    HEAD: TENDERS AND CONTRACTS • REF. NO: FIN 30/20

    Requirements:

    • A relevant Bachelor’s degree in Supply Chain Management (SCM) or related fi eld, such as the Built Environment, Public Management, Legal, Audit, etc Municipal Finance Management Programme (MFMP) minimum competency levels would be advantageous
    • A minimum of seven (7) years’ relevant experience in supply chain management,tenders and contracts or similar experience with proven five (5) years’ experience in a supervisory/managerial position.

    Key performance areas:

    • Managing implementation of key SCM programmes
    • Managing initiatives in support of monitoring, reviewing and improving the processes for tender demand and delivery
    • Providing guidance and advice on complex and technical SCM issues as an SCM Specialist to procuring departments and staff in the SCM department
    • Advising committee members and chairpersons in bid evaluation and specifi cation processes 
    • Ensuring quality adherence on overall results achieved on the committee process
    • Overseeing engagements with internal and external auditors and the implementation of audit finding recommendations
    • Undertaking forward planning and strategy, input into and implementation of Service Delivery and Budget Implementation Plan (SDBIP), research and projects and benchmarking
    • Undertaking research and policy development, interpreting and applying regulatory frameworks, financial controls and delivery in terms of the Municipal Finance Management Act (MFMA)
    • Provide input into SCM reports to various forums and implement systems for reporting and safekeeping of information
    • Managing SCM staff/teams responsible for tenders.
