    Senior General Manager Chief Central Purchasing Agency Officer

    Introduction

    • Area of specialization: To provide executive, strategic, commercial and governance leadership for the Central Purchasing Agency (CPA) as the mandated buyer of electricity on behalf of the South African electricity market. The role carries national accountability for the centralised procurement, contracting, settlement and commercial risk management of electricity supply, including Power Purchase Agreements (PPAs), vesting contracts, bilateral agreements, and cross‑border electricity trading. The Senior General Manager (SGM) Chief Central Purchasing Agency Officer plays a critical national role in enabling the transition from a single‑buyer model to a competitive electricity market, safeguarding security of supply, affordability, financial sustainability, regulatory compliance and investor confidence through disciplined commercial execution and robust governance.     Key Responsibilities

    • Provide strategic leadership and electricity procurement strategies.
    • Drive contracts, financial & commercial management.
    • Oversee cross border trading and international obligations.
    • Ensure risk, legal & regulatory compliance.
    • Lead stakeholder engagements and market stewardship.
    • Strengthen governance, people, and organisational sustainability.

    • Legislation and regulation: Strong knowledge of relevant industry legislation, regulatory frameworks, and compliance requirements, including national energy policies and grid regulations.
    • Technology aptitude and market knowledge: Strong aptitude for digital technologies such as AI, big data, and energy trading platforms, to optimise decisions and ensure the NTCSA stays competitive in dynamic electricity markets.
    • Risk management expertise: Comprehensive understanding of risk management, including identifying market volatility risks and implementing strategies to mitigate financial and operational risks. Ensuring that activities align with regulatory requirements while minimizing exposure to market fluctuations.

    Skills: 

    • Analytics: Able to interpret market trends, evaluate contract performance, and make informed procurement decisions.
    • Negotiation skills: Skilled at engaging with stakeholders to secure the most favourable outcomes for the NTCSA while ensuring compliance with regulatory standards and resolving disputes efficiently.
    • Communication and presentation: Excellent verbal and written communication skills, with the ability to present information clearly and persuasively to both internal and external stakeholders.
    • Interpersonal skills: High emotional intelligence and interpersonal skills, enabling effective collaboration and relationship-building with senior management and cross-functional

    Minimum requirements
    Qualification(s) 

    • B Eng./ BSc. Degree in Engineering/ Honours Degree in Energy Management/ Business Administration/ Business Management at NQF level 8 with 480 credits 

    Experience 

    • 15 year’s Senior Leadership Experience in Energy Procurement and Contracts Management
    • Experience managing large budgets and financial planning for energy procurement
