    Refugee Processing and Program Lead Assistant

    Duties

    • Position supports the Population, Refugees, and Migration (PRM) Team in Pretoria and Johannesburg to implement the U.S. Refugee Admissions Program (USRAP) and PRM activities, focusing on leading USRAP applicant processing operations in Pretoria. Leads and coordinates with PRM implementers and their contracted staff on all tasks necessary to implement the in-person refugee processing activities at the Pretoria processing facility, including managing applicant check in, shuttle services, applicant activities in Embassy waiting spaces, and coordination with USCIS officers in the field. Backs up other PRM team members as needed to support USRAP implementation and PRM’s activities in Johannesburg and Pretoria. Other duties as assigned. 

    Qualifications and Evaluations
    Requirements:

    • All selected candidates must be able to obtain and hold a Public Trust security clearance. 
    • All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.  
    • Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

    Education Requirements:

    • Two years of college studies is required.

    Evaluations:

    Qualifications:
    Experience:

    • At least two years of progressively responsible experience in administration, operations, logistics, refugee or humanitarian programs, customer/client services, education, or event/crowd management is required.

    Job Knowledge:

    • Basic knowledge of the host-country operating environment and local security/safety norms.
    • General understanding of refugee, humanitarian, or similar client-service operations.
    • Experience managing logistics, event coordination, or movement of groups (such as check-in activities, crowd management ID checks, transport logistics, etc.), including coordination with multiple stakeholders (e.g., members of the public, transport companies, security professionals, operational partners, NGOs, etc.) to achieve an objective.
    • Familiarity with basic security/safety procedures and incident reporting.
    • General administrative and office-process knowledge (travel, supplies, simple tracking).
    • General awareness of the importance of protecting personal information and securely managing documents that contain names, ID numbers, or travel details.
    • Familiarity with using computers and standard office software (e.g., email, word processing, spreadsheets, printers) to prepare and organize documents.
    • Ability to understand and follow written procedures and checklists, and to learn or design new systems and processes quickly, even without previous U.S. government experience.

    Skills And Abilities:

    • Strong diplomatic skills to advance goals and address unexpected challenges while preserving relationships and goodwill.
    • Comfort engaging public audiences/groups, especially in a service-providing context.
    • Ability to organize and manage the movement and flow of large public groups of individuals, including through check-in and processing procedures for an event or activity.
    • Strong coordination skills to work effectively with multiple stakeholders (e.g., implementing partners, subcontractors, drivers, security personnel) to execute daily operations.
    • Ability to follow and apply detailed procedures and security/safety protocols, including handling prohibited items and controlled access to facilities.
    • Strong interpersonal and communication skills to provide clear instructions, conduct group briefings, respond to questions, and interact professionally with vulnerable members of the public under stress.
    • Ability to remain calm, exercise sound judgment, and escalate issues appropriately during medical, security, or logistical incidents.
    • Organizational and time-management skills to track details while maintaining accurate records.
    • Basic computer skills (email, word processing, spreadsheets, simple databases or tracking tools) to support administrative tasks and coordination.
