    Lead Specialist: IT Security and Monitoring

    Introduction

    • To lead the monitoring of security platforms, services and infrastructure in accordance with IT security policies, procedures and systems.

    Job description

    • Monitoring – Conduct continuous scanning and Security monitoring of all IT cyber security domains. (i.e. networks, firewalls, anti-virus, mobile devices, patch management). Ensure regular updating of network anti-virus, and monitoring for the presence of spyware, malware and greyware software. Monitor the governance aspects related to the Security to ensure the standards are maintained. Perform continuous threat and vulnerability management monitoring. Monitor policies and procedures related to ICT Security. Assist with analysing and assessing potential security risks, developing plans to deal with such incidents by putting measures in place such as firewalls and encryption, monitoring and auditing systems for abnormal activity. Make recommendations based on various monitoring outputs to improve the security posture of the organization. Conduct continuous scanning and security monitoring of all IT cyber security domains. Monitor IT security functions for compliance with policies, processes and standards. Prepare IT security reports for submission to the Integrated Security Forum. 
    • Investigations  & Cyber Security– Investigate security incidents/events to ensure that IT security posture remains intact. Provide support to forensic investigation as required. Operate and control the Information Security Management System (ISMS) in line with KING3 and ISO 27000. Participate in the execution of key information security projects. Conduct information gathering on internal and external security intelligence for investigation into security incidents. Write incident reports and submit to the Manager. Ensure adherence to good information security practice. Monitor the implementation of security systems/tools/applications/measures by internal and external suppliers to ensure that the required standards are maintained. Ensure that Business Continuity risks related to cyber security are addressed and mitigated.
    • Stakeholder Relations Management– Maintain constructive and productive stakeholder relations across the business, and with vendors and relevant external parties to support collaboration and alignment. Manage outputs by third-party suppliers to ensure the required performance and optimum value. 
    • Governance, Compliance, Risk Management & Reporting – Participate in the development, implementation and management of organisation-wide ICT security processes, standards and protocols. Participate in the development and maintenance of a governance and accountability framework for civil aviation cyber security. Ensure compliance with all IT policies, procedures and standards relating to IT security systems. Assist in the management of configuration and change control records with regards to IT security systems activities. Develop metrics that allows the enterprise to measure the effectiveness of security controls. Ensure and report on IT DRP conducted with business as well as make recommendations for continuous improvement Assist in the development and review of current disaster recovery management plans. Assist in conducting high level security audits and in auditing IT risk. Ensure compliance with relevant regulation and legislative requirements including POPIA, GDPR, and ECT. Participate in the identification of key IT security risks across the business for raising in applicable forums. Train all users on applicable IT compliance and governance requirements. Compile and submit all required reports (internal and external) to ensure compliance with relevant governance requirements
    • People Management – Manage employees in accordance with HC policies and processes. Ensure that new employees have been properly on-boarded and trained prior to commencing work. Monitor the time and attendance of subordinates, take appropriate action in the case of absenteeism, and report it to the Manager and Human Capital. Participate in the conclusion of performance management contract(s) and monitor performance. Manage the performance of direct reports in line with the performance management process. Mentor and coach staff as required to ensure continuous development and availability of the required at all times. Ensure the transfer of knowledge and skills to enable sustainability within Capacity Planning from a succession management perspective. Educate and upskill development teams and managers on secure coding practices, OWASP standards, and other IT security-related subjects   

    Minimum requirements
    Minimum Formal Qualifications: 

    • Bachelor’s degree in Information Technology, Information Systems or Engineering
    • CISSP or related certification is required
    • Knowledge of cloud technologies (Infrastructure or DevOps or Solution Architecture)

    Minimum Years of Experience: 

    • Minimum 5 - 7 years' experience in an IT environment of which 3 years in an IT security specialist and monitoring role and 3 years in a supervisory capacity
    • Experience in cybersecurity and ICT governance, risk and compliance management
    • Experience with cybersecurity incident and event management
    • Professional security management certification will be an advantage

    Major Activities 

    • Enterprise Risk Management - Developing and maintaining a fit-for-purpose Enterprise Risk Management Framework (RMF) aligned to best practice methodologies. Delivering expert advisory services to all business units in the utilisation of risk management systems and tools. Embedding appropriate risk management tools within the organisation such as incident management, risk and control self-assessments, key risk indicators and the enhancement of capital calculations. Generating reports and submit to Exco for Board Risk Committees. Assisting business units with articulating identified emerging risks and in updating risk registers Performing the super user and administrator functions in respect of the risk management system. Providing strategic ERM thought leadership to the organisation to ensure effective management of ATNS business risk
    • Insurance - Developing and reviewing the Insurance Management Policy and Framework. Analysing organisational risk exposures and determine appropriate insurance coverage strategies. Conducting insurance risk modelling and stress testing. Performing scenario analysis to assess potential insurance losses and exposures. Optimising insurance portfolio through risk transfer strategies and cost-benefit analysis. Identifying insurance gaps and provide recommendations for mitigation and reinsurance solutions. Conducting claims trend analysis and predictive modelling. Evaluating insurance renewals, policy terms, and coverage adequacy. Collaborate with insurers, brokers, and stakeholders to enhance risk coverage and risk transfer solutions.
    • Risk Analytics, Stress Testing & Quantification – Developing, implementing, and managing a robust Risk Appetite and Tolerance Framework for the organisation. Collect and verify the required data from all relevant sources in producing the RAF report. Monitoring Key Risk Indicators (KRIs) for the organisation. Collaborating with different stakeholders to proactively manage tolerance levels within the organisation and ensure mitigating actions are well thought through and implemented at an appropriate level.     Minimum requirements

