    Programme & Project Manager

    Minimum Educational Requirements:

    • Bachelor's degree (NQF 7) in a related area (Business, Science, IT or equivalent). Project management qualification, including PMBOK or PRINCE2 practitioner; Agile is advantageous. Project Management Certification, such as Project Management South Africa (PMSA), Project Management Professional (PMP), Certified associate in project management (CAPM). Certification in Business Analysis, e.g., CBAP (Certified Business Analysis. Minimum of 3-5 years of experience in business analysis within complex programmes. Certification in Change Management, e.g., Prosci, Association for Project Management Group (APMG), is an added advantage. 

    Minimum Knowledge & Experience Requirements:

    • Minimum of 3-5 years of experience in change management within large-scale projects. Strong knowledge of change management principles, methodologies, and tools. More than 3 years’ experience in implementing Business Transformation programmes in Enterprise Level organisations. Experience in delivering business value, managing multi-disciplinary teams, managing projects and delivering multiple large-scale IT and Business projects from conception to delivery simultaneously. Experience in effectively managing relationships across the value chain. Understanding of the Electronic National Administration Traffic Information System (NaTIS) is an added advantage. Foundational knowledge of organisational strategy, knowledge of supply chain management, technical or system deployments, enterprise architecture, information management and technology, and new digital technologies. Proficiency in relevant business analysis software and tools. Knowledge of business process modelling, data analysis, and stakeholder management. Excellent problem-solving and analytical skills. Knowledge of the AARTO Act or similar regulatory frameworks will be an added advantage. 

    Required Competencies: 

    • This role involves providing leadership, coordination, and management of the Project Management Office's processes and functions, including planning and delivering information technology (IT) projects in accordance with the company's Project Management Framework and other applicable IT standards, while adding value and tracking benefits. The position acts as a communication link between project managers, the business, implementing partners, the South African Post Office (SAPO), Road Traffic Management Cooperation (RTMC), Government Printing Works, Issuing Authorities (IAs), Provincial Areas, project owners, IT, and Exco, who make strategic decisions for the programme. 

    Duties: Programme and project management: 

    • To develop the PMO strategy, manage and improve the PMO delivery frameworks and policies, aligning them with industry standards, regulatory requirements, governance, and risk management, in a manner suitable for RTIAs' needs to ensure consistency and accountability. • Oversee the enterprise-wide portfolio of the PMO, which includes a dedicated team of Project Managers, Programme Managers, Administrators, and Analysts (both permanent and contracted) responsible for executing various operational and strategic projects and programmes end-to-end within the Agency's project and programme delivery framework daily.  Collaborate with stakeholders across the Agency to ensure the successful execution of projects and programmes against Business Cases and Benefits, completing within set timelines and budgets, while maintaining professional standards. Lead by example by embodying the RTIA Values and fostering ongoing care and development of the team to stay aligned with best practices, ensuring the delivery of positive outcomes and success in line with organisational objectives and priorities. Provide continuous professional guidance, mentoring, coaching, development, and on-the-job training to team members to guarantee excellence and continuous improvement in the overall capabilities and execution success of the PMO. Managing programme-level budgets, timelines, and resource allocations, including forecasting and risk mitigation. Orchestrating dependencies and trade-offs across multiple initiatives to maintain alignment and momentum. Driving stakeholder engagement through structured communication, reporting, and alignment meetings. Fostering a high-performing programme delivery organisation, including cultivating delivery talent. Tracking success metrics and business impact, ensuring each programme delivers clear value and aligns with corporate objectives. 
    • Change Management: Drives alignment of overall transformation with the business strategy and ongoing accountability for establishing the Prosci approach and guidance for organisational and stakeholder change management. Works with organisational business managers and RTIA stakeholders to prepare the business for change. The operational functions are adequately prepared and ready for change. Designing the benefits realisation plan with the business unit managers. Transition is planned and will align with the required benefits realisation. Ensure successful transition and adoption of new capabilities in the Business. Changes are implemented in operational areas. Changes are embedded and sustained following transition and embed the outcomes of benefits. Identify, assess change requests and impacts to alter the project's baseline scope, timeline, or budget. Revise the project plan to integrate the changes, including adjustments to the budget, schedule, tasks, and resource allocation. Document all changes meticulously. Provide post-implementation or go-live review, support and maintenance. 
    • Business Analysis: Understanding business needs, gathering requirements from stakeholders, and documenting them. Evaluate existing business processes, identify bottlenecks, and propose improvements. Developing models and simulations to analyse potential scenarios and predict outcomes. Collaborating with project teams to ensure projects align with business objectives and stay on track. Effectively communicating analysis results and recommendations to various stakeholders, including management and technical teams. Assisting in designing and implementing solutions based on identified business needs. Evaluating the potential costs and benefits of proposed solutions. Exploring ways to automate repetitive tasks and improve efficiency. Develop and maintain business analysis artefacts, including requirements specifications and gap analyses. Collaborate with stakeholders to understand organisational goals and align projects accordingly. Support the PMO by ensuring deliverables meet business and functional requirements. Monitor and evaluate project outcomes to ensure value delivery. 
    • Governance, Monitoring and Reporting: Develop and implement a robust governance framework for the division. Continuously monitor and measure compliance of the team with the divisional policies and procedures and relevant legislation. 
    • Stakeholder Management: Develop, maintain and nurture mutually beneficial and long-lasting relationships with all relevant stakeholders and strategic business partners. Establish and maintain mutually beneficial relationships with the RTIA regulatory bodies and institutions. 
    • Resource Management: Ensure the availability of skilled and competent employees in the Authority to meet the current and future needs aligned with the departmental and business strategies.
