    Invitation To Serve As a Chairperson Of The Risk Management, Anti-Fraud & Anti-Corruption Committee

    BACKGROUND

    • In accordance with the provision of Section 62 (1)(c)(i) of the Local Government: Municipal Finance Management Act 56 of 2003, the Accounting Officer is required to have and maintain effective, efficient and transparent systems of risk management. 
    • Lekwa Local Municipality has established the Risk Management, Anti-Fraud & Anti-Corruption Committee which requires the services of an external independent person to serve as a Chairperson.

    Minimum requirements:

    • A relevant graduate degree in Risk Management/Auditing/Accounting. Extensive knowledge in ICT will be an added advantage. Studying towards Certified Risk Management Practitioner and/or Certified Fraud Examiner and/or Ethics Officer Certification Programme will be an added advantage.
    • Must be a member of Institute of Risk Management (IRMSA). Additional membership with The Institute of Ethics (TIE), Institute of Internal Auditors (IIA) will be an added advantage.
    • Must have at least 5 years' experience serving in the risk management and/or audit committee in local government. A qualification as CFE/EOCP/CIA will be an added advantage. Have a sound knowledge and understanding on issues affecting local government. Expertise/skills and experience in the fields of Risk Management, Ethics Management, Compliance Management, Business Continuity Management, Information Technology Management, Auditing, Legal Management, Project Management, Corporate Governance & knowledge of municipal legislations, internal controls, anti-fraud and anti-corruption environment.

    DUTIES

    • Review all the risk management enabling documents and recommend for approval by the Municipal Council.
    • Review the risk appetite and tolerance and recommend for approval by the Municipal Council.
    • Develop goals, objectives and key performance indicators to measure the effectiveness of the risk management activity.
    • On a quarterly basis, review the risk dashboards as submitted by the Risk Owners to monitor progress with regards to the mitigation of risks, verify the residual risks and make recommendations to the Municipal Manager.
    • Review any material findings and recommendations by the Auditor-General and Internal Audit on the system of risk management and monitor that appropriate action is instituted to address the identified weaknesses.
    • Report material changes to the risk profile of the Municipality.
    • Remuneration: Compensation will be in accordance with rates as determined by National Treasury. All other refundable expenses are based on the Municipality's related policies.

    Accountant Billing

    • Salary: R537 207,47 per annum Task Grade 13

    Minimum Requirements

    • Grade 12.
    • A relevant 3-year tertiary qualification, preferably a National Diploma/B Com with Financial accounting as a major subject. Certificate in Municipal Finance Management Programme (SAQA Qualification ID No.48965) will be added advantage
    • 3-5 years relevant experience in municipal billing, revenue management, or financial administration
    • Experience in the administration of municipal billing systems (gg Munsoft)

    Key Performance Areas

    • Analysing billing and make any changes that needs to be made on the system
    • Executing adjustment sequences to authorised limits and/or referring incorrect transactional processing sequences to personnel for rectification
    • Perform Billing month end procedures as per the required guidelines and timeframes
    • Check input documents for new accounts in ensure correct tariffs are applied for these new accounts as prepared by the Clark Meter Management and captured by data typists
    • Administer the billing of property rates and municipal services.
    • Perform account reconciliations and billing corrections.
    • Process billing adjustments and journals.
    • Ensure the monthly accuracy of consumer account billing (Data cleansing).
    • Assessing and establishing capabilities of personnel and providing guidance with specific Billing applications.
    • Ensure compliance with relevant legislation and municipal policies.

    Accountant Budget

    Minimum Requirements

    • Provide accurate and timely budget and management accounting reports.
    • Disseminate budget-related information and provide support to municipal directorates.
    • Assist departments with budget planning, reporting requirements and budget-related queries.
    • Manage and maintain computerized financial systems to ensure the availability of reliable and up-to-date financial information.
    • Prepare documentation for budget workshops, public participation processes and council budget meetings.
    • Capture approved budgets on the financial systein and implement authorised amendments.
    • Analyse monthly hudget perforatance and distribute budget reports to departments.
    • Assist with the preparation and compilation of adjustment budgets and mid-year budget assessments.

    Accountant Financial System Administration

    Minimum Requirements

    • National Diploma/B Degree in Financial Information System or an equivalent qualification at NQF 6/7 Certificate in Municipal Finance Management (SAQA Qualification ID No.48965) will be an added advantage. 3-5 years' relevant experience in financial systems administration

    Minimum Requirements

    Manager: Financial Reporting

    •  Salary: R785 128.94 per annum Task Grade 16

    Minimum Requirements

    • A Bachelor's degree in Finance, Accounting, or a related field at National Qualifications Framework (NQF Level 7).
    • Compliance with the minimum competency levels as prescribed by the Government Gazette No. 29967 of 15 June 2007 is essential.
