    Senior Manager: Technical Services

    • REMUNERATION PACKAGE: R1 174 283 - RI 202 466 - RI 231 325 - R1 260 877 - RI 291138 p. a (All-inclusive package will be in line with the Upper Limits of Total Remuneration Packages of Municipal Managers and Managers directly accountable to Municipal Managers, Government Gazette No.54505 of 14 April 2026)

    MINIMUM REQUIREMENTS:

    • A minimum qualification of Bachelor of Science degree in Engineering / Bachelor of Technology (B. Tech) in Engineering or equivalent tertiary qualification. Five (05) years' experience at middle management level, or as Project manager of which a minimum of 03 - 04 years must be at professional/ management level engineering management experience.
    • Certificate of Competency as required in terms of the General Machinery Regulations, 1988, or registration with a recognized relevant Engineering Professional Body will be an added advantage.
    • A code EB driver's licence. Fulfilment of Minimum Competence Levels is preferred as published under Government Notice 91 in Government Gazette No. 40593 of 03 February 2017. However, new appointees are given18 months grace period from the date of the appointment to obtain the prescribed minimum competency.

    KNOWLEDGE AND COMPETENCIES:

    • Good knowledge and understanding of relevant policy and legislation. Good knowledge and under-standing of institutional governance systems and performance management.
    • Must have extensive knowledge of the public office environment. Must be able to formulate engineering master planning. Project management and implementation.
    • Must be computer literate and possess proven skills in respect of planning and organizing, problem solving, presentation, conflict resolution, communication, and people management.

    KEY PERFORMANCE AREAS:

    Manage the provision of services to the local community in a sustainable and equitable manner, including but not limited to the following:

    • Provision of water, sanitation, roads and storm water and sewerage; Fully responsible for the management, operation, maintenance, planning and administration of the electricity network;
    • Provide advisory services to the municipal council regarding all aspects related to technical services; Develop, implement and manage strategic goals, policies, procedures, and plans for the directorate;
    • Develop policies and guidelines for the effective operation of services delivery; Develop a program for infrastructural services delivery within the municipal area in line with the IDP and overseeing its implementation;
    • Coordinate and supervise the management of projects, implementing National Building Regulations, taking the required responsibility as defined in the Occupational Health and Safety Act, and its regulations;
    • Ensure implementation of municipal council resolutions related to technical services;
    • Ensure submission of directorate reports in line with the legislative requirements for municipal council and other organs of the state.
