    Senior Specialist, Occ Health and Hygiene

    PURPOSE:

    • To identify and control the impact of health hazards across the group and within the communities in which we operate to as low as reasonably practicable
    • To co-ordinate the occupational health and hygiene function by providing strategic specialist support, guidance and oversight to the group’s operations and occupational health and hygienist functions at various operations.
    • To provide direct health and hygiene specialist operational support for mines in rehabilitation and closure in line with the Group’s occupational health strategy.
    • To create and track a preventative link between occupational health and hygiene through the development of strategies, frameworks and standards.
    • To appoint and manage external occupational health and hygiene service providers in line with Exxaro’s minimum standards.

    QUALIFICATIONS:

    • Bachelor of Nursing (Essential/Minimum or)
    • B Tech Nursing Science (Essential/Minimum or)
    • B Tech Occupational Health Nursing (Essential/Minimum or)
    • BCur: Nursing Science (Essential/Minimum or)
    • Bachelor of Nursing (H) (Essential/Minimum)
    • Master of Arts in Nursing Science (Recommended/Desirable)
    • Management Development Programme (Recommended/Desirable)

    EXPERIENCE: 

    • 10-12 years Proven experience in a leadership and operational role within the Occupational Health, Hygiene and Primary Healthcare fields, preferably in the mining, heavy industry, or related sectors.
    • Strong understanding of emerging health and hygiene risks in underground and surface mining operations, and within the community.
    • Demonstrated experience in developing and executing healthcare related strategies, frameworks, and standards.
    • Strong communication and interpersonal skills.
    • Ability to work collaboratively with cross-functional teams and influence stakeholders at various levels of the organisation.      

    Duties & Responsibilities:

    Business Performance and Operations:   

    • Provide day-to-day occupational health and hygiene operational support for mines in closure
    • Coordinate group occupational health and hygiene functions reporting at all sites
    • Lead the development of the group wide integrated occupational health hygiene strategy, frameworks, standards and processes, governance, audits and reporting requirements
    • Develop service level agreement with external health and hygiene service providers and evaluate implementation of the service level agreements for mines in closure and rehabilitation
    • Support manager in assessing risks to health arising from many different factors and refer employees to medical facilities, if required, to ensure employee’s occupational health concerns are identified and addressed
    • Execute occupation health and hygiene system implementation and received directives to ensure that all incident data relating to employee health is captured
    • Drive the participation of the Company in the implementation of training programs to for compliance with Occupational Health and Hygiene, standards, frameworks and Regulations
    • Coordinate the execution and reporting of internal and external audits and facilitate the implementation of corrective action to proactively minimise the impact of occupational health hazards
    • Facilitate a group wide implementation of Occupational health and hygiene standards
    • Represent the Company at Chamber of Mines hygiene meetings
    • Standardize implementation of leading practises and lessons learned across the group
    • Support business units in contracting occupational health and hygiene service providers and review all reports submitted by such service providers

    Compliance, Governance and Assurance:    

     

    • Provide in-depth analysis on occupational health and hygiene data and in conjunction with other business indicators to continuously improve occupational health standards to monitor compliance to internal and legal/statutory requirements
    • Provide an oversight role in implementation of external requirements from all the bodies Exxaro is affiliated with such as, FTSE, SABCOHA, MASOYISE,etc
    • Participate and lead tier 2 audits and assist individual business units to prepare for the tier 3 audits.
    • Ensure compliance to Mine Health and Safety Act, Group guidelines and Mine standards through external legal compliance audits

    Customer, Stakeholder and Client Relationship Management:    

     

    • Provide support to the customer in the development of occupational health and hygiene services framework and processes for central repository management
    • Assist in the evaluation of discipline-specific standards, principles and practice to enable planning, design and implementation of safe outcomes that support the business strategy

    Effective People Management    

    • Manage Senior Occupational Nurse and Occupational Nurses' Key Performance Areas (KPA’s)
    • Proactively anticipate future occupational and primary health service requirements
    • Draft and implement strategies to optimise staffing and services
    • Motivate and inspire staff to excel at their jobs and strive for excellence
    • Ensure staff resources are efficiently deployed and staff members undertake appropriate training and development
    • Support, coach and mentor direct reports in skills/knowledge development to ensure they have necessary capabilities

    Safe and Healthy Work Environment:   

     

    • Provide an oversight role to ensure a healthy environment, safe operations and practices, ensuring compliance with all applicable health and safety policies and procedures in line with set standards
    • Encourage and foster a proactive culture that focuses on healthy employees across all operations

    Service Management:    

     

    • Execute responsibilities in a manner that is in accordance to guidelines and standards associated with quality service delivery of occupational health and hygiene services
    • Deliver responsibilities in a manner that is aligned to the services framework and consistent with customer agreements

    Specialised Support :

     

    • Develop and drive implementation of occupational health and hygiene strategy.
    • Establish and promote both occupational and primary health care programmes across all group through an approved framework
    • Manage the health service providers as per the service level agreements with Exxaro group and operate within professional scope of practice.
    • Conduct occupational health and hygiene compliance assessments across Exxaro group
    • Develop a framework to manage lifestyle diseases, HIV/AIDS, STI and Tuberculosis programs across the group
    • Manage the health statistics across the group and ensure on-time quality reporting to different stakeholders (DoH ODIMWA, Masoyise)
    • Standardize health programs across the business and ensure data integrity and confidentiality of medical information.
    • Provide input re-diagnosis of occupational diseases and injuries.
    • Prepare reports on a monthly and bi-annually to the relevant departments within the group
    • Manage outbreak of communicable disease across the group
    • Participate and represent Exxaro’s interest at policy development level within the DMRE, DoH, etc
    • Manage and monitor medical surveillance and data input in ensuring that all employees are fit for work
    • Co-ordinate and create health awareness campaigns for the group and the neighbouring communities.
    • Create a strategic linkage between health and hygiene, and develop a proactive approach to occupational health program using technological solutions    
    • Partner with HR regarding worker absenteeism to ensure total wellbeing and health of employees
    • Partners with HR and facilitate medical incapacity management and employee rehabilitation program
    • Assist in the development and implementation of a personal learning and growth plan to ensure continued development
    • Monitor occupational health and hygiene performance and provide regular feedback to different committees such OPCO, SAC,SUSCO, Sustainable Impact forum
    • Coordinate technical support to the Group on industry best practice and monitoring requirements from the different statutory bodies.
    • Investigate and make recommendations on proactive measures in line with industry best practise as and when required.
    • Keep abreast of trends and communicate these to the Group to facilitate dialog on industry requirements for risk mitigation
    • Give guidance on legal updates to Group and how it would impact on procedural and monitoring requirements specific to Occupational health and hygiene
