    Senior Manager - Business Manager (Group Legal and Regulatory)

    Key Performance Areas:

    The Senior Manager Business Manager: Group Legal and Regulatory will be accountable to achieve the following objectives:

    • Manage overall Operations of the Legal & Regulatory Function including but not limited to, Financial Management and Budgeting cycles, Training and Development, Strategy development and execution and Drive department efficiency in respect of people, Process and Technology.
    • Maintain stakeholder relationships with Business and Operating Countries
    • Provide Project Management support to Group Legal & Regulatory projects including operating units as and when required
    • Develop and champion execution of Legal & Regulatory functional strategy in line with MTN Group’s Strategy
    • Develop and support cascading of Key Performance Indicators for Legal & Regulatory Heads in country and at Group.
    • Facilitated the development and embedment of Legal & Regulatory Key Risk Indicators and drive adoption, localisation and regular self-assessments by MTN Operating Countries. 
    • Ensure functional Legal & Regulatory Delegation of Authority is appropriately implemented and specify internal governance policies and regularly monitor compliance.
    • Provide advisory support and assistance with the risk management and review of policy breaches, remediations, risk reporting etc.
    • Support Management of Legal & Regulatory risks in accordance with Group Policy and devise efficient defence strategies.
    • Collaborate with Risk & Compliance to develop and apply effective risk management techniques and offer proactive advice on possible mitigations.
    • Advise on various Legal & Regulatory strategies and approach.
    • Liaise with, collate and incorporate feedback from, various internal stakeholders and departments for purposes of transactions, initiatives and projects.
    • Provide support, guidance and advice to MTN Operating Companies, where requested or required, regarding aspects of transactions, risks and other matters such as conduction Capacity and Capability assessments for Legal & Regulatory functions, identify training needs and execute solutions
    • Deal with complex matters with multiple stakeholders and forces.
    • Prepares and drafts critical correspondence, presentations, reports and spreadsheets with attention to detail.
    • Assist and support on a need basis in the provision of input and review materials, presentations and communications.
    • Analyze, gather and summarize a variety of business and market information.
    • Request information and actions on behalf of the Group Chief Legal & Regulatory Officer and ensure that these requests are fulfilled efficiently and effectively.
    • Support the Group Chief Legal & Regulatory Officer in holding the team members accountable to timelines and commitments.
    • Ensure the follow through and outcomes on agreed actions.
    • Manage Law firm Panel and provide oversight in respect of tracking of Value-Added Services 
    • Provide support to Operating Countries in respect of establishment of local law firms 
    • Assist in preparing Guidance notes in respect of policies and standards to drive implementation and efficiencies across the relevant functions and stakeholders
    • Provide oversight and support in respect of functional governance at a Group Level and Operating Countries such as Quarterly regional Meetings, Development of reports to Regional VPs and Operating Countries CEOs 
    • Provide oversight and Management of once off Functional Activities such as Legal & regulatory Conference, Team Branding and Culture socialisation, drive high performing and collaborative team spirit across the Group and Operating Countries Teams.
    • Draft regular communications as and when the Chief Legal & Regulatory Officer needs to share important announcements
    • Collaborate with HR Business & Finance Business Partners to achieve departmental and MTN Group goals.
    • Drafting of ad-hoc Operational papers for the Group Chief Legal & Regulatory Officer one on one engagements with The Group President & CEO and Exco members 
    • Development Functional Review and Board Sub-committee submissions 
    • Drive the adoption and embedment of the Knowledge Management system
    • Facilitate and ensure regular performance reviews are conducted and all HR guidance is implemented timeously 
    • Effective management and administration of Legal & Regulatory Executive Committee
    • Facilitation and Preparation of content to be shared in Town Halls and Strategic Leadership Sessions with external Coaches 
    • Enhance organisational Knowledge sharing by sourcing experts/facilitators and running Thought Leadership Sessions for Legal & Regulatory Functions as well as relevant Business Stakeholders.