    • Bachelor’s degree in risk management, Statistics, Mathematics, Actuarial Science, Data Science, Internal Audit or related field
    • Registered with the Institute of Risk Management (preferred)
    • Certification in Insurance, or Quantitative Risk Management (Advantageous)
    • Certification in Data Analytics, Data Science, or Risk Analytics (Advantageous)
    • five years’ experience in Risk Management in a complex environment of which at least three years must be at a managerial level

    Regional Manager - Air Traffic Services - Cape Town International Airport

    • Strategy Implementation - Providing operational leadership in Air Traffic Services at Cape Town International Airport as well as the associated Flight Information Regions to ensure achievement of regional and overall ATNS business strategy.Providing operational input and insights into the operations and long-term ATNS strategy. Participating in the development, implementation, and articulation of the regional strategy and value proposition to the organisation aligned to the operations and business strategies. Supporting the Head and other thought leaders in the development, implementation and management of the Operations strategy aligned to the vision, culture, and business strategy of ATNS. Leading the design, implementation and management of the Air Traffic Service Centre/Unit business plan, aviation safety strategy including governance and service management capabilities, along with the service catalogue and service level agreements. Driving delivery of the required projects/initiatives within the Air Traffic Service Centre/Unit strategy to be on time, within budget and to the required standard. Leading implementation of processes to collect feedback on how all the aspects of the Air Traffic Service Centre/Unit strategy are being received in the business.     • Operational leadership in the provision of Air Traffic Services - Planning, organising and co-coordinating Air Traffic Services in the FIR to satisfy the reasonable requirements of the aviation community. Defining new operational requirements (processes and procedures) in the short and medium term to maintain and enhance the Air Traffic Service, making the necessary recommendations for implementation and managing approved implementation. Building and maintaining strong business relationships with customers to understand their strategies and plans to ensure alignment of the Air Traffic Service Centre/Unit operations to their needs. Ensuring continuous collaboration for conducting of research and development to enable continuous enhancement of the Air Traffic Service Centre/Unit’s operating model, products and services aligned with trends, technological advances, and changes in business strategy. Ensuring the effective integration and implementation of all Air Traffic Service Centre/Unit ’s resources to meet the required service delivery capability aligned to customers’ requirements.     •  People Management - In conjunction with ATS Capacity Planning, ensure the availability of skilled and competent staff in the Air Traffic Service disciplines at the Centre to meet the current and future needs aligned to the operating model and overall business strategies. Ensure high levels of discipline and performance standards to achieve Air Traffic Management service delivery objectives and the ATNS business strategy. Coordinating and ensuring resourcing deliverables in line with the Service Level Agreements. Leading and managing the team to utilise their skills and expertise to support an integrated approach to managing the Air Traffic Service Centre/Unit.     Manager - Technical Support Regional Services (Re-advertisement)

    Introduction

    • To lead a team of Engineering Technicians responsible for the maintenance and support of SADC VSAT2 and NAFISAT systems at all sites within the area of responsibility. Establish work programs for the maintenance.

    • Provide continuous serviceability and availability of all ATNS VSAT systems to the Service levels agreed to with SADC and NAFISAT Supervisory Boards.
    • Developing and implementing defined preventative maintenance plans for all VSAT equipment and infrastructure in the AFI region.
    • Proposing revisions to logistic support plans where required.
    • Implementing immediate remedial action plans in the event of critical failures (Crisis management) Maintain close liaison with the operations environment and SADC and NAFISAT clients to schedule and execute critical corrective restorations and preventative maintenance activates.

    • Coordinating resource and task management activities with other technical centers, SADC, NAFISAT, AFISNET and ASECNA to ensure required level of support is maintained.

    • Maintaining close liaison with the operational environment, SADC and NAFISAT Boards and ICAO, providing the necessary information on availability/ serviceability status of systems and equipment for distribution to users
    • Approve/issue systems maintenance Standing Instructions (SSI’s) to the area
    • Installation of projects in the ATNS environment and the AFI region where requirements are defined to mitigate the communication deficiencies highlighted by ICAO
    • Manage external contracts applicable to the area ensuring satisfactory execution of work and within the approved budget.
    • Establishing and maintaining sound public relations with all SADC and NAFISAT clients and suppliers in order to promote the image of the Company and determine the level of client satisfaction
    • Cooperating with Civil Aviation Authorities, Local and Regional Authorities and Airports Management Companies when required to do so, within the constraint of Company Policy and mandate.
    • Chairing workshops for technical telecommunications best practices with ICAO, AFI region network service operators, ASECNA, SADC and NAFISAT States
    •  Presenting technical and engineering working papers in the different SADC and NAFISAT, EASAF ICAO and WACAF ICAO meetings
    • Assisting during negotiations with SADC and NAFISAT Boards to ensure the income stream is renewed, MOUs and bilateral agreements are concluded with the relevant stakeholders
    • Assisting during negotiations with IATA as the partner in service provision to the SADC and NAFISAT regions
    • Partaking in high level delegations to all SADC and NAFISAT clients
    • Actively promoting and encouraging the vision, mission, and values of ATNS as well as promoting the well-being and morale of the personnel in the Area of responsibility

    Minimum requirements
    Minimum Education and Qualification 

    • S4 Diploma in Electronic Engineering and other appropriate qualifications required to enable admittance to the Engineering Council of SA as an Engineering Technician or Technologist and a Business Management qualification
    • 6 years extensive experience in the maintenance and support of CNS ATM systems equipment, specialising in Satellite Systems and associated support services
