    Project Manager (Monitoring, Evaluation and Reporting)

    Role

    Teachers play a critical role in moulding South Africa’s future. Since 2007, the Department of Basic Education (DBE) has embarked on initiatives to expand initial teacher education to ensure that the supply of educators meets the demand. Furthermore, with an understanding that the first five years of teaching are the most pivotal in a newly qualified teacher’s career, the department developed the New Teacher Induction Programme (NTIP) which is currently being implemented through a phased-in approach throughout the country.

    DGMT is recruiting a Project Manager (Monitoring, Evaluation and Reporting) to second to the DBE to support the Director: Initial Teacher Education in the management of the implementation of the New Teacher Induction Programme (NTIP) and Funza Lushaka.

    Minimum requirements

    • 3-5 years of professional experience in an M&E position responsible for implementing M&E activities with projects of national and/or international scope.
    • Bachelor’s degree in relevant field (Master’s degree student preferred).
    • Experience in designing and supporting beneficiary monitoring and database systems.
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
    • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
    • Experience in planning and managing surveys.
    • Proficiency in project management tools and software including knowledge of Microsoft Office applications (MS Word, Excel, Access, Internet, PowerPoint, Outlook, Forms, Teams, Note and One Drive)
    • Strong leadership, communication and interpersonal skills
    • Problem-solving abilities
    • Ability to prioritise and work under pressure
    • Be able to work with diverse teams at National, Provincial, District, circuits and schools

    Additional qualifications or experience that will be an added advantage

    • Experience in working with DBE and/or the education sector.
    • Fluency in two or more South African languages
    • A valid driver’s license.

    Responsibilities

    As the Project Manager (Monitoring, Evaluation and Reporting), the successful candidate will take on the following responsibilities:

    • Develop comprehensive project plans (as well as implementation plan) that could be implemented at National and Provincial level.
    • Identify NTIP resource requirements.
    • Analysis of the NTIP Provincial Implementation Plan and reports.
    • Work with the Directorate Budget Controller (internal official based in ITE directorate) to develop NTIP budgets, track expenses, and manage project finances.
    • Ensure NTIP and Funza Lushaka project deliverables meet quality standards, and novice teachers’ requirements and align with broader national teacher development priorities.
    • Identify NTIP project risks and develop risk mitigation plans.
    • Work with the Director to manage changes to NTIP project scope, schedule, and budget effectively.
    • Maintain accurate project documentation.
    • Use of data to support decision-making.
    • Build and maintain strong relationships with key stakeholders including educational experts and policymakers to gather insights and feedback for programme refinement.
    • Facilitate knowledge sharing and identify strategic opportunities to implement lessons learnt in the ITE directorate and teacher preparation value chain.

    Additional information

    This is a full-time one-year contract based in Gauteng, sitting at the Department of Basic Education office in Pretoria. The salary is set at SL 10, notch 1.

    Youth Capital – Mobiliser Strategist

    Role

    Are you interested in advocacy or social justice within the youth development sector with a focus on solving youth unemployment? Are you passionate about building and maintaining relationships with young people across the country? Do you have experience creating a mobilisation strategy? Are you comfortable facilitating group discussions? Are you comfortable working in a fast-paced environment? We are looking for a confident individual who is energised by meeting with people (individuals, groups and organisations), able to facilitate meetings and engagements, and skilled to assist the team with the continued development of the mobilisation strategy.

    This is a full-time Cape Town-based post, with frequent domestic travel required. Currently incubated by the DG Murray Trust, Youth Capital is a campaign advocating for youth-centred and evidence-based solutions to youth unemployment. You will be working in a small but motivated team, growing and supporting Youth Capital’s in-person (offline) community through facilitating activations and supporting young people in their communities to endorse Youth Capital’s campaigns.

    Minimum requirements

    • A relevant degree or diploma in social sciences, youth development or similar.
    • Outstanding English writing and verbal communication skills.
    • Strong IT skills (e.g. Google Suite, Excel, Word, Powerpoint).

    Experience

    • At least 3 years’ experience in designing and executing mobilisation strategy.
    • Have experience in designing and facilitating workshops, with particular expertise with young participants (aged 20-35).
    • Understand the role of in-person community-building.
    • Understand what the ingredients are for a successful and engaged community of young people.
    • Have some understanding of online courses’ learner journeys.

