Matric Certificate plus Bachelor’s Degree in Financial Accounting or equivalent relevant qualification at National Qualifications Framework (NQF) Level 7 as recognised by South African Qualifications Authority (SAQA).
Five (5) years’ experience in a Financial Accounting environment at Middle Management Level.
Knowledge of Acts, Regulations, Policies and Procedures applicable in the public sector
Knowledge and experience of Generally Recognised Accounting Practices (GRAP); and
Working knowledge and experience of Basic Accounting System (BAS), PERSAL and Logistical Information System (LOGIS).
KEY PERFORMANCE AREAS
Manage the financial planning, budgeting and reporting;
Manage the roll-over, adjustment estimates (ENE), and virement process
Expenditure management, in line with policies and procedures
Manage the implementation of policies and procedures for payment of invoices
Compile interim and annual financial statements in line with PFMA and National Treasury Regulations.
Manage the payroll/debt systems and take accountability for the performance
Develop, implement and maintain processes to ensure proper control of work
Develop, implement and monitor work systems and processes to ensure efficient and effective function
Manage performance, conduct and discipline of staff
Prepare monthly, quarterly and annual reports
Manage development and Implementation of Annual Operational Plan (AOP) for the Sub-Division.
Manage and provide leadership to the sub-division.
Effectively and efficiently manage all the resources allocated to the Sub-Division.
