    Principal Instrumentation Engineer

    Main Purpose Of Job

    • Lead major, minor and miscellaneous projects in the C&I Engineering function and/or managing professional C&I Engineering work involving independence in approach, demanding a considerable degree of originality, ingenuity and judgement, and knowledge of more than one field of, or expertise in a particular field of professional C&I Engineering.
    • The Principal C&I Engineer is responsible for the progress and quality of assigned tasks within the C&I Engineering discipline, including the supervision of C&I Engineers and Junior C&I Engineers.
    • Carry out all C&I engineering and design work in accordance with agreed codes and practices that meets all requirements of the contract. Also, to ensure all work is carried out within agreed schedules, budgets and procedures in a safe and sustainable manner.
    • The Principal C&I Engineer is responsible to conduct work independently and in accordance with the Worley requirements set out in the Technical Stewardship Standard (TSS) and demonstrate and exhibit a very high level of technical competence in the C&I engineering field, as well as technical co-ordination, planning, estimating and technical leadership.

    Technical Expertise

    • Provision of expert knowledge (discipline specific) to conceptual engineering, pre-feasibility (FEL2), basic engineering (FEL3), and detailed design. This includes the interpretation and application of relevant international and national codes and standards and client specifications.
    • C&I systems and integrated plant designs that are safe, functional and legally compliant.

    • Technical direction, advice and control of the C&I Engineering work on projects.
    • Establish the C&I Design Criteria from an early stage (FEL2) when limited definition is available. Also applicable to all other project phases.
    • Liaison with customer discipline representatives to establish technical direction where not provided by the contract, nor in codes and standards.
    • Ability to lead and influence the design criteria and technical direction of equipment and plant from FEL2, 3 and Execution phases, both internally and with the Customers.
    • Liaison with other project discipline Lead engineers on technical issues and engineering matters, including the provision of discipline specific advice on issues not covered by design codes or standards.
    • Ensure C&I engineering issues, interfaces and co-ordination are addressed in a timely and technically correct manner amongst all disciplines.
    • Development and improvement of company standards and design methods, including execution of work in conjunction with other key stakeholders.
    • Adhere to company standards and procedures, and suggest / register Process Improvements (PIs) for review and possible implementation.
    • Complete complex C&I design activities, which could include advanced analysis methods and publications in technical journals.
    • Complete, analyse, review and / or approve complex C&I design activities and deliverables. This could involve software tools and programs.

    Project Execution and Proposal Development

    • Lead C&I Engineering activities on major, minor and miscellaneous projects and/or provide expert level technical knowledge and guidance in all phases of projects (conceptual, pre-feasibility (FEL2), basic engineering (FEL3) and detailed engineering design and execution).
    • Meet or improve on project deliverable dates.
    • Meet or improve on the allocated man-hour allowance for the agreed deliverables.

