Invitation To Serve As a Chairperson Of The Risk Management, Anti-Fraud & Anti-Corruption Committee
In accordance with the provision of Section 62 (1)(c)(i) of the Local Government: Municipal Finance Management Act 56 of 2003, the Accounting Officer is required to have and maintain effective, efficient and transparent systems of risk management.
Lekwa Local Municipality has established the Risk Management, Anti-Fraud & Anti-Corruption Committee which requires the services of an external independent person to serve as a Chairperson.
Minimum requirements:
A relevant graduate degree in Risk Management/Auditing/Accounting. Extensive knowledge in ICT will be an added advantage. Studying towards Certified Risk Management Practitioner and/or Certified Fraud Examiner and/or Ethics Officer Certification Programme will be an added advantage.
Must be a member of Institute of Risk Management (IRMSA). Additional membership with The Institute of Ethics (TIE), Institute of Internal Auditors (IIA) will be an added advantage.
Must have at least 5 years' experience serving in the risk management and/or audit committee in local government. A qualification as CFE/EOCP/CIA will be an added advantage. Have a sound knowledge and understanding on issues affecting local government. Expertise/skills and experience in the fields of Risk Management, Ethics Management, Compliance Management, Business Continuity Management, Information Technology Management, Auditing, Legal Management, Project Management, Corporate Governance & knowledge of municipal legislations, internal controls, anti-fraud and anti-corruption environment.
DUTIES
Review all the risk management enabling documents and recommend for approval by the Municipal Council.
Review the risk appetite and tolerance and recommend for approval by the Municipal Council.
Develop goals, objectives and key performance indicators to measure the effectiveness of the risk management activity.
On a quarterly basis, review the risk dashboards as submitted by the Risk Owners to monitor progress with regards to the mitigation of risks, verify the residual risks and make recommendations to the Municipal Manager.
Review any material findings and recommendations by the Auditor-General and Internal Audit on the system of risk management and monitor that appropriate action is instituted to address the identified weaknesses.
Report material changes to the risk profile of the Municipality.
Remuneration: Compensation will be in accordance with rates as determined by National Treasury. All other refundable expenses are based on the Municipality's related policies.
