for the business in accordance with business objectives and in collaboration with the HR team compile a Workplace Skills Plan (WSP) that addresses the needs of the business in line within MMI framework and standards.
    • Advocate skills development within the business and coach and guide the HR team and business stakeholders regarding skills development.
    • Apply the INSETA mandatory and discretionary grant criteria and complete grant claim form procedures for the group.
    • Oversee the tracking and reconciliation of levy payments and grant rebates.
    • Establish and facilitate a MMI Training Committee in order to create a platform for discussion and communication for skills development planning and implementation, training priorities and focus areas.
    • Support and track the implementation of the MMI WSP and provide advice on learning interventions to meet the requirements of the WSP.
    • Evaluate organisational readiness for learnership process and develop plans to advocate learnership in the business to increase readiness.
    • Manage the learnership, intership and bursary programme for MMI.
    • Advocate Skills Development within the business and coach and guide the HR teams and business stakeholders to comply with the Skills Development Act and related processes.
    • Proactively manage strategic relationships in a way that they enhance the integration of Skills Development practices across the group.
    • Build, manage and maintain relationships with members of associations such as INSETA, service providers and other stakeholders.
    • Support the collation of valid, accurate and complete data or evidence during the B-BBEE verification process.
    • Gather statistics and information to compile the Workplace Skills Plan Implement Report (WSPIR) within INSETS requirements and MMI standards.
    • Submit the WSPIR within the agreed quality standards and timeframes.
    • Assess the WSPIR outcomes against the WSP and analyse variances in order to make recommendations to improve the development and implementation of the WSP
    • Identify and highlight Skills Development risks with relevant stakeholders and identify risk mitigation strategies.
    • Oversee the compilation and submission of accurate Skills Development reports that clearly highlight      the relevant analysis, insight and trends.

    Experience and Qualifications

    • HR Degree SDF certification
    • OD-ETDP (Occupationally Directed Education Training Development Practice) level 5 certification (preferred) 5-7 years learning and development experience with a focus on skills development in an insurance or financial services environment
    • Knowledge of relevant legislation (e.g. SDA, SDLA, Employment Equity Act (Codes of Good Practice related to EE and B-BBEE), Labour Relations Act and SAQA Act.
    •  Exposure to Skills Development strategies (e.g. learnerships, skills programmes, ETQA, skills levies and INSETA functions).
