    Senior Manager: Aerodromes and Facilities

    POSITION DESCRIPTION

    Management of Operations

    • Set and monitor standards for Aerodromes in respect of civil infrastructure, electrical installations, aerodrome quality management system, Obstacles, Apron operations as well as Rescue and Firefighting Services.
    • Define the scope of oversight requirements, the scope of work, and the required resources.
    • Develop annual oversight plans and safety promotion plans. 
    • Provide oversight on work programmes and control performance.
    • Develop and maintain systems to measure that established standards are continually evaluated for process improvements.
    • Facilitate the implementation of a risk-based oversight process on all aerodromes and facilities functions and activities.
    • Exercise the powers delegated in terms of the legislation: i.e authorise, vary, or withdraw certificates, licenses and approvals in respect of aerodrome and facilities
    • Initiate regulatory review and submission to CARCOM.

    Align compliance oversight processes to focus on:

    • Technical installations
    • Training standards of personnel maintaining those installations
    • Processes and operations, and
    • Maintenance of a Safety Quality System on aerodromes
    • Compile an effective and realistic manual of procedures.
    • Support the SACAA enforcement structure with the investigation and enforcement of reported cases of non-compliance.

    Management of the Department 

    • Develop and manage the Departmental budget in line with the priorities of the department and organisation.
    • Controls and reports on expenditure for the Department in line with the PMFA and other applicable procedures.
    • Facilitates the acquisition of services and goods through applicable Supply Chain Management processes.
    • Set and monitor adherence to quality standards in all processes within the Department in compliance with ISO procedures.
    • Guide the identification, analysis, and mitigation of risks within the Department.
    • Assess exemption applications, conduct risk and compliance oversight, and make recommendations to the DCA.

    Management of People

    • Ensure the appointment and retention of staff.
    • Institutionalise a high-performance culture to improve productivity and staff morale.

    Facilitate individual and team development through:

    • Coaching of staff
    • Assisting them in the achievement of their agreed objectives
    • Encouraging and motivating them to engage in continuous learning
    • Empowering them through delegation of responsibilities

    Facilitate the achievement of departmental objectives by:

    • Managing the execution of the team’s KPAs
    • Ensuring availability of staff to perform required functions
    • Develop and monitor the implementation of training and mentoring plans.

    Liaison and Policy Development

    • Conduct benchmarking exercises that will enhance the drafting of regulations.
    • Participate in negotiations and act as liaison with stakeholders and industry bodies on behalf of SACAA.
    • Direct research effort on policy and regulatory changes and updates.
    • Act as liaison with relevant stakeholders on policy, regulatory, licensing, and changes related to aerodrome and facilities.
    • Develop a system and process to communicate and promote and sustain safety measures for aerodrome and facilities’ clients and stakeholders.
    • Represent South African interests in standards development for aerodromes.

    Requirements

    MINIMUM REQUIREMENTS

    EDUCATION:

    • Bachelors degree in Civil Engineering or relevant NQF level 7

    ADDED ADVANTAGE

    • Postgraduate degree in Civil Engineering or Management  or relevant qualification NQF level 8

    EXEPRIENCE:

    • 8 years experience in Aerodrome Safety 
    • 5 years experience conducting Aerodrome Safety Oversight 
    • 3 years management experience in  aerodrome safety
