    Project Manager (Monitoring, Evaluation and Reporting)

    Role

    Teachers play a critical role in moulding South Africa’s future. Since 2007, the Department of Basic Education (DBE) has embarked on initiatives to expand initial teacher education to ensure that the supply of educators meets the demand. Furthermore, with an understanding that the first five years of teaching are the most pivotal in a newly qualified teacher’s career, the department developed the New Teacher Induction Programme (NTIP) which is currently being implemented through a phased-in approach throughout the country.

    DGMT is recruiting a Project Manager (Monitoring, Evaluation and Reporting) to second to the DBE to support the Director: Initial Teacher Education in the management of the implementation of the New Teacher Induction Programme (NTIP) and Funza Lushaka.

    Minimum requirements

    • 3-5 years of professional experience in an M&E position responsible for implementing M&E activities with projects of national and/or international scope.
    • Bachelor’s degree in relevant field (Master’s degree student preferred).
    • Experience in designing and supporting beneficiary monitoring and database systems.
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
    • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
    • Experience in planning and managing surveys.
    • Proficiency in project management tools and software including knowledge of Microsoft Office applications (MS Word, Excel, Access, Internet, PowerPoint, Outlook, Forms, Teams, Note and One Drive)
    • Strong leadership, communication and interpersonal skills
    • Problem-solving abilities
    • Ability to prioritise and work under pressure
    • Be able to work with diverse teams at National, Provincial, District, circuits and schools

    Additional qualifications or experience that will be an added advantage

    • Experience in working with DBE and/or the education sector.
    • Fluency in two or more South African languages
    • A valid driver’s license.

    Responsibilities

    As the Project Manager (Monitoring, Evaluation and Reporting), the successful candidate will take on the following responsibilities:

    • Develop comprehensive project plans (as well as implementation plan) that could be implemented at National and Provincial level.
    • Identify NTIP resource requirements.
    • Analysis of the NTIP Provincial Implementation Plan and reports.
    • Work with the Directorate Budget Controller (internal official based in ITE directorate) to develop NTIP budgets, track expenses, and manage project finances.
    • Ensure NTIP and Funza Lushaka project deliverables meet quality standards, and novice teachers’ requirements and align with broader national teacher development priorities.
    • Identify NTIP project risks and develop risk mitigation plans.
    • Work with the Director to manage changes to NTIP project scope, schedule, and budget effectively.
    • Maintain accurate project documentation.
    • Use of data to support decision-making.
    • Build and maintain strong relationships with key stakeholders including educational experts and policymakers to gather insights and feedback for programme refinement.
    • Facilitate knowledge sharing and identify strategic opportunities to implement lessons learnt in the ITE directorate and teacher preparation value chain.

    Additional information

    This is a full-time one-year contract based in Gauteng, sitting at the Department of Basic Education office in Pretoria. The salary is set at SL 10, notch 1.
