Procurement Transformation Manager (Sandton) at Growthpoint Properties

Purpose of the Job

• Manage procurement’s transformation journey, ensuring the implementation and administration of all BBBEE related legislation and different sector codes. Development of strategies and policies to align with Growthpoint’s overall Transformation strategy. 

Key Performance Areas

Strategy formation & implementation

• Responsible for the development, implementation, and monitoring through reporting, all procurement transformation strategies and target setting in consultation with the business stakeholders. 
• Aligning all procurement transformation strategies and targets with the overall transformation strategies and ensuring this is shared with the CSI team on a 3-year cycle. 

Regulatory, Compliance & Scorecard Management

• Plan, lead, monitor and manage all BEE compliance activities. Ensure legislative compliance and stay updated with the Codes of Good practice. Analyse and calculate the company’s BBBEE scorecard, monitor progress and prepare verification packages. 

Stakeholder engagement

• Manage Internal (Across sectors, including development) as well as external supplier relationships especially with the LED suppliers.  
• Ensure BBBEE compliance against target is communicated via BBBEE spend reports and analysis per sector, supplier category, etc.
• Planning and driving regional supplier market days.
• Local Economic Development supplier engagements in conjunction with Property Point as well as playing an important part as a selection panelist for the Supplier and Enterprise Development selection interview process with Property Point.

Policy Development & Implementation

• Ensure BBBEE and transformation rules and requirements are included, up to date and implemented in the overall procurement policies

Supplier/Vendor Management

• Monitor, review, and highlight any gaps in the BBBEE performance of suppliers, to recommend and ensure delivery of improvements by suppliers or to renegotiate or change contract/supplier.
• Assisting and advising SMME’s on their BBBEE gaps.  
• Referring struggling SMME’s to the incubator partner, Property Point, for further assistance

Leadership and Reporting

• Providing leadership and mentorship to extended team members, responsible for LED. 
• ESG Report for Procurement and all other reporting requirement to be compiled. 

Requirements
Knowledge

• Proven working knowledge in the implementation and management of Procurement transformation strategies.
• Thorough knowledge, understanding and the application of the BBBEE Act, BBBEE Scorecard, the Property Charter and all other relevant sector charters.

Job Specific Skills

• Excellent communication, presentation, stakeholder management and project management skills are vital. 
• Strong Report writing skills. 
• Strong project management skills.
• Advanced MS Office skills, particularly MS Excel are crucial for scorecard analysis and reporting. 
• Auditing and verification skills. 
• Basic understanding of financial statement.

Experience

• 10 – 15 Years relevant experience in Senior Procurement Transformation 
• Managerial experience and managing teams in the diversity and inclusion portfolio
• Financial understanding for the purposes of understanding the calculation of the Total Measured Procurement Spend and the BBBEE Scorecard

Education

• 3-year relevant Degree in Supply Chain Management or Bachelor of Commerce and/or Relevant Industry Transformation Qualification
