    Social Service Workforce Strengthening- Emergency Preparedness & Response - Individual Contractor - Part-time (Home Based) , Pretoria, South Africa

    Purpose

    The main purpose of this assignment is to oversee the development and implementation of a social service workforce strengthening project that seeks to strengthen the capacity of the existing social service workforce in readiness for emergency response. The project will be implemented in collaboration with an accredited social work education institution in South Africa together with the SACSSP.
     
    Scope of Work:
     
    Work with an accredited social work academic institution to build the  capacity of the social service workforce in child protection in humanitarian response (including on the Minimum Standards for Child Protection in Humanitarian Action (CPMS) for improved services to vulnerable children, including unaccompanied and separated children, children on the move , children with disabilities and gender-based violence in emergencies.

    This may include, but not limited to the following:

    • In collaboration with government, SACSSP and ASASWEI map the existing social work institutions in South Africa that offer dedicated disaster management capacity building social work courses or training opportunities.
    • Develop the Terms of Reference (TOR) for the capacity building project and share with the academic institutions.
    • Actively reach out to interested academic institutions to establish interest in collaboration and partnership with UNICEF.
    • As per UNICEF partnership policies and procedures, support the UNICEF Project Manager to select the academic institution to partner with, and complete all the partnership requirements and due diligence.
    • Support the preparation of the project launch through developing of high-level engagement, media briefs and other relevant communication materials through the social work existing platforms
    • Lead in monitoring the implementation of the project, this includes establishment of a project steering committee to oversee the implementation.
    • Support in the preparation of regular and mandated programme reports for management, donors and other stakeholders
    • Beyond the generic programme management, the consultant will be responsible for delivering the following:
    • In collaboration with the Protection Working Group, strengthen coordination structures for child protection response, including developing of early warning systems in high-risk communities.
    • Develop an emergency social service professionals emergency response kit and work with UNICEF supplies and procurement unit to procure and preposition essential supplies for child protection response (i.e information leaflets, internet and airtime, emergency personal/dignity kits) as per UNICEF policies.
    • Document the good practices and lessons learnt as a proof of concept for donors to leverage additional funding support for social service workforce strengthening

    To qualify as an advocate for every child you will have…

    • A first University Degree in  Social Work;
    • A minimum of 5 [Five] years of relevant professional experience in within social work academic institutions;
    • Proven competencies in development of training material, training and evaluation;
    • Demonstrated experience in project management and partnership development;
    • Outstanding research and analytical skills, including strong ability to analyse, integrate and summarise information from a wide range of sources;
    • Demonstrated capacity to engage with SACSSP and the social work professionals to facilitate workshops and dialogues;
    • An added advantage having working experience in the Gender Based Violence, Children on the Move HIV programming;
    • Excellent writing skills in English, including a demonstrated ability to draft clear, concise and reports;
    • Good computer skills, including familiarity with search engines and academic databases;
    • Ability to work independently and to ensure high-quality deliverables;
    • Ability to work independently, remotely and to ensure high-quality deliverables
    • Experience working with UNICEF and government is desirable
    • Developing country work experience and/or familiarity with emergency is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