    • Establishing scope of work for each project or proposal.
    • Set-up projects as per Worley requirements to ensure engineering governance.
    • Ensure team is clear on scope, deliverables, dates and man-hour budgets.
    • Manage and implement change control within the discipline as per Worley change control procedures.
    • Undertake C&I design activities required of the designation, including system and/or equipment calculations, C&I datasheets, engineering requisitions, C&I equipment lists, technical bid evaluations, C&I design criteria, input into the Basis of Design document, SEAL plan input, relevant design drawings and other project documents.
    • Compile, review and approve deliverables in line with the TSS.
    • Compliant, safe and functional C&I designs integrated with the plant.
    • Support the National Discipline Manager to establish the scope of work for projects or proposals, including manpower schedules.
    • Proposal assistance with outputs including man-hour estimates, method statements, qualifications and other returnable schedules.
    • Schedule and expedite work assigned to the C&I Engineering team on projects.
    • Timely delivery of C&I Engineering on all projects and proposals.
    • Implement and administer the planning, scheduling, cost control and engineering governance to design during design phases of projects.
    • Ensure engineering governance is implemented on the project as per the C&I Discipline Task and Deliverable Plan.
    • Review and approve technical documentation on projects related to C&I Engineering.
    • Compile, review and approve deliverables in line with the TSS.
    • Review and comment on vendor data (including equipment and packages) for compliance to purchase order / contract requirements as well as to integrate equipment into the broader plant.
    • Verify compliance of Supplier equipment to purchase order / contract requirements and integrated within the plants.
    • All Supplier / Contractor documents reviewed as per the Supplier Document Management requirements.
    • Relevant Supplier / Contractor documents are squad checked by relevant disciplines
    • Identify and offer recommendations of new technology developments which will be applicable in providing more cost effective facilities or solutions.
    • Recommendations implemented that increased efficiency and / or save cost for the Customer.
    • Ensure that at completion of projects, all technical documentation (including drawings, specifications, minutes of meetings, etc.) is collated, revised to as-built status and handed over to the Document Control archiving (i.e. complete and proper close-out of projects).
    • Review and sign off on C&I Engineering deliverables that need to be updated to “As Built” status.
    • Co-ordination and preparation of input to essential C&I Engineering documents, as defined by the project Discipline Task and Deliverable Plan (DTDP).
    • Produce a C&I DTDP at the start of each project, and appropriate input, review and sign off is obtained on the C&I DTDPs.
    • Conduct regular customer visits where applicable to the field of Work.
    • Visit 1 new Customer visits every 6 months.
    • Assist with business development activities and marketing.
    • Contribute to business development.

    Technical Stewardship and SEAL Compliance

    • Ensure compliance with specified engineering codes, standards, procedures, quality plans and Worley policies and procedures.
    • C&I Engineering deliverables compliant with industry codes and standards, as well as customer specifications, or Worley standards.

    • Undertake technical peer reviews of C&I Engineering work and deliverables on projects and providing remedial actions and recommendations for improvements.
    • Technical peer review findings lists and summary reports.
    • Provide evidence for close-out of findings.
    • Deliver technical assessments of tenders. Assisting in carrying out quality assurance audits of contractors and vendors.
    • All outcomes to be compliant to legal frame work and quality requirements.
    • Responsible for the delivery of HSE standards across specialist discipline, including demonstration of leadership in the delivery of safe and environmentally sustainable engineering solutions through SID manuals.
    • Equipment and plant designs that has addressed SD in FEL2, as well as implementation of SID manual recommendation as a minimum.
    • Responsible for personal safety and to adhere to safe working practices. Understand, implement and ensure that all legal requirements as required by the Occupational Health and Safety Act and/or the Mines Health and Safety Act are incorporated.
    • Review C&I system and plant design for compliance to the required acts, as a minimum.

    Financial / Cost Management

    • Promote cost reduction and productivity enhancing initiatives, including the determination of relative costs of alternative design concepts and establishment of preferred concepts.
    • Propose engineering solutions that add value to the Customer, and still within the project budget and timeline.

    • Manage man-hours of C&I Engineering teams on projects and ensure that quality work is completed on schedule within the available budget.
    • Meet or improve on allocated man-hour budget as individual and / or for the team as Lead C&I Engineer.

    Staff Management and Performance

    • Manage project staff workload and key deliverables in line with deadline requirement, scope and Worley procedures.
    • Meet project deadlines as agreed with the Project / Customer.

    • Regularly interface with departmental staff and upper management, and frequently with outside customers.
    • Present at monthly meetings or company gatherings.

    Participate in yammer groups, present C&I governance and design related topics (at e.g. meetings, webinars, lunch and learn).

    Requirements Of The Job

    The minimum educational, qualifications and experience that are required to perform the job competently:

    Minimum Qualifications:

    • Minimum BEng, BSc or BTech in related field or applicable discipline, typically Electrical Engineering (Light Current) or Electronic Engineering or equivalent experience if allowed by law.
    • Registered as a Professional Engineer or Professional Engineering Technologist with ECSA.
    • Experience:
    • Minimum 12 years (BTech/BEng/BSc) or 10 years (MSc) of applicable post-qualification experience.
    • Experience in the Mining, Minerals and Chemicals, Hydrocarbons, Power and Public Infrastructure industries essential, across operations, design and project execution roles.
