Senior Manager: ICT Licensing Services at The Independent Communications Authority of South Africa (ICASA)

Key Outputs: 

The successful candidate will report to the Executive: Licensing and Compliance, and their responsibilities will include: 

• Developing and managing the Licensing Department’s business plan within the approved timelines and budget. 
• Managing the Licensing Department’s budget within the PFMA framework. 
• Implementing and managing appropriate Licensing Departmental internal controls and reporting systems in order to meet performance expectations. 
• Ensuring management of the Department’s administrative functions. 
• Managing and/or mitigating the Department’s risk to ensure that the business plan is realised. 
• Drafting position papers and representing the Authority in international and regional meetings on licensing matters. 
• Liaising with regulatory institutions and licensees on licensing matters.

Qualifications and Experience: 

• Undergraduate Degree in Law/ Engineering (Electrical or Electronic) / Media Studies 
• Postgraduate Degree in Law / Engineering / Media studies (NQF Level 8 or higher) 
• Minimum 3 years management experience 
• Minimum 6 years’ experience working in a telecommunications and/or broadcasting policy regulatory environment.