    Role Dependencies

    • Active support from the Group Legal management team and Senior Leadership

    QUALIFICATIONS

    Job Requirements

    Education:

    • Minimum 4-year Academic Degree with Honours (LLB or equivalent preferred) or any Commercial or Technical Degree
    • Admission as an attorney will be advantageous
    • Post Graduate qualification (MBA / Masters advantageous)
    • Fluent in English, French and Arabic (advantageous)
    • Graduate Qualification in Business Administration or Project Management or Operations Management

    Experience:

    • 5 -10 years’ experience in Operations Management, Business Administration and or Strategy Development and Execution.
    • Minimum 5 years in Telecommunications industry experience
    • Exposure to working in a legal function and supporting counsel preferred
    • Proven track record to have worked across diverse cultures and geographies
    • Proven track record in managing stakeholders across multiple functions

    Executive - Information Security (Group Technology)

    Key Performance Areas

    Governance 

    Strategic Meetings

    • Chair the Group Information Security Forum
    • Co-Chair the Group Technology and Security Governance Council
    • Represent Group Security at various governance forums, including but not limited to Group GOC, Group ERMCO, Fintech TSCG, Fintech ERMCO, AI Steerco
    • Initiate and hold strategic meetings, ensure relevant participation and provide direction for the various discussions;
    • Drive adequate risk mitigation and controls;
    • Ensure Approval on new initiatives;
    • Review and finalise objectives, targets and budgets;
    • Authorise and / or secure relevant budget for internal projects;
    • Authorise and / secure authorisation for  proposals on change initiatives;

    Reporting

    • Oversee divisional budgets in line with business objectives and facilitate forecasting;
    • Oversee project initiative budgets in line with business objectives; and
    • Drive initiatives that will ensure that the “cost of operations” are reduced, in line with a least cost operating strategy stemming from the business drivers.
    • Contribute the OpCos and PlatformCos security budget guidelines to the overall technology budget guidelines

    Operational Delivery

    • Develop and implement the overall information security framework and strategy, overarched by the business risk strategy, ensuring the effective implementation and adherence across all the business;
    • Drive the development and implementation of the requisite information security policies, procedures, guidelines and standards;
    • Ensure that the security requirements for new information processing facilities have been identified and approved;
    • Ensure that functional and technical security architectures are defined for the security of IT and telecom network infrastructure and monitor compliance thereof;
    • Ensure that the technology architecture is effective to manage threats and re-architecture (if required) to ensure consolidation of systems, vendors, processes and procedures;
    • Ensure that the information security policies, procedures, standards and guidelines for use throughout MTN are reviewed yearly and updated in a timely manner to accommodate changes in the Technology or business environment;
    • Facilitate information security risk assessments in OPCOs and PlatformCOs to ensure threats are managed.
    • Identify emerging information security trends in the telecom industry and engage the MTN stakeholders to ensure that threats are managed; 
    • Define and communicate to management, the key threats to the information assets at various point of time;
    • Encourage the participation of the managers, auditors, legal department and the staff members from various functions, who can contribute to compliance with the information security practices;
    • Oversee (or assist, if required) the investigation of security threats or other attacks on the information assets at OPCOs and PlatformCOs;
    • Ensure the maintenance and review of all critical incidents that have occurred and the corresponding resolution timeframe and inform the Executive Committee;
    • Liaise with OPCO and PlatformCO to set up an Information security education and awareness program at the OPCO and PlatformCO level;
    • Liaise with external entities - cyber security team and law enforcement – agencies, in case of an escalated security breach;
    • Implementing cyber security management and driving the engagement across the MTN footprint;
    • Engage the Business Risk and Audit teams to ensure alignment of security processes against business risk;
    • Reporting at operations and audit committee and managing the actionable outcomes related to security.

    Education:

    Experience:

    • 12 - 15 years of relevant work experience in Information Technology (specifically security)
    • 5-8 years of experience at the Senior Management level in the telecom industry 
    • 5-8 years working experience in managing information security in a large organisation
    • Experience in designing and implementing organisation wide information security governance, management, risk, operational and reporting frameworks
    • Experience in managing and implementing large scale information security projects
    • Experience in Governance, Enterprise Risk Management and Compliance, and security resilience

    Manager - Technology Enterprise Services Technology Information

    Key Performance Areas: 

    Operational Planning:

    • Planning of regional level Work Packages for all new TES projects 
    • Ensure functional regional resources are well informed of their roles and responsibilities in execution of Work Packages
    • Ensure that functional regional resources are adequately skilled and trained to perform their functional duties in execution of Work Packages
    • Ensure regional resource capacity across the value chain is aligned with regional demand forecast

    QUALIFICATIONS

    Minimum Requirements  

    Education:  

    • 4 Year Tertiary qualification in Telecommunications or Electronic Engineering 
    • Certification in Prince 2 Practitioner or PMP 

    Experience:   

    • Minimum of 5 years’ experience in the Telecommunications environment; with experience in supervising/managing others
    • Experience in rollout of large value (>R250mil) infrastructure projects within the telecommunications sector
    • Experience working in a global/multinational enterprise (understanding emerging markets is advantageous)
    • Worked across diverse cultures and geographies
    • Management experience – 5 years plus