    • Excellent time management skills and an ability to self-manage and work towards deadlines.
    • Love contributing to and working in a team, and appreciate feedback from team members.
    • Have a love for learning and an interest in social justice and advocacy.

    Responsibilities

    • Developing a clear mobilisation strategy that supports the offline journey and compliments the online community strategy for young people to join and remain engaged with the Youth Capital in-person community.
    • Facilitate and build an ongoing relationship between Youth Capital and the key identified youth development organizations/formations.
    • Manage logistics and planning of all Youth Capital engagements with key youth development organizations/formations, with support from the broader team;
    • Work with the Project Lead to re-design the Youth Capital online course and develop a strategy for engagement of the Youth Capital in-person community with the course.
    • Surface insights and stories from the Youth Capital in-person community for Youth Capital’s online communities and communication products.
    • Represent Youth Capital in local media interviews.

    Programme Manager

    OVERVIEW OF THE ROLE:

    The Programme Manager plays a pivotal role in the implementation of our place-based strategy. The Programme Manager oversees the coordination, implementation, and evaluation of initiatives aimed at achieving positive outcomes for children, youth and families within the targeted communities.

    Minimum requirements

    Bachelor’s or Master’s degree in a relevant field such as education, social work, public administration, or community development.

    We are seeking a dynamic Programme Manager who is committed to community development. The ideal candidate will have a track record of:

    • Working in community development, including insights into what has previously worked and what hasn’t.
    • Minimum of 5 years of experience in programme management, preferably in a community-based or educational setting.
    • Demonstrated experience in developing and implementing complex projects or initiatives, particularly those focused on child and youth development.
    • Strong leadership, communication, and interpersonal skills, with the ability to effectively engage and motivate teams and stakeholders towards shared goals.
    • Experience with data analysis, monitoring and evaluation methodologies, and using data to drive decision-making and improve programme outcomes.
    • Familiarity with child development theories, education systems, and social services, with a commitment to creating meaningful impact.
    • Flexibility, adaptability, and a solutions-oriented mindset in navigating complex challenges and changing environments.
    • Competence in making accurate and insightful assessments of community needs, projects, and programmes.
    • Discovering and assessing existing and new NGOs as service providers in fulfilling a programme’s mandate.
    • Project management, including the development of comprehensive project plans, managing resources, and timelines efficiently.
    • Deployment of grant funding and related management processes.
    • Managing people, including hiring, performance managing team members and NGOs to ensure outcomes and planned impacts are realised.

    • Strong leadership, communication, and interpersonal skills, with the ability to effectively engage and motivate teams and stakeholders towards shared goals.
    • Flexibility, adaptability, and a solutions-oriented mindset in navigating complex challenges and changing environments.
    • An affinity with the project area is an advantage. Fluency in isiZulu to effectively engage with community members is essential.
    • Proven ability to build and maintain partnerships with diverse stakeholders, including community members, government agencies, non-profit organizations, and funders.

    Responsibilities

    • Strategic Planning: Collaborate with senior leadership to develop and refine the strategic vision and goals for the Initiative. Align programme objectives with the organization’s mission and values.
    • Partnership Management: Cultivate and maintain strategic partnerships with local organizations, educational institutions, government agencies, and community stakeholders to leverage resources and expertise in support of programme goals.
    • Grant Management: Source implementing partners and service providers, conduct due diligence, prepare grant funding proposals, negotiate and contract with partners, and oversee implementation.
    • Budget Management: Develop and manage programme budgets, ensuring efficient allocation of resources to maximize impact and sustainability. Monitor expenditures and financial performance.
    • Monitoring and Evaluation: Establish robust monitoring and evaluation frameworks to track programme outcomes and impact. Utilise data-driven insights to assess programme effectiveness, identify areas for improvement, and make informed decisions.
    • Advocacy and Public Relations: Serve as a spokesperson for the place-based initiative, advocating for policy changes and systemic reforms to address barriers and inequalities affecting individuals’ development outcomes. Represent the organization in public and community forums and engagements.
    • Reporting and Documentation: Prepare regular reports, presentations, and other communications to stakeholders, including donors, board members, and community stakeholders, to update them on programme progress, achievements, and challenges.
