JOB DESCRIPTION

• Provide leadership and oversight to ensure the success of the projects assigned to a team of program and project manager, business analysts, scrum masters, agile coaches, RTE’s and process engineers
• Ensure supporting Business unit strategy and business plans are translated into actionable goals, objectives, deliverable and roadmaps for delivery
• Ensure business analysts, through the senior business analysts are delivering quality requirements that contribute towards the overall solution outcome
• Lead an enabling environment for projects to run through smoothly
• Forecast staff needs and skills to ensure proper recruitment, training and development of delivery team staff to meet current and future needs of the project portfolio
• Manage Project & Programme financials and ensure visibility, and tracking of the programme & project financials
• Provide work direction, resource management and staffing prioritization for Program and Project Managers related to specific project, value stream & PI planning goals, project management competencies and appropriate process adherence
• Provides mentoring, coaching, training and skills assessments related to project management competency and to other project managers throughout MTN
• Partner with the executive and BU GM’s to develop roadmap linked to BU budgets and strategy
• Develop and leverage relationships with all levels of staff and management throughout EPMO & the business
• Delivery done to agreed standard & quality while adhering to PMO governance, standards for future ready and agile ways of work

RESPONSIBILITIES
Portfolio Strategy Development :

• Translate the strategic intent into clear deliverables for the supporting portfolio, in line with Business plan
• Development of the portfolio strategy & integrated plan for the BU’s Portfolio delivery to achieve business budget commitments
• Ensure all cross functional impacts and interdependencies are included into account in the Portfolio plan ( IS, Business, GTM, Channels, S&D) etc

Portfolio Planning

• Develop the roadmap to deliver on the strategy across Customer Experience, Marketing, Sales, Product Management, Technical, Regulatory, Finance, Procurement and other cross functional parties
• Facilitate with the Customer (supporting Business unit) and PMO Delivery teams, the development of an integrated programme and portfolio plan for the Portfolio Management area for business to accomplish goals within constraints such as time, cost and agreed quality standards
• Establish a clear communication plan for the various project streams
• Collaborate with MTN management team and outsourced partner to refine strategies for achieving overall objective
• Formulate effective control measures to minimise business risks

Portfolio Delivery & Risk Management:

• Ensure an effective implementation of end to end Roadmap, by means of providing direction, support, technical and commercial frameworks, models, roadmaps, partners and products to EPMO team.
• Ensure all EPMO governance requirements, Ways of work,  legal and regulatory and compliance requirements are met across all projects and programmes in the portfolio, delivered to the agreed quality within agreed deadlines and within allocated costs
• Drive the implementation, tracking, monitoring of Projects, ensuring efficient cross functional implementation of approved projects & programmes according to the agreed delivery methodology or Agile way of work
• Oversee the management and deployment of the Resource Pool, ensuring that (within the constraints of the agreed budget) resources are matched to priorities, in terms of skillsets and numbers & quality is maintained, and performance issues are addressed
• Proactively review Project, Programme and Portfolio identified risk and ensure effective mitigation plans are put in place and monitored
• Interface with Technology and or external resources for the prioritization, development, delivery and systems testing of products and resolve priority conflicts with all relevant Stakeholders
• Collaborate with Technology and Joint delivery teams to ensure resources are allocated on Priority projects/programmes

Managing the Portfolio -  Profitability & Growth:

• Ensure continuous improvement of processes to enhance and speed up project delivery and improve MTN profitability
• Foster cross functional collaborative working relationships to the benefit of the Portfolio
• Manage resource demand to ensure a balance between cost effectiveness and product/project delivery, within the agreed priorities of the BU
• Continually review and evaluate project delivery for the various projects. Make recommendation for and execute changes in operations to ensure maximum effective service provision, keeping all stakeholders properly informed
• Monitor and keep abreast of technological, legal and operational changes that affect the activities and work processes of the various project streams. Make recommendation for and develop and carry out improvements to the program to meet changing mission parameters and requirements
• Continually review and evaluate resource allocation in areas where limited resources exist. Make recommendation for and execute changes in allocation to ensure priority projects are executed as needed, keeping all stakeholders properly informed
• Implement Portfolio evaluation measures and evaluate the effectiveness of each portfolio

Operational Excellence: Portfolio Reporting & Governance :

• Ensure delivery is in line with the approved methodology and guidelines as per the EPMO Way of work, as well as compliance to the Portfolio & Project Management tool requirements
• Ensure all legal, regulatory and compliance requirements are met across all projects and programmes in the portfolio
• Ensure that PMO processes and deliverables reflect accepted good practice, whilst recognising the constraints imposed by MTN’s current level of PPM maturity
• Provide reports in response to stakeholders’ needs
• Ensure Portfolio , programme & Project Risks as reported, managed and mitigation plans are in place and executed
• Continuous measurement and analysis of the current delivery process and implementing changes and enhancements when and when required
• Provide input to further improve the Project Delivery Framework
• Ensure PMO governance compliance as well as with all relevant MTN policies and procedures

Operational excellence: Financial Management

• Manage Project & Programme financials and ensure visibility of the programme & project financials
• Facilitate post implementation review in line with MTN SA financial requirements and guidelines
• Ensure departmental budgets (Capex and Opex) are optimised and aligned with business requirements
• Manage expenditure in line with agreed budget
• Ensure contract governance is in place and administered at all levelLeadership

People & Culture:   

• Recruit and develop talent and ensure that our people are supported to achieve their potential. Support the team through regular feedback and coaching.
• Define the divisional KPAs and KPIs that will be cascaded down to each area
• Performance management and identification of training needs
• Accountable for a customer centric culture and shift to legendary service provision

QUALIFICATIONS

• A 3-year Degree in a relevant discipline from a recognised institution
• A post-graduate management qualification will be advantageous
• SAFe Agile Certification is an advantage
